If your website is used for commercial purposes, you must obtain a commercial ICP license after you complete the ICP filing for your website.
You must apply for a commercial ICP license directly from your provincial communications administration. The Alibaba Cloud ICP Filing system does not offer this service.
Apply for a commercial ICP license
Online platforms for goods or services and third-party sellers must obtain a commercial ICP license. To apply for a commercial ICP license, you must first have a valid ICP number. This means you must complete the ICP filing process first.
For information about how to apply for the contract required for a commercial ICP filing, see How to apply for a contract. You must use the account that you used to purchase the Alibaba Cloud server to apply online.
Alibaba Cloud Elastic Web Hosting servers do not support commercial ICP filing.
IP address requirements for commercial ICP filings
When you apply for a commercial ICP filing, some provinces have special requirements for the IP address used in the filing.
Beijing: The IP address in the contract, the destination IP address, and the filed IP address must be the same. The server must also be located in Beijing.
Guangdong Province (except Shenzhen): The IP address in the contract, the destination IP address, and the filed IP address must all be the IP address of a server in Guangdong. There are no special requirements if the ICP filing is registered in Shenzhen.
Liaoning Province: The IP address in the contract, the destination IP address, and the filed IP address must be the same.
Shanghai and Hebei Province: The IP address in the contract and the actual destination IP address must be the same.
If you are a user in one of these provinces or municipalities and need to change your filed IP address, follow these steps.
Log in to the Alibaba Cloud ICP Filing system.
Click Change Website. Modify the website filing information as needed. In the Change IP Address section, select Change and enter the new IP address.
Click Submit for Preliminary Review.
Follow the system prompts to complete the remaining steps until the communications administration approves your request.
Required documents
Physical address of the Alibaba Cloud server: The physical address of the server is the address of the region you selected when you purchased the server. For example, if your server is in the China North 2 region, the city is Beijing. To obtain the specific address of your server, contact Alibaba Cloud ICP filing customer service through Intelligent Online.
Access agreement, server contract, or server agreement: For instructions on how to apply for a contract, see How to apply for a contract.
