Use Alibaba Mail

If you purchase the Alibaba Mail service from the Alibaba Cloud China Website (www.aliyun.com) and associate it with a custom domain name, you must obtain an ICP filing for that domain name. After the filing is complete, you can use the custom domain name to log on to the web version of Alibaba Mail.

FAQ
If you only resolve the MX record of Alibaba Mail and do not provide website services to the public, you do not need to obtain an ICP filing or a PSB filing.
If you use a custom domain name to log on to the web version of Alibaba Mail, you must complete both an ICP filing and a PSB filing for that domain name.
