Troubleshoot common ICP filing verification failures

This topic describes common reasons for ICP filing verification failures and their solutions.

Identify the affected domain name

When you receive an ICP filing verification notice, the email or SMS message usually specifies the domain name in question and the reason for the failure. If the notice is unclear and you have multiple domain names under one ICP filing number, log on to the Alibaba Cloud ICP Filing system to review the filing status and verification history for each domain name to identify the one that requires correction.

Entity principal's ID document is expired

  • Rejection notice

    If you receive a verification failure notification with a message about the entity principal, such as The ID document of the entity principal has expired, it indicates that the ID document of the entity principal in your filing information is unqualified.

  • Possible cause

    The ID document of the entity principal in your ICP filing has expired.

  • Corrective action

    The entity principal's ID document has expired and must be renewed. If renewing the ID document takes a long time, contact support through Intelligent online service to request an extension. After you obtain the new ID document, refer to the corrective action guide to view and update the entity principal information in the entity information section. Ensure the entity principal's ID document is within its validity period.

Abnormal business status (deregistered or revoked)

  • Rejection notice

    If you receive a notification for a failed verification that says The business status of the entity is abnormal or a similar message about the entity's business status, it means that the business status of the entity in your filing information is abnormal.

  • Possible cause

    Your entity's business license has been deregistered or revoked by the relevant authorities, making its business status inactive.

  • Corrective action

    If you need to continue using the website, first check your entity's business status on the National Enterprise Credit Information Publicity System. If the entity has been deregistered or its license revoked, take the following steps in order:

    1. Attempt to restore status: Contact the administrative authority for market regulation to restore the normal business status.

    2. Attempt to change the entity: If the status cannot be restored, apply for a change of the ICP filing entity according to the rules of the local communications administration.

    3. Resubmit the ICP filing: If changing the entity is not supported, you must cancel the current ICP filing and submit a new one with a new entity.

      Note

      The website will be inaccessible from the time you cancel the ICP filing until the new filing is approved. Plan your business operations accordingly.

    If the website is no longer in use, promptly submit an application to cancel the ICP filing.

Entity principal is not the legal representative

  • Rejection notice

    If you receive a verification failure notification with a message about the entity principal, such as The name of the entity principal is invalid. The principal is not the legal representative., this means that the Principal's Name in your filing information is invalid.

  • Possible cause

    This issue can occur if the legal representative of your entity has changed.

  • Corrective action

    Refer to the corrective action guide to view and update the principal's name in the entity information section. Ensure that the principal's name in the ICP filing entity information matches the legal representative listed on the business license.

    Important

    When the entity principal changes, you must also update the entity principal's name, ID number, contact number, and email address in your ICP filing information.

Invalid entity name

  • Rejection notice

    If you receive a notification that your verification failed for an issue related to the entity name, such as the name of the ICP filing entity has changed, the entity name is invalid, or the website domain name holder does not match the entity name, it means that the entity or entity owner name in your ICP filing information is invalid.

  • Possible cause

    This issue can occur if your company has undergone an administrative change and its name has been updated.

  • Corrective action

    Refer to the corrective action guide to view and update the entity or personal name in the entity information section. Ensure the name is consistent with the entity's certificate and the domain name holder. The full name of the entity or individual in your ICP filing, the name on the business license, and the Domain Holder (Chinese) in the domain name management console must all be identical.

Invalid entity certificate ID

  • Rejection notice

    If you receive a verification failure message such as Invalid entity certificate number (three-in-one consolidated certificate) or Invalid entity certificate number (inconsistent number), it means that the Entity Certificate Number in your ICP filing information is invalid.

  • Possible cause

    Your entity's certificate number changed when it was replaced, but your ICP filing information was not updated.

  • Corrective action

    Refer to the corrective action guide to view and update the entity certificate ID in the entity information section. Ensure it matches the ID on your entity's certificate. In the ICP filing entity information form, the entity certificate ID field must match the Unified Social Credit Code on your business license.

Entity's registered address has changed

  • Rejection notice

    If you receive a rejection notice stating that your entity's certificate address has changed due to a business registration update, it means that the registered address in your ICP filing information does not match the one on your entity's latest business license.

  • Possible cause

    This issue can occur if your company's registered business address has changed.

  • Corrective action

    Refer to the ICP filing information verification guide to view and update the certificate address in the entity information. Ensure it matches the address or place of business on your latest entity certificate.

Entity's contact number is invalid

  • Rejection notice

    If you receive a rejection notice such as the mobile number of the ICP filing entity is invalid or the office phone number of the ICP filing entity is invalid, it means the contact information for your entity principal is invalid.

  • Possible cause

    The entity principal has changed, or the contact number of your entity principal has changed.

  • Corrective action

    Refer to the corrective action guide to view and update the contact information in the entity information section. Ensure the contact number belongs to the current entity principal and is reachable. On the entity information page, locate the Contact Number 1, Contact Number 2, and Emergency Contact Number fields and update the invalid numbers as required.

Internet information service issues

Service principal's ID document is expired

  • Rejection notice

    If you receive a rejection notice such as the ID document of the website/app principal has expired, it means the ID document of the website/app principal in your ICP filing information has expired.

  • Possible cause

    This issue occurs because the ID document of the website/app principal recorded in your ICP filing has expired.

  • Corrective action

    The website/app principal's ID document has expired and must be renewed. If renewing the ID document takes a long time, contact support through Intelligent online service to request an extension. After you obtain the new ID document, refer to the corrective action guide to view and update the website/app principal information in the website/app information section. Ensure the new ID document is within its validity period.

