Update domain registrant information (ownership transfer)

When you need to transfer domain name ownership to a new individual or organization, or when the registrant’s identity information (such as name, certificate number) or contact information (such as email address, phone number) needs to be updated, you must perform a transfer operation. Any change to the registrant’s key information will be treated as a “transfer” and requires identity verification of the new information. This topic describes how you can complete the registrant information update (transfer) operation.

  • Registrant change:

    • Change of company entity (for example, from Company A to Company B).

    • Transfer of an individual-owned domain to an organization.

    • Unify the ICP filing entity and domain registrant when they differ.

  • Registrant information update:

    • Update contact information (email or phone number).

    • Update address information.

    • Complete incomplete identity verification information (without changing the registrant).

  • If you only need to update registrant information (such as mobile number or mailing address), follow the same steps as for an ownership transfer (but the registrant remains unchanged).

  • After a domain ownership transfer, the Alibaba Cloud account associated with the domain remains unchanged. To transfer the domain to another Alibaba Cloud account, see Transfer a domain name to another Alibaba Cloud account.

Impact of domain registrant ownership transfer

  • Triggers re-verification: The new registrant information must undergo identity verification after the transfer. If both the old and new registrants have completed verification, this process does not affect website access.

  • May affect ICP filing: If your domain has an ICP filing in the Chinese mainland and the registrant information after the transfer differs from the filing sponsor information, promptly complete a modify ICP filing information request to ensure consistency between the domain registrant and filing sponsor.

  • Triggers 60-day transfer-out lock (can be disabled): For 60 days after a successful ownership transfer, the domain cannot be transferred out of Alibaba Cloud. If you plan to transfer the domain out soon, select the disable option when submitting your ownership transfer request.

User Guide

Step 1: Pre-check

Before submitting your ownership transfer request, complete the following checks to ensure a smooth process and avoid interruptions.

  1. Check domain status: Ensure the domain is eligible for modification.

    1. Confirm the domain is registered with Alibaba Cloud: If registered with another registrar, first transfer the domain into Alibaba Cloud before performing the ownership transfer. For instructions on transferring a domain into Alibaba Cloud, see How to transfer a domain into Alibaba Cloud.

    2. Confirm the domain is active: Go to the Domain Names page in the console to check the domain status. If expired or in the redemption period, complete renewal first.

    3. Confirm the update lock is disabled: Go to the Domain Names page, find your domain, and click Manage. In the navigation pane on the left, select Security Settings and confirm that “Update Lock” is set to “Disabled.”

      Note

      Enabling the update lock prevents domain information updates. You can re-enable the update lock on the same page after completing the ownership transfer.

  2. Prepare new registrant documents: An ownership transfer does not require documents from the original registrant. Prepare documents for the new domain registrant based on their type.

    • Individual users: Color scan of the front side of a valid personal ID (such as an ID card or passport).

    • Organization users: Color scan of a valid business license, organization code certificate, or Unified Social Credit Code certificate.

    • Special domains (.gov.cn, .trademark, .restaurant): In addition to the above, prepare specific qualification documents.

    Note

    Domain ownership transfers support transfers between individuals and organizations. However, during subsequent ICP filing, some provinces do not allow direct conversion between organizational and individual filings. Check the specific requirements in Regional communications administration ICP filing rules.

  3. Create and verify an information template (optional): If you plan to reuse this information (or perform batch transfers), we recommend you first create an information template for the new registrant and complete identity verification.

    1. Go to the Information Templates page and click Create Information Template.

    2. Accurately fill in the new registrant’s information based on their type (individual or organization) and upload clear, valid identity documents.

    3. After submission, wait for the template status to change to “Verified.” Verification usually completes within one day, but may take 3–5 business days in some cases.

Step 2: Submit ownership transfer request

For certain domain suffixes, the transfer process varies due to registry requirements: “.gov.cn” domains | CNNIC reserved domains | “.hk” domains.

Single ownership transfer

  1. Go to the ownership transfer page

    Log on to the Domain Console, find your domain in the Domain Names list, click Manage, then in the navigation pane on the left, select Update Domain Registrant Information (Ownership Transfer).

  2. Select transfer method

    Choose one of the following methods based on whether you’ve created an information template:

    • Method 1 (recommended): Quick transfer

      • Eligibility: You’ve already created and verified an information template for the new registrant.

      • Procedure: On the Quick Transfer tab, select your prepared template, enter the SMS verification code, and submit. This method shortens review time.

    • Method 2: Standard update (ownership transfer)

      • Eligibility: You haven’t created an information template and want to upload documents directly for review.

      • Procedure: On the Standard Update (Ownership Transfer) tab, fill in the new registrant’s information as prompted and upload the required identity documents.

        Ensure all information is accurate. Incorrect information or documents will cause the transfer to fail, and the registrant information will remain unchanged.

        Note

        When entering the Domain Registrant Name, manually type the exact name as it appears on the ID document. Even if you selected Use Template to Pre-fill, you can still edit the pre-filled content.

