Quick Start for PSB filing

After completing the ICP filing for your website or app, you must submit a PSB filing application within 30 days of its launch. For help, you can purchase the PSB Filing Assistant Expert service for one-on-one assistance throughout the process.

Note

Internet Content Provider (ICP) filing is required by the Ministry of Industry and Information Technology (MIIT). Your access provider helps you with the application. Public Security Bureau (PSB) filing is required by the Ministry of Public Security. You must complete the PSB filing yourself on the National Internet Security Management Service Platform. The Alibaba Cloud ICP Filing system provides MIIT-related filing features only for Alibaba Cloud users.

This topic provides basic guidance for PSB filing. For specific questions, contact your local public security department.

Prerequisites

PSB filing for a personal website

  1. Apply to add a new entity.

    1. Log on to the National Internet Security Management Service Platform and click Apply for Entity.

    2. On the Add Entity page under Sponsoring Entity Management, set Sponsoring Entity Type to Individual. Then, fill in the owner's information and submit it for review.

  2. Apply for a new website.

    1. Log on to the National Internet Security Management Service Platform and click Business Handling in the upper-right corner.

    2. In the navigation pane on the left of the National Internet Security Management Service Platform, choose Website Business > New Website Application.

    3. On the Sponsoring Entity page, the platform automatically retrieves the existing entity leader's information. Proceed to the next step.

    4. On the Basic Website Information page, fill in the website information, network access provider, domain name registrar, and website language information.

      • Website information

        • MIIT filing number and Website launch date: Find this information in the text message sent by the communications administration after your ICP filing is approved. For more information, see ICP filing success message.

        • Primary domain name: Enter the domain name information.

          Important

          During the review of your new website application, ensure that reviewers can access your website at all times. Otherwise, the application will be rejected.

        • Domain name certificate: To learn how to obtain one, see Download a domain name certificate.

        • IP: The public IP address of the server.

      • Network access provider

        Click Query Network Access Provider. Search for and select Alibaba Cloud Computing Co., Ltd. in Xihu District as the network access provider. Set Network Connection Type to Leased Virtual Space.

      • Domain name registrar

        Click Query Domain Name Registrar. Search for and select Alibaba Cloud Computing Co., Ltd. as the domain name registrar.

    5. On the Website Administrator page, select the Same as entity leader information checkbox for both Website security owner information and Website application contact information. However, you must manually upload the ID card information again.

    6. After you submit the new website application, you can view the review status.

    7. After the PSB filing is successful, you will receive a text message.

  3. View the PSB filing number.

    • Log on to the National Internet Security Management Platform and search for the PSB filing number by website name or domain name.

      Note

      If no filing information is displayed, the website has not completed PSB filing.

    • In My Websites, view the PSB filing number. Copy the HTML code for the filing number and download the filing number icon.

  4. Display the PSB filing number.

    After your PSB filing is successful, you must log on to the National Internet Security Management Service Platform within 30 days and add the PSB filing information to the bottom of your webpage.

    The following is a sample of the generic code:

    The following figure shows how the PSB filing number is displayed on the website.

PSB filing for an app

  1. Log on to the National Internet Security Management Service Platform and click Business Handling in the upper-right corner.

  2. In the navigation pane on the left of the National Internet Security Management Service Platform, choose APP Business > Add APP.

    Note

    If you have not added a new entity, you must do so first to avoid issues in the subsequent steps. For more information, see Apply to add a new entity.

  3. The procedure to add an app is as follows.

    1. On the Sponsoring Entity page, the platform automatically retrieves the existing entity leader's information. Proceed to the next step.

    2. On the APP Information page, fill in the app information as shown in the figure, and then click Next.

    3. On the Network Security Responsibility Statement page, click Submit.

    4. After you submit the application to add the app, you can view the review status.

    5. After the PSB filing is successful, you will receive a text message.

  4. View the PSB filing result.

    • Log on to the National Internet Security Management Platform and search for the PSB filing result by app name.

      Note

      If no filing information is displayed, the app has not completed PSB filing.

    • In My APPs, view the PSB filing result.
