You must provide accurate entity and website information when you apply for an ICP filing. Reviewers verify this information.

For an organization's filing, must the entity principal and website principal be the legal representative?

According to the ICP filing rules of regional Communications Administrations, the entity principal for filings in Ningxia, Tibet, Shandong, Guangdong, Hubei, Yunnan, Zhejiang, Guizhou, Heilongjiang, Shaanxi, Inner Mongolia, Shanghai, Jiangxi, Hunan, Tianjin, Henan, Fujian, and Chongqing must be the legal representative. Some of these regions also require the website principal to be the legal representative. If the website principal is not the legal representative, you must provide an authorization letter. For an ICP filing, must the principal's mobile phone number be from the same province?

Whether the principal's mobile phone number must be a local number in the filing province depends on the requirements of the local Communications Administration. For more information, refer to the ICP filing rules of regional Communications Administrations. If the local Communications Administration requires it, you must provide a local mobile phone number. Otherwise, you can use a number from another province, but you must ensure it is valid and reachable.

Can I apply for an ICP filing if a principal is not a resident of the Chinese mainland?

If the entity principal, website principal, or the entity's legal representative is not a resident of the Chinese mainland, follow the specific rules of your regional Communications Administration. For details, see the ICP filing rules of regional Communications Administrations.

What is the difference between comprehensive portal, organization portal website, and other?

  • A comprehensive portal is a website that primarily provides services such as news, search engines, chat rooms, free email, audio/video content, e-commerce, online communities, online games, or free web hosting.

  • A small-scale organization portal website typically includes simple content like public information, news, and contact details. A large-scale organization portal website acts as a platform that integrates content or entry points from internal office systems, business systems, and external information release systems. Examples include the official websites of county-level or city-level governments.

  • If your website does not fit into either of these categories, select Other.

Is a pre-approval document always required for an ICP filing?

If your website content relates to regulated industries, such as news, publishing, pharmaceuticals and medical devices, culture, radio, film, and television programs, education, healthcare, online ride-hailing, electronic bulletin services, or finance, you must obtain a pre-approval document from the relevant local authorities. Your ICP filing application will be rejected if you do not provide this document. For more information, see pre-approval.

    Solution: Ensure that the entity's certificate number you entered exactly matches the number on your uploaded certificate.

  • Possible cause 2: The entity's certificate number in the business registration database is incorrect.

    Solution: You must contact the business registration authority to update your information.

  • Problem description: During a transfer filing on Alibaba Cloud, you see the error message "The website principal's information is inconsistent with the successful filing record. Please modify the information and submit again" after you fill out the website information and click Next.

  • Cause: The website principal's information does not match the existing successful filing record.

  • Solution: If your filing information has changed, you must first submit a modification filing with your previous service provider. After the modification is approved, you can proceed with the transfer filing to Alibaba Cloud.

  • Problem description: When you apply for a transfer filing or a new website filing (for a domain not originally filed with Alibaba Cloud), you see the error message "The entity principal's information is inconsistent with the successful filing record. Please modify the information and submit again" after you fill out the entity information and click Next.

  • Cause: The entity principal's information does not match the existing successful filing record.

  • Solution: If your filing information has changed, you must first submit a modification filing with your previous service provider. After the modification is approved, you can proceed with the transfer filing or new website filing.

System prompt: This domain name has no successful filing record. Please disable DNS resolution before you submit the application.

  • Problem description: During an ICP filing process on Alibaba Cloud, you see the error message "This domain name has no successful filing record. Please disable DNS resolution before you submit the application" after you fill out the website information and click Next.

  • Cause: Domain name resolution is configured for a domain name that does not have a successful ICP filing.

  • Solution: You can disable the domain name resolution and then submit your filing application. Alternatively, you can contact Alibaba Cloud support for assistance.

Can one account be used to file for multiple entities?

No. One Alibaba Cloud account can file for only one entity. To file for multiple entities, you must register a new Alibaba Cloud account for each one. For instructions on how to register an account, see Account Registration (PC).

How do I choose a website name for an organization's filing?

For an organization's filing, the website name must be related to the entity. We recommend using the organization's full name or abbreviation. If you have a registered trademark, you can also use the trademark as the website name.

Can the website name be modified later?

Yes. After your ICP filing is approved, you can change the website name by submitting a modification filing.

Can a single website have multiple domain names in one filing?

No. A website can be associated with only one domain name in a filing.

Can an organization name contain the word 'China'?

根据注册局 CNNIC 的规定,凡是域名中包含中国、国家、中华、全国、china、chn、sino等或其他具有相同含义的中英文字符,都必须由相关权利人注册。未经相应单位授权,个人或其他未经授权的单位不得注册,已注册的此类域名也不能过户到个人名下。否则,域名将无法通过命名审核。
