ICP filing scenarios

  • Does Alibaba Cloud support ICP filing for mini programs or official accounts?

    Alibaba Cloud only supports ICP filing for Taobao mini programs. It does not support ICP filing for WeChat mini programs or mini programs from other platforms. Official accounts do not require an ICP filing. However, if an official account needs to be associated with or bound to a website, the domain name of that website must have an ICP filing.

  • When is an ICP filing with Alibaba Cloud required?

    • When you use Alibaba Cloud products such as ECS, Web Hosting, or Simple Application Server.

    • When you have already completed an ICP filing with another service provider but need to deploy services on Alibaba Cloud.

  • What is the difference between adding a new website and adding a service provider?

    • Add a new website: Add a new website domain name under a filing entity. The new domain name can point to the same website or a different website than a previously filed one.

    • Add a service provider: If you have filed a website with another service provider and now use an Alibaba Cloud server in the Chinese mainland to host the website, you must add your existing filing information to Alibaba Cloud.

ICP filing types

  • How do I choose a filing type?

    • If you are using personal identification documents for the filing and the website content is for personal sharing, we recommend an individual filing.

    • If you are using organization credentials for the filing and the website content is for business or industry information, we recommend an organization filing.

  • Alibaba Cloud domain, third-party server

    You must submit your ICP filing application through your server provider's platform. Contact your server provider for their ICP filing procedure.

  • Third-party domain, Alibaba Cloud server

    You must complete the ICP filing process through the Alibaba Cloud ICP Filing System. When filing, enter the domain name purchased from the other provider. For the specific procedure, see ICP Filing Procedure.

  • Third-party CDN/WAF with Alibaba Cloud origin

    The ICP filing requirement depends on the provider of the origin server, not the CDN provider. If your origin server is on Alibaba Cloud, you still need to complete the ICP filing. For more information, see Use a third-party CDN/WAF (such as Cloudflare) proxy with an origin server on Alibaba Cloud.

Impact of ICP filing on websites

  • How does an initial ICP filing affect website access?

    A website cannot be made accessible to the public before it obtains an ICP filing number. Otherwise, the Alibaba Cloud monitoring system will detect and block access to the website.

  • Adding a service provider or modifying a filing

    • Add a service provider:

      If you point your domain name to an Alibaba Cloud server in the Chinese mainland before your filing information is successfully added to Alibaba Cloud, your website will become inaccessible.

    • Modify an ICP filing:

      • If you change the domain name in your website's ICP filing, you will no longer be able to access the website using the previous domain name after the change is approved by the Communications Administration.

      • If you only change the entity information, website name, or website administrator information, it does not affect the normal operation of your filed website.

Does Alibaba Cloud support ICP filing for mini programs or official accounts?

Alibaba Cloud only supports ICP filing for Taobao mini programs. It does not support ICP filing for WeChat mini programs or mini programs from other platforms. Official accounts do not require an ICP filing. However, if an official account needs to be associated with or bound to a website, the domain name of that website must have an ICP filing.

When is an ICP filing with Alibaba Cloud required?

Using Alibaba Cloud servers

According to the regulation that non-commercial internet information services are prohibited without an ICP filing, when you deploy services on Alibaba Cloud products such as ECS, Web Hosting, or Simple Application Server, the domain name must have an ICP filing in the Alibaba Cloud system. Otherwise, the Alibaba Cloud monitoring system will identify and block access to the domain name.

Note

If your domain name already has an ICP filing with another service provider, but you now need to deploy services on Alibaba Cloud and access them through this domain name, you must still complete the process to add a service provider in the Alibaba Cloud ICP Filing System. Using Alibaba Cloud products such as CDN, WAF, DDoS, or OSS

When you use products like CDN, WAF, GA, DDoS, or OSS and bind a domain name for acceleration, protection, or file access, the domain name must have an ICP filing record in the MIIT filing system. The ICP filing can be with another service provider and is not required to be with Alibaba Cloud.

