After you submit an ICP filing application, your information is first reviewed by Alibaba Cloud ICP filing specialists. During the review process, if the submitted information does not meet the requirements, the application is rejected. You can identify and resolve the issue based on the rejection reason, modify the information according to the rules of your local communications administration, and resubmit the ICP filing order. The rejection status may take some time to sync from the communications administration to Alibaba Cloud, so please be patient.

Status synchronization after rejection
After a communications administration rejects an ICP filing application, it takes about one business day for the status to synchronize with Alibaba Cloud. During this period, the Resubmit button may not appear in the ICP filing system, and the order status may still show as "Under review by communications administration." An Alibaba Cloud reviewer will check the materials and return the order to you. You can then modify the information based on the rejection feedback and resubmit.
Identity and contact information
Inconsistent access provider information
Cause: This rejection occurs if you apply for an access provider filing or add a new website (where the original ICP filing is not with Alibaba Cloud), and the provided information is inconsistent with your existing record.
Resolution: The communications administrations in some regions require that your ICP filing information remains consistent before and after an access provider filing or the addition of a new website. If your entity details (such as name or document number) have changed and you cannot retrieve the original materials, you must update the ICP filing with your original access provider before transferring it to Alibaba Cloud.
Unclear entity identity documents
Cause: The uploaded entity identity documents are not clear.
Resolution: Re-upload clear scans or photos of the original entity identity documents and resubmit the ICP filing.
Inconsistent registrant identity document type
Cause: The registrant identity document type is inconsistent. This means the identity document used for the ICP filing does not match the one used for the domain name's real-name verification.
Resolution: The domain name holder information must match the entity information for the ICP filing, including the name, identity document type, and identity document number.
If your domain name holder information does not match the entity information, you must transfer the domain name ownership to the entity. For instructions, see Change domain name holder information (transfer ownership).
For an organizational ICP filing, if the domain name holder information does not match the entity principal information, some provinces allow you to upload supporting documents to complete the filing. To check the rules for your region, see ICP filing rules by region and click your province. For the required documents, see Certificate for the domain name registrant of a website ICP filing.
Entity principal is not legal representative
Cause: For an organizational ICP filing, the specified entity principal is not the legal representative of the organization.
Resolution: As required by the communications administration, change the entity principal to the organization's legal representative. If the entity principal is not the legal representative, some provinces allow you to provide an authorization letter instead. To check the specific rules for your province, see ICP filing rules by region and click your province.
Non-compliant identity documents
Cause: The uploaded identity document images are unclear, or not all required documents were submitted.
Resolution: Re-upload all required identity documents and ensure the images are clear and complete.
Non-compliant website name
Cause: The website name does not follow naming conventions or contains prohibited or sensitive words.
The naming conventions are as follows:

The website name must be relevant to the website content.
-
The name must consist of three or more Chinese characters.
-
The name cannot be purely numeric or alphabetic, and it cannot contain special characters.
-
If you are not a state-level organization, you cannot use names starting with prefixes such as "China", "National", "Central", "People's", "NPC", or "State".
-
You cannot use a domain name as the website name.
-
You cannot use sensitive words (such as anti-corruption, gambling, integrity, or pornography) in the name.

Personal websites are subject to additional naming restrictions. For more information, see Naming requirements for personal websites.
NoteIf the website name or content is related to an industry or business, you cannot file as an individual. You must file as an organization, which means setting the entity type to Enterprise or another organizational type and uploading the required entity identity documents.
Resolution: You must modify the website name to comply with the naming conventions.
Website title or name inconsistent with filing
Cause: The website's title or name is inconsistent with the ICP filing information.
Resolution: For a website with a successful filing, ensure that the name displayed in the browser tab and at the top of the page matches the website name in your ICP filing information.
Phone number issues
Cause: The provided contact number lacks a local area code, is unreachable, or goes unanswered.
Resolution:

We recommend providing a phone number with the area code for the province, autonomous region, or municipality of your ICP filing.