Service content is inconsistent with the entity

  • Rejection notice

    If you receive a rejection notice such as the website/app content is inconsistent with the entity or a personal website/app involves enterprise content, it means either the entity type in your entity information or the website/app content in your internet information service is invalid.

  • Possible cause

    This issue typically means your website or app content does not match your entity type. For example, an individual ICP filing is being used for enterprise-related content, or an enterprise's website content is inconsistent with its registered business.

  • Corrective action

    Refer to the corrective action guide to view and update the entity type in the entity information section. Ensure that the entity type for any website related to an industry or enterprise is 'enterprise'. If your ICP filing is for an enterprise, you must either update the ICP filing information or modify the website/app content to ensure it is consistent with the entity.

Website/app content involves commercial activities

  • Rejection notice

    If you receive a rejection notice stating that the content of the filed website "example.com" or app involves commercial activities, you must modify the content or contact the local communications administration to apply for a Value-added Telecommunications Business License, this means your website or app contains commercial content.

  • Corrective action

    Option 1: Remove any commercial content from your website or app, such as product prices and purchase links.

    Option 2: Contact your local communications administration to inquire about and apply for a Value-added Telecommunications Business License, also known as a commercial ICP license.

Service principal's contact number is invalid

  • Rejection notice

    If you receive a rejection notice such as the mobile number of the internet information service principal is invalid or the office phone number of the internet information service principal is invalid, it means the contact information for the internet information service principal in your ICP filing is invalid.

  • Possible cause

    The principal of your internet information service has changed, or their contact number has changed.

  • Corrective action

    Refer to the corrective action guide to view and update the contact information in the website/app information section. Ensure the contact number belongs to the current internet information service principal and is reachable.

Website for app's domain is unfiled and inaccessible

  • Rejection notice

    If you receive a rejection notice stating that the website corresponding to the app's filed domain name is not filed and is inaccessible, it means the website associated with your app's filed domain name has not completed the ICP filing process and cannot be accessed via that domain name.

  • Possible cause

    This issue occurs when a domain name has an app ICP filing but is also used for a website that does not have a separate website ICP filing.

  • Corrective action

    If you plan to continue using the domain name for a website, complete the website ICP filing with Alibaba Cloud promptly. If it will not be used for a website, disable website access for the domain name. Failing to correct this promptly may affect other apps associated with your ICP filing entity.

ICP filing number is displayed or linked incorrectly

  • Rejection notice

    If you receive a rejection notice stating that the correct ICP filing number is not displayed at the bottom of the website's homepage or in a prominent place in the app, or the number is not linked to the MIIT, it means you have not added the ICP filing number and a link to the MIIT website in the required location.

  • Corrective action

    After your ICP filing is approved, you must add the ICP filing number and a link to the MIIT website at the bottom of your website or in a prominent place in your app. This allows visitors to verify your filing information. For instructions, see Add an ICP filing number.

Domain name issues

Domain's real-name verification is inconsistent with entity information

  • Rejection notice

    You receive a rejection notice stating that the domain name's real-name verification information is inconsistent with the ICP filing entity's information.

  • Possible cause

    This issue occurs when your domain name's real-name verification information (such as the domain name holder's name, certificate type, or certificate number) does not match your ICP filing entity information.

  • Corrective action

    You must resubmit the required information and documents for review. The information synchronization process can take two to three days to complete. For more information, see Prepare and check a domain name.

The domain name has expired

  • Rejection notice

    If you receive a rejection notice about an expired domain name or a similar issue, it means the domain name in your website information is invalid.

  • Possible cause

    Your domain name has expired due to a failure to renew it on time.

  • Corrective action

    Go to the Alibaba Cloud Domain Information Query (WHOIS) page, enter your website's domain name, and click Query. If the domain name has expired, renew it promptly.

    If your domain name registrar is Alibaba Cloud, see Renew a domain name for instructions. If your registrar is another provider, go to their platform to complete the renewal.

Inaccurate domain name access information

  • Rejection notice

    If you receive a rejection notice stating that the filed domain name's resolved IP address is not a server in the Chinese mainland provided by Alibaba Cloud or a similar message, it means your domain name's DNS resolution is not configured correctly.

  • Possible cause

    This issue occurs because your filed domain name does not resolve to an IP address of an Alibaba Cloud server in the Chinese mainland. Regulations require all domain names with an Alibaba Cloud ICP filing to resolve to such an IP address.

  • Corrective action

    Point your filed domain name to the IP address of a server in the Chinese mainland provided by Alibaba Cloud. If you have moved your services to another provider, you must transfer your ICP filing information to that provider or cancel the filing's access information with Alibaba Cloud.     Note

    If you use a third-party DNS service (such as Cloudflare) to manage your domain name, or use third-party CDN or WAF services with your origin server hosted on Alibaba Cloud, you do not need to transfer your domain name to Alibaba Cloud. Instead, configure the domain name's A record in the third-party management console to point to the IP address of your server in the Chinese mainland provided by Alibaba Cloud.

Domain registrar is not approved by MIIT

  • Rejection notice

    If you receive a rejection notice stating that the domain name registrar is not approved by the MIIT or a similar message, it means your domain name registrar has not been approved by the MIIT.

  • Possible cause

    This issue occurs because your domain name is registered with a service provider not approved by the MIIT. Regulations require that the domain name registrar for any ICP filing must be MIIT-approved.

  • Corrective action

    1. Use the Domain Information Query (WHOIS) page to find your domain name's current registrar.

    2. Go to the Domain Name Registrar Approval Status page on the MIIT website to check the approval status of the registrar.

    3. If you confirm that the domain name registrar is not approved, you must transfer the domain name to an approved registrar, such as Alibaba Cloud. For instructions, see Transfer a domain name to Alibaba Cloud.
