To comply with carrier regulations, you must register each voice number to an enterprise. You can purchase phone numbers only after your enterprise qualification is approved. This topic describes how to submit an enterprise qualification.
Prerequisites
Due to applicable laws and regulations, the Intelligent Contact Center voice service is prohibited for certain industries and use cases, such as loan and game marketing. Before you submit your enterprise qualification, carefully read the Enterprise qualification review standards.
Background

A general qualification allows you to purchase a regular fixed-line number but not a 400 number. A regular fixed-line number supports both inbound and outbound calls.

A 400 qualification lets you purchase a 400 number. 400 numbers support only inbound calls. To make outbound calls, you must submit a general qualification to apply for a regular fixed-line number.

You can now manage qualifications in the Voice Service console.
General qualification

Log on to the Voice Service console.

In the left-side navigation pane, choose . Click Add qualification.

On the Add qualification page, enter the required enterprise information, including certificate type, business certificate (must be stamped with the official company seal, in JPG, PNG, GIF, or JPEG format, and no larger than 5 MB), enterprise name, organization code, enterprise type, enterprise address, province of enterprise, city of enterprise, and business term. To reuse information from an existing qualification, select Reuse enterprise information of an existing qualification. Note: We do not accept number applications from sole proprietorships or individual-owned businesses.

Click Submit for review.

After you submit the qualification, the review typically takes one business day. You can check the progress on the qualification management page by clicking the general qualification tab and checking the review status column.
400 qualification

Log on to the Voice Service console.

In the left-side navigation pane, choose . Click Submit qualification.

Follow the on-screen instructions to provide number, enterprise, and legal person information. On the page for submitting a 400 enterprise qualification, go to the Number information section and select a carrier, for example, 400 Number (CT). Then, in the Enterprise information section, enter your enterprise name (must match your business license), unified social credit code, enterprise validity period, and registered address. You must also specify if your three certificates are integrated into one and upload a photo of your business license stamped with the official seal (JPG, PNG, or JPEG, up to 5 MB). Finally, provide the Legal person information.

Click Submit.
