Application material requirements
If the platform's operating entity is the same as the Alibaba Cloud account owner, you only need to provide the authorization and license agreement. If they are different, you must also provide a Contractual Authorization Chain.
To speed up the approval process, highlight the user authorization information for easy review.
End-User Authorization and License Agreement
The End-User Authorization and License Agreement is an agreement between your company and your users. Because your company uses Cell Phone Number Service to query user information, a process that involves user privacy, you must inform your users and obtain their authorization in the agreement.
Material instructions
Online agreement: If the agreement between your company and the user is an online agreement, the privacy policy (or authorization and license agreement) that you provide to the user must contain the following information:
You authorize and agree that [Company Name] (the name of the entity company) can verify the authenticity of the personal identity information you provide on the platform through a third party.When you enable the related tags, you must provide this authorization agreement or a screenshot of the privacy policy clause that contains the preceding information. The screenshot must be stamped with your official company seal. You can stamp a photocopy with the seal and then upload a photo of it.
Offline agreement: If the agreement between your company and the user is an offline agreement, provide a template of the contract between the user and your company, stamped with your official company seal. For example, if a housekeeping company needs to verify the information of a job applicant, it can provide the contract template between the applicant and the company, stamped with the company seal.
The preceding clause must clearly state the following:
The company entity that the user authorizes.
You agree that the company may use third parties to query and verify the personal information that you provide.
Example
For example, consider the Three-Factor Identity Verification feature. When a user registers an account on a real-name dating platform, the platform must query a third party, such as Alibaba Cloud, to verify the user's identity information. Therefore, the user agreement between the dating platform and the user must clearly state the following:
You authorize and agree that [Company Name] (the name of the entity company that operates the dating platform) can verify the authenticity of the personal identity information you provide on the platform through a third party.

Contractual Authorization Chain
A Contractual Authorization Chain provides proof of authorization for each party in the call chain, starting with the end-user's authorization.
Material instructions
You can provide an authorization relationship statement between the two parties, stamped with their official company seals.
Alternatively, you can provide a copy of the contract (photocopy or scanned copy) between the two parties. The contract copy must include the cover page, business details page, validity period page, and the signature and seal page.
For the call chain shown in the following figure, you must provide contractual proof of authorization for the relationship between each pair of parties in order:

After you submit your application materials, Alibaba Cloud typically completes the approval within 2 hours. The approval service is available from 9:00 to 21:00, Monday to Sunday. The approval process may be delayed during public holidays.