Note
  • Products such as CDN, WAF, GA, and DDoS involve requests to the origin server. If the origin server is deployed on Alibaba Cloud, but the domain name used for access does not have an ICP filing with Alibaba Cloud, the domain name will still be blocked.

  • If your domain name's ICP filing is deregistered by another service provider, your use of these products will be restricted.

Website already filed with another provider

If your domain name already has an ICP filing with another service provider, but you need to deploy services on Alibaba Cloud, you must complete the process to add a service provider through Alibaba Cloud. Here is why:

  • The Ministry of Industry and Information Technology (MIIT) records the association between a website or app and all of its service providers. If you plan to add Alibaba Cloud as a new service provider, Alibaba Cloud must submit an application on your behalf and wait for approval from the local Communications Administration.

  • According to the rule that if you have multiple service providers, you must complete an ICP filing with each one, you need to enter your complete information in the Alibaba Cloud ICP Filing System because Alibaba Cloud cannot access your filing information from other service providers. For specific instructions, see ICP Filing Procedure.

Domain registered with Alibaba Cloud

According to the rule that the ICP filing must be submitted through the actual service provider, the filing platform must be consistent with the server provider, regardless of the domain name registrar. Therefore, registering a domain name with Alibaba Cloud does not mean you can complete the ICP filing with Alibaba Cloud.

Determine where to complete the ICP filing based on the actual service provider where the server is located after DNS resolution:

  • Deployed on an Alibaba Cloud node in the Chinese mainland: Complete the ICP filing in the Alibaba Cloud ICP Filing System.

  • Deployed with another service provider: Complete the ICP filing with the actual server's service provider (such as a basic telecommunications carrier or another cloud vendor).

What is the difference between adding a new website and adding a service provider?

After logging on to the Alibaba Cloud ICP Filing system, if you have a successfully filed entity and website with Alibaba Cloud, your filing information home page will display the Add Website and Continue Access Filing options.

  • Add a new website:

    Add a new website domain name under a filing entity. The new domain name can point to the same website or a different website than a previously filed one.

  • Add a service provider:

    If you have filed a website with another service provider and now use an Alibaba Cloud server in the Chinese mainland to host the website, you must add your existing filing information from the other service provider to Alibaba Cloud.

Do existing filing orders affect new ones?

No. A single Alibaba Cloud account can have multiple ICP filing orders simultaneously. An existing order, regardless of its status—whether it is under review, rejected, completed, or has had its service provider removed—does not affect new ICP filing applications for other domain names.

Different provincial Communications Administrations have different rules regarding the number of domain names that can be filed under a single entity. For details, see ICP filing rules of different regions.

How do I cancel an ICP filing?

  • You have just submitted an ICP filing order that has not yet been approved and want to cancel it.

  • Your ICP filing has been approved, and you now want to remove Alibaba Cloud as the service provider for your filing information.

  • Your ICP filing has been approved, but the information is no longer in use and you need to deregister the ICP filing.

The following table describes these three scenarios and provides instructions for each.

You have just submitted an ICP filing order with Alibaba Cloud that has not yet been approved, and you now want to cancel it.

Remove service provider

Removing a service provider cancels the association between your filing information and Alibaba Cloud. After the removal, Alibaba Cloud will no longer be your service provider, and your domain name can no longer point to an Alibaba Cloud server. However, your ICP filing number will still be registered with the MIIT. Contact your current server provider to submit an application to add them as a service provider as soon as possible to avoid affecting your website's availability.

Warning

Once you submit an application to remove a service provider, it cannot be withdrawn. Proceed with caution.

Deregister ICP filing

Delete your ICP filing information from the MIIT. If you want to continue using the website, you must submit a new ICP filing application. Deregistering an ICP filing can involve deregistering the entity or deregistering the website.

Warning

Once you submit an application to deregister an ICP filing, it cannot be withdrawn. Proceed with caution.

Does entity info for a new filing need to match the original?

