Quick start for app filing

This topic shows you how to complete an App filing. It uses an example of a personal app with a domain name registered on Alibaba Cloud and an ECS instance in the China (Hangzhou) region serving as the backend server.

Filing process

  1. Preparation: Before you file through Alibaba Cloud, you must prepare an Alibaba Cloud account, a domain name, and a server.

  2. ICP filing: If your service is deployed on a server in the Chinese mainland, you must prepare the required materials and complete the ICP filing process as stipulated by your local communications administration.

  3. Public security network filing: You must apply for public security network filing within 30 days of your app's launch.

Before you begin

Complete the following preparations:

1. Prepare an Alibaba Cloud account.

To learn how to register an Alibaba Cloud account and complete real-name verification, see Create an Alibaba Cloud Account (PC).

Note
  • One filing entity can be used to file for multiple apps.

  • An Alibaba Cloud account can have only one filing application in progress at a time. You must wait for the current process to finish before starting a new one.

2. Prepare a domain name for the filing.

  1. Prepare the domain name required for the App filing.

    To learn how to register a new domain name, see Quick start for domain name registration.

  2. Check if the domain name meets ICP filing requirements.

    For more information, see Prepare and check a domain name.

3. Prepare a server.

Purchase an ECS instance. For detailed instructions, see Use an ECS instance from the console (Quick Edition).

Note

The ECS instance must be in a Chinese mainland region, use the subscription billing method (for a period of 3 months or more, including auto-renewal), and be assigned a public IP address. For more requirements on filing servers, see Check a filing server.

4. Prepare the app's characteristic information.

During the App filing process, you will provide your app's characteristic information, such as its package name, public key, and signature (certificate fingerprint (MD5 value)). You can obtain this information from your app's installation package or generate it through your developer account. For detailed instructions on how to obtain this information, see Fill in app characteristic information.

Before you file, make sure you have completed the following preparations:

  • Registered a developer account in the target app store.

  • Generated an app signature certificate and obtained the public key and certificate fingerprint (MD5 value).

  • Determined the app's package name.

If you have not completed your developer account registration and cannot obtain the required characteristic information, wait until you have this information before you start the App filing. You can also use the Filing Assistant to upload your app's installation package and automatically detect the package name, signature, public key, and other information.

ICP filing

This section uses an Android app as an example.

Prerequisites

Prepare the ICP filing materials required by your local communications administration. For more information, see ICP filing rules by region. If you are not a resident of the Chinese mainland, see Required documents for ICP filing to prepare your documents.

Background information

  • After you submit your ICP filing information, the process includes an Alibaba Cloud initial review (1 to 2 business days), an MIIT SMS verification (you will receive an SMS message about 5 minutes after your application passes the initial review), and a final review by the communications administration (up to 20 days). The entire process takes approximately 3 to 22 business days. The actual duration may vary.

  • Keep the following in mind during the ICP filing process:

    • For a domain name registered with Alibaba Cloud, you can submit the filing application directly. The Alibaba Cloud ICP Filing system automatically submits the domain name information to the communications administration.

    • For a domain name not registered with Alibaba Cloud, you must wait 2 to 3 days for the domain name to be added to the registry database before you submit the filing application.

    • An ICP filing order is valid for 45 days. If the process is not completed within this period, the order is automatically deleted. For more information, see ICP filing order cleanup.

Procedure

  1. Fill in the filing application and submit it for review.

    1. Log in to the Alibaba Cloud ICP Filing system and click Start Filing.

    2. On the Basic information verification page, enter the verification information for the individual entity and the app name.

    3. On the Fill in entity information page, enter the entity's basic information and the contact details of the entity principal.

    4. On the Fill in internet information service page, fill in the app's basic information, access information, and add the app's operating platform.

      Use the Filing Assistant to upload your Android app's installation package. The assistant intelligently detects characteristic information such as the package name, signature, and public key, which saves you from manual entry.

    5. Click Upload next to the documents of the person in charge.

    6. Send the identity verification link to your mobile phone. Click the link in the SMS message to complete the verification.

    7. Follow the steps to complete facial verification.

    8. Click Next.

    9. Confirm the entity and internet service information, and then click Submit for Initial Review.

  2. Alibaba Cloud initial review.

    1. During the initial review, an Alibaba Cloud auditor will call you to confirm the filing's authenticity.

      Note

      If there are issues with your initial submission, you can add supplementary materials.

    2. Once your application passes the initial review by Alibaba Cloud, you will receive an SMS notification that it has been submitted to the communications administration.

  3. MIIT SMS verification.

    1. When you receive the verification SMS from the MIIT, you must complete the verification within 24 hours.

    2. Log on to the ICP/IP Address/Domain Name Information Filing Management System. On the Home page, go to the SMS Verification tab and enter the required information.

      After the SMS verification is successful, your ICP filing order is submitted to the communications administration for review.

  4. Review by the communications administration.

    1. After your ICP filing information is submitted to the communications administration for review, you can check the estimated review time for your local administration through the Alibaba Cloud ICP Filing system.

    2. Once your ICP filing is successful, you will receive an email notification. You can view your ICP filing number in the Alibaba Cloud ICP Filing system.

  5. Display the ICP filing number.

    Once the ICP filing is successful, you must display the ICP filing number in a prominent location within your app, such as the Settings or About section.

Public security network filing

You must apply for public security network filing within 30 days of your app's launch. For detailed instructions, see Guide to public security network filing.
