Alibaba Cloud CDN and DCDN can share outbound data transfer plans and static HTTPS requests packages.

CDN/DCDN resource package | Outbound data transfer plan | Covers outbound data transfer costs for CDN acceleration if your account uses the pay-by-traffic billing method. If your billing method is pay-by-peak-bandwidth, the remaining quota in your resource package is frozen until you switch back to pay-by-traffic. |
CDN/DCDN resource package | Static HTTPS requests package | Covers the total number of static HTTPS requests for all domain names with HTTPS acceleration enabled. |
CDN/DCDN flat-rate resource package for regions outside the Chinese mainland | Flat-rate package | This package consolidates billing for usage across all regions outside the Chinese mainland. Instead of paying for each region separately, the total outbound data transfer is deducted from this single package. |
Outbound data transfer plan
You can purchase multiple outbound data transfer plans. If you own more than one, the plan closest to its expiration date is used first. The system calculates your outbound data transfer usage on an hourly basis. The plan automatically covers usage within its quota. Any usage exceeding the quota is billed at the standard pay-by-traffic rate.
Alibaba Cloud CDN offers eight types of outbound data transfer plans, each for a specific acceleration region. A plan covers outbound data transfer only from its designated region and does not apply to usage in other regions.

Regions outside the Chinese mainland | A universal plan that applies to all regions outside the Chinese mainland, including Asia Pacific 1, Asia Pacific 2, Asia Pacific 3, North America, Europe, Middle East and Africa, and South America. |
Asia Pacific 1 | Applies to acceleration in Hong Kong (China), Macao (China), Taiwan (China), Japan, and Southeast Asian countries and regions excluding Vietnam and Indonesia. |
Asia Pacific 2 | Applies to acceleration in India, Indonesia, South Korea, and Vietnam. |
Asia Pacific 3 | Applies to acceleration in Australia and New Zealand. |
North America | Applies to acceleration in North America. |
Europe | Applies to acceleration in Europe. |
Middle East and Africa | Applies to acceleration in the Middle East and Africa. |

CDN/DCDN flat-rate resource package for regions outside the Chinese mainland
This package is suited for businesses operating in multiple countries and regions worldwide. Unlike standard outbound data transfer plans that are priced by region, this package is available in flexible sizes (such as 100 GB, 500 GB, 200 TB, and 1 PB) to meet diverse business needs. Once purchased, all outbound data transfer from regions outside the Chinese mainland is deducted from this package's quota. Any usage that exceeds the quota is charged based on the standard billing rules for CDN/DCDN.
Static HTTPS requests package
This resource package is dedicated to static HTTPS requests. You can purchase multiple packages. If you own more than one, the package closest to its expiration date is used first. The system calculates your static HTTPS requests on an hourly basis. The package automatically covers requests within its quota. Any requests exceeding the quota are billed at the standard rate for static HTTPS requests.
Edge WAF requests package
After you enable the WAF feature, CDN WAF inspects all requests to the domain name. The total number of WAF requests is aggregated at the account level. The system calculates your total WAF requests on an hourly basis. The package automatically covers requests within its quota. Any requests exceeding the quota are billed at the standard rate for CDN WAF requests.