After approval, the entity information may not match the information in the new website order. We recommend that after a new website filing (where the original filing was not with Alibaba Cloud) is approved, you review the successfully added filing information. If there are any inaccuracies, promptly modify the ICP filing to update the information and ensure its accuracy.

After removing a service provider, how do I re-add a service provider?

How to re-add a service provider

  1. Check the status of your ICP filing with the MIIT.

    Log on to the MIIT website to check the status of your ICP filing. The filing status determines the type of filing required to re-add the service provider. For instructions on how to check the filing status, see How do I query ICP filing information?.

    Warning

    If you have removed all service providers from your website's filing, your ICP filing information with the MIIT may be deregistered at any time. If your MIIT filing information is deregistered during the filing process and can no longer be found, your ICP filing order may be rejected by Alibaba Cloud's initial review.

  2. Determine the type of filing required based on the status.

    You can determine the filing type based on the status of your filing information and check if it meets the requirements of the Communications Administration in your province or municipality. If not, you must correct your filing information. For the rules of different regions, see ICP filing rules of different regions.

  3. Check the progress and result of adding the service provider.

    After submitting the ICP filing order according to the steps above, the filing information will be reviewed by Alibaba Cloud and the Communications Administration. For details, see Step 2: Alibaba Cloud initial review. You can use the Alibaba Cloud account associated with the filing information to log on to the Alibaba Cloud ICP Filing System and view the review progress and results. What should I be aware of when re-adding a service provider?

A previously used ICP filing service number cannot be reused after the filing is canceled. When you need to re-add your filing information to Alibaba Cloud, you must apply for a new ICP filing service number. For instructions on how to apply for an ICP filing service number, see Authorize another account for ICP filing (Optional).

Can one server be bound to multiple domain names?

One server can be bound to multiple domain names for ICP filing, but you need to be aware of the following limitations:

  • Only one domain name can be filed for each website. If a server hosts multiple domain names that require ICP filing, you must create a separate website filing for each domain name.

  • There is a limit to the number of ICP filing service numbers that can be applied for per server. The number varies for different cloud products. For details, see Limitations.

  • Both root domains and subdomains can be resolved to the same server or different servers.

How do I choose a filing type?

Differences between individual and organization filings

The state implements a filing system for non-commercial internet information services, offering individual and organization filings. You can choose the filing type based on your filing entity and use case.

  • If you are using personal identification documents for the filing and the website content is for personal sharing, we recommend an individual filing.

  • If you are using organization credentials for the filing and the website content is for business or industry information, we recommend an organization filing.

Types of ICP filing modifications

After an ICP filing is approved, an individual filing cannot be changed to another individual. In some regions, if the individual is the legal representative of a company, the filing may be changed from an individual filing to a corporate one. Because the rules vary by region, the requirements for modifying an ICP filing also differ. You can find the modification regulations for each region in ICP filing rules of different regions. Alibaba Cloud domain, third-party server

You must submit the ICP filing application through your server provider’s filing platform. Contact your server provider for their ICP filing process.

The entity information provided during the filing must be consistent with the domain name's real-name verification information. Inconsistencies may lead to the rejection of your ICP filing application. For an explanation of information inconsistencies, see FAQ about ICP filing rejection.

Note

If your domain name already has a successful ICP filing with another service provider, you do not need to file again with Alibaba Cloud.

To perform the ICP filing on the Alibaba Cloud platform, you must first purchase an Alibaba Cloud server that supports ICP filing. For details, see Server preparation and checks. Third-party domain, Alibaba Cloud server

If you purchased your server from Alibaba Cloud and now need to complete the ICP filing for your domain name, you must use the Alibaba Cloud ICP Filing System. When filing, enter the domain name purchased from the other provider. For the specific procedure, see ICP Filing Procedure.

