After you upload a patch, you can publish it by creating a new release.
Procedure
Log on to the EMAS console and select Mobile Hotfix.
Find your project and select the desired application.
In the navigation pane on the left, click Patch Management.
Select an application version.
Click Publish next to the patch that is pending release. The Patch Release page appears.
On the Patch Release page, click Create Release. The Release Options dialog box appears.

Release Type
The console supports a phased release mode. You can publish batches for a phased release and specify the number of users and tags for each batch. When a client pulls the patch, it consumes a user slot for that batch. Once the specified number of users is reached, the batch is automatically stopped.
Options: Phased Release, Full Release
Publisher count
Specifies the maximum number of times that devices can successfully request the patch for this batch. This parameter is available only when the release type is set to Phased Release. The count is based on successful patch requests. For example, if a device requests the patch, deletes its local cache, and then requests the patch again, two slots are consumed.
Specify Tags
Specifies tag conditions for the release. This parameter is available only when the release type is set to Phased Release. Only devices with the specified tags can request the patch for this batch. If you specify multiple tags, a device can pull the patch if it has at least one of the specified tags.
NoteNote the following about specifying tags:
Tags are supported in Mobile Hotfix for Android SDK V3.2.7 and later. If you are using an earlier version, you can ignore this setting.
Enter a tag and press Enter to add it. You can specify multiple tags.
If you do not specify any tags, no tag validation is performed for the batch.
After you configure the settings, click OK.