  3. Confirm and submit: Complete SMS verification, accept the service terms, and click Submit.

    If you plan to transfer the domain out of Alibaba Cloud soon, be sure to select Disable “60-day transfer-out lock after successful domain information update”. Otherwise, after a successful ownership transfer, the domain cannot be transferred out for 60 days.

    This restriction applies only to ownership transfers and is independent of the 60-day transfer-out lock for newly registered domains.

Batch ownership transfer

To transfer multiple domains to the same new registrant (update all domain registrant information to the same details), use batch operations to improve efficiency.

Prerequisites
  • You must have created and verified an information template for the new registrant.

  • Special suffixes (such as “.gov.cn”, “.hk”, and country-code domains outside China) and domains in special states (undergoing identity verification, being transferred out, with domain security lock enabled, or under arbitration or freeze) do not support batch operations.

Procedure
  1. Go to the Domain Names page in the console, select the domains you want to transfer, and choose More > Update Domain Information (Ownership Transfer) at the bottom of the list.

  2. Set the field to update to Domain Registrant Information and select a verified information template.

  3. Complete mobile verification, accept the service terms, and click Submit.

    If you plan to transfer the domain out of Alibaba Cloud soon, be sure to select Disable “60-day transfer-out lock after successful domain information update”. Otherwise, after a successful ownership transfer, the domain cannot be transferred out for 60 days.

    This restriction applies only to ownership transfers and is independent of the 60-day transfer-out lock for newly registered domains.

Step 3: Check ownership transfer status

  1. Check progress: After submitting your request, go to the management page for your domain and click Update Domain Registrant Information (Ownership Transfer) in the navigation pane on the left to view the current status.

    • Single domain transferred to a verified template: Completes quickly.

      Single domain with new documents submitted for verification: Typically takes 3–5 business days.

    • Batch domains transferred to a verified template:

      • Non-CNNIC domains: Identity verification typically completes quickly.

      • CNNIC domains (such as “.cn”, “.xn--fiqs8s”, “.xn--55qx5d”, “.xn--io0a7i”): Although you can skip re-entering identity information and resubmitting documents, the registry still reviews each domain and document individually. Review typically takes 3–5 business days.

    • Special domains such as “.gov.cn” and CNNIC reserved domains: Require offline review or phone verification. Processing time varies—refer to the final review result.

  2. Verify final information: When the status shows “Transfer Successful,” verify the new registrant information on the Basic Information page.

    After a successful update, you’ll receive an email notification at your Alibaba Cloud contact email address.

What to do next

  • Update ICP filing: If your domain has an ICP filing and the registrant information no longer matches the filing sponsor after the transfer, promptly complete a modify ICP filing information request to update the filing sponsor to match the new registrant. Failure to do so may result in your website being shut down during regulatory checks.

  • Domain security settings: To protect your domain, we recommend re-enabling the update lock on the Security Settings page after completing the ownership transfer.

FAQ

  • The transfer review takes 3–5 days. Will my website go offline?

    Usually not. During review, your domain’s DNS resolution continues to work normally, so your website and email remain accessible. The real risk arises only if your domain has an ICP filing and you fail to update the filing information after a successful transfer—this could lead to a shutdown by the communications administration.

  • What if the transfer fails? What are common causes?

    If the transfer fails, the registrant information remains unchanged. The top three failure reasons are:

    1. Inconsistent information: Any discrepancy between the submitted registrant name and the name on the uploaded ID (such as typos or mismatched company names).

    2. Invalid documents: Blurry, incomplete (for example, missing the back of an ID card), or expired document scans.

    3. Domain status restrictions: The domain is locked for updates, under arbitration, or expired.

    Refer to Troubleshoot failed domain identity verification or ownership transfer to correct the issue and resubmit.

  • How is ownership transfer related to domain transfer-out?

    These are two separate operations. Ownership transfer changes the domain owner within the same registrar (such as Alibaba Cloud). Transfer-out moves the domain from one registrar (such as Alibaba Cloud) to another.

“.gov.cn” domain registrant information update

Note

Materials preparation

  • Prepare the Government Website Domain Business Review Form as required by the State Council Notice.

    Without the Government Website Domain Business Review Form, you cannot process a “.gov.cn” registrant change.

  • Prepare valid identity documents for the new registrant and contact person.

    • Registrant identity documents: Color scan of the original organization code certificate or Unified Social Credit Code certificate.

    • Contact person identity documents: Color scan of both sides of the ID card combined into one image file. The domain registration contact must be an employee of the registrant organization.

  • Download and complete the “Domain Information Update Application Form” and “Letter of Commitment.”

    First request a “.gov.cn” ownership transfer in the Domain Console. After initial approval, you can download the “Domain Information Update Application Form” and “Letter of Commitment” from the console.
    • “Domain Information Update Application Form”: The fields “Domain,” “Registrant ID After Change,” “Registrar,” and “Reason for Update” are required. “Registrant Fax” and “Registrant Email” are optional.

    • “Letter of Commitment”: All fields are required.