On the ICP filing information page, in the Organizer Information Verification section, you must fill in information such as Region, Filing Type (e.g., Individual), Certificate Type (e.g., Resident ID Card), Organizer Name, Certificate Number, and Certificate Address. In the Internet Information Service Verification section, you need to select the Service Type (Website or app) and fill in the Website Domain Name. After filling in the information, click Verify Information to proceed.

Note

The domain name must undergo real-name verification before you can apply for an ICP filing. Contact your domain name provider for instructions on their domain verification process.

The entity information provided during the filing must match the domain name's real-name verification information. Inconsistencies may lead to the rejection of your ICP filing application. For an explanation of information inconsistencies, see FAQ about ICP filing rejection.

Third-party CDN/WAF with Alibaba Cloud origin

If you use a third-party CDN or WAF service like Cloudflare to proxy your domain name's traffic, but your origin server (which provides the web service) is deployed on an Alibaba Cloud node in the Chinese mainland, your domain name still needs to have an ICP filing with Alibaba Cloud. The ICP filing requirement is determined by the provider of the origin server, not the CDN or DNS service provider.

Regardless of whether your domain name's DNS resolution is proxied through a third-party CDN/WAF, as long as the traffic to the origin server ultimately points to an Alibaba Cloud server in the Chinese mainland, Alibaba Cloud, as the service provider, must have a corresponding ICP filing. Ensure that the traffic to the origin server is configured with a host that corresponds to a filed domain name. Otherwise, your domain name may be identified and blocked by the Alibaba Cloud monitoring system.

Impact of ICP filing on websites

Adding a service provider or modifying a filing

Add a service provider

  • If you point your domain name to an Alibaba Cloud server in the Chinese mainland before your filing information is successfully added to Alibaba Cloud, your website will become inaccessible. We recommend waiting until your filing information is successfully added to Alibaba Cloud before pointing your domain name's DNS to the Alibaba Cloud server in the Chinese mainland. For instructions, see Add a DNS record.

  • During the process of adding a service provider, if your domain name's DNS still points to your original provider's server and the domain name's ICP filing has not been deregistered by the MIIT, your website's normal access will temporarily not be affected.

Modify an ICP filing

  • Modify entity information: The normal operation of your filed website is not affected.

  • Modify website information:

    • If you only modify the website name or website administrator information, the normal operation of your filed website is not affected.

    • If you change the domain name in the website's ICP filing (by deleting a domain name), you can no longer use the deleted domain name to access the website after the change is approved by the Communications Administration.

How does adding a new website affect website access?

A website cannot be made accessible to the public before it obtains an ICP filing number. Otherwise, the Alibaba Cloud monitoring system will detect and block access to the website.

Removing a provider or deregistering a filing

Remove service provider

Canceling the transfer removes the association between your ICP filing information and Alibaba Cloud. The domain name becomes inaccessible if it resolves to an Alibaba Cloud server. However, your ICP filing number from the MIIT still exists. Contact your current server provider to submit an ICP filing transfer application as soon as possible. According to regulations, if a website has no other service provider after the transfer is canceled, the communications administration may unregister the ICP filing number, which makes the website inaccessible.

Deregister ICP filing

  • Deregister entity:

    This action deletes all ICP filing information for a successfully filed entity from the MIIT, including all websites filed under that entity. After deregistration, all domain names under that entity will become inaccessible, and domain suffixes not approved by the MIIT cannot be filed again after being deregistered.

  • Deregister website:

    This action deletes the filing information for a specific website that is no longer in service under a successfully filed entity, while the entity's filing information is retained. After deregistration, all domain names under that website will become inaccessible, and domain suffixes not approved by the MIIT cannot be filed again after being deregistered. Other websites that were not deregistered are not affected.

Note
  • To see the domain suffixes approved by the MIIT, visit the MIIT website and check the China Internet Domain Name System list. Domain suffixes not on this list are considered not approved by the MIIT.

  • Deregistering an entity and deregistering a website cannot be done at the same time.

  • If all successfully filed websites under an entity have been deregistered, the Communications Administration may periodically clean up the entity's filing information.