Procedure

  1. Log on to the Domain Console.

  2. On the Domain Names page, click Manage for your target domain.

  3. In the navigation pane on the left, click Update Domain Registrant Information (Ownership Transfer).

  4. As prompted, enter and upload identity verification information and documents for the new registrant organization and registration contact.

  5. After the new registrant organization’s identity verification passes, download the system-generated “Domain Information Update Application Form” and “Letter of Commitment,” print them, fill in any missing details, and affix the official seal.

  6. As prompted, upload the sealed “Domain Information Update Application Form,” “Letter of Commitment,” and “Government Website Domain Business Review Form” along with any other required documents.

    Note
    • For “.gov.cn” domain transfers, enter transfer information manually—do not use an information template.

    • Either the original or new registrant must affix their seal to the application form. If the original registrant is an individual, they must sign the form by hand.

    • If the registrant name changes but the entity remains the same, also submit a “Letter of Commitment” or official documentation proving the name change. For the commitment letter template, see Letter of Commitment.

  7. Select I have read, understood, and accepted the Domain Information Update Service Terms and click Submit. Wait for secondary review and registry callback.

  8. The domain registry (CNNIC) will call both parties to confirm the transfer intent while reviewing your documents. Keep your phone line open.

  9. After approval, the domain transfer succeeds.

CNNIC reserved domain registrant information update

Per CNNIC (China Internet Network Information Center) requirements, ownership transfers for reserved domains with suffixes “.CN,” “.xn--fiqs8s,” “.xn--55qx5d,” and “.xn--io0a7i” have been prohibited since June 3, 2021.

If the registrant of such a reserved domain undergoes a name change, merger, split, termination, or functional adjustment, you may submit supporting documents to CNNIC for review and transfer.

  1. Create and verify an information template using the new registrant information in Alibaba Cloud. For details, see Domain identity verification procedure.

  2. Use the batch transfer feature to assign the reserved domain to the newly created information template.

    Note

    Because the domain is reserved, the transfer status will show Under Review or Transfer Failed. Do not perform any further actions after submission.

  3. Submit a domain ticket to contact support and obtain the New Registrant ID.

  4. Provide the following documents electronically via ticket for pre-review. Alibaba Cloud will forward your materials to CNNIC.

    The material requirements are as follows:

    • Download the Domain Registration Information Update Application Form, fill in the New Registrant ID provided by support, and affix the seals of both the original and new registrants.

    • Submit color copies or scans of identity documents for both the original and new registrants and contacts.

    • Submit color copies or scans of official documents proving the registrant’s name change, merger, split, termination, or functional adjustment.

    • Any additional documents required by CNNIC, as color copies or scans.

  5. Once the electronic documents pass pre-review, mail the physical copies to Alibaba Cloud’s Domain Business Department, who will forward them to CNNIC for final review.

  6. After receiving the physical documents, the registry will process and review them within approximately 3–5 business days. During review, CNNIC will call both parties to confirm transfer intent—please answer calls from the registry. The result will appear in your Alibaba Cloud order.

    • The registry may request additional documents during review, which could extend the timeline. Actual processing time may vary.

    • To check review progress, call the registry directly. To view the result, log on to the Alibaba Cloud Domain Console or call 4008013260.

“.hk” domain registrant information update

The process and fees for updating registrant information (ownership transfer) for English and Chinese “.hk” domains managed by Alibaba Cloud vary depending on the registrar. Why do “.hk” domains have two different registrars?

  • Changing the registrant email for a “.hk” domain counts as an ownership transfer and incurs the above fee.

  • Before initiating a transfer, ensure your account balance covers the transfer fee. If not, recharge first.

Manual processing steps

  1. Log on to the Alibaba Cloud Domain Console and in Information Templates, create a new information template with the post-transfer registrant information (i.e., the new registrant).

    After the template is verified, clearly state the template ID in a ticket and specify that you want to update the domain registrant information (ownership transfer) to match this template.

    Important

    When creating the new registrant information template, ensure the Chinese and English names match exactly with the contact information and the company name or personal name on the transferee’s ID documents.

  2. Alibaba Cloud will submit your documents to the HK registry.

    The HK registry will generate a reference number for this request (within approximately two business days). Once received, Alibaba Cloud will provide it to you via ticket. You must include this reference number in the ownership change (transfer) application form in step 3.

  3. Download and complete the “.hk” domain ownership change (transfer) application form.

  4. Affix seals and signatures to the application form and upload identity documents.

    • Seal and sign the completed application form. Organizations must affix their official seal and have the legal representative sign. Individuals must write their ID number and sign.

    • Provide sealed copies of business licenses for both transfer parties. If the registrant is an individual, provide a copy of their ID card.

    • Provide copies of the legal representative’s ID card.

    Note

    The application form includes DCTNR1 and DCTNR2 sections that both parties must complete as applicable. All signature fields require handwritten signatures—initials are acceptable in the first line, but the second line must be signed in clear block letters.

    Submit all sealed, signed documents and scanned identity documents via ticket to Alibaba Cloud. After receiving all documents, Alibaba Cloud will submit them to the HK registry for pre-review and notify you of the outcome (typically within ten business days).