Ensure that the phone line is active and that someone is available to answer calls.
ImportantSome communications administrations have restrictions on phone numbers. Before using a number from a virtual network operator, confirm whether the administration accepts such numbers.
Incorrect ICP filing type
Cause: An incorrect ICP filing type was selected, such as initial ICP filing, access provider filing, or adding a new website (whose original filing is not with Alibaba Cloud).
The Alibaba Cloud ICP filing system automatically determines your filing type based on the information you enter. An incorrect type is usually caused by incorrect information, such as an incorrect entity name or identity document number.
Resolution: Review the information you entered (such as entity region, entity type, entity identity document type, entity identity document number, and domain name) to locate and correct any errors.
If you have a successful ICP filing for an entity with another service provider and your identity documents are later updated (resulting in a new identity document number), you must update your ICP filing information promptly to reflect the new number. This prevents the system from incorrectly identifying the ICP filing type when you file for a new domain name with Alibaba Cloud, which could lead to rejection.
Domain names and websites

Domain name real-name verification information is inconsistent with entity information

Domain not in verification database
Cause: Domain real-name verification not completed.
Resolution: Complete the real-name verification for the domain name. The verification information must match that of the ICP filing entity.
- If your domain name is registered with Alibaba Cloud, log in to the Alibaba Cloud Domain Name console to complete real-name verification. For instructions, see Overview of real-name verification for domain names.
- If your domain name is not registered with Alibaba Cloud, contact your domain name registrar.
Non-compliant website content
Cause: The website content is non-compliant, possibly because it contains prohibited material or requires pre-approval documents.
Industries that require pre-approval include news, publishing, pharmaceuticals and medical devices, culture, radio, film and television programs, education, healthcare, ride-hailing services, electronic bulletin boards, finance, and gaming.
Resolution: Depending on your situation, adjust the website content or obtain the necessary pre-approval documents.

Adjust the website content to comply with laws and regulations. Ensure that the ICP filing number is added to the footer of the website with a successful filing and links to the MIIT website. For instructions, see Add an ICP filing number.

If the website content is related to an industry or business, you must file as an organization. Do not file as an individual. Set the entity type to Enterprise or another organizational type and upload the required entity identity documents.

If the website content falls under an industry that requires pre-approval, obtain the necessary documents from the relevant authorities first. Then, enter the approval number and upload the approval documents in the ICP filing information. For instructions, see Pre-approval.
Filed website is inaccessible
Cause: During the review of an access provider filing, update ICP filing, or other filing types, a reviewer will reject your application if they find that a website with a successful filing is inaccessible.
Resolution: Some communications administrations require that websites with successful filings must resolve to a server in the Chinese mainland and be accessible. To check the rules for your province, see ICP filing rules by region and click your province.
Domain not real-name verified
Cause: The domain name has not completed real-name verification.
Resolution: Complete the real-name verification for the domain name. The verification information must match the information of the ICP filing entity.
- If your domain name is registered with Alibaba Cloud, log in to the Alibaba Cloud Domain Name console to complete real-name verification. For instructions, see Overview of real-name verification for domain names.
- If your domain name is not registered with Alibaba Cloud, contact your domain name registrar.
Domain verification info inconsistent with entity info
Cause: The real-name verification information for the domain name does not match the ICP filing entity information. Confirm that the Domain Name Holder (Chinese) in the real-name verification information matches the Full name of the entity or individual in the ICP filing information, the Real-name Verification Identity Document Type matches the Entity Identity Document Type, and the Real-name Verification Identity Document Number matches the Entity Identity Document Number.
Resolution: The domain name holder information must match the entity information for the ICP filing, including the name, identity document type, and identity document number.
If your domain name holder information does not match the entity information, you must transfer the domain name ownership to the entity to ensure consistency. For instructions, see Change domain name holder information (transfer ownership).
For an organizational ICP filing, if the domain name holder information does not match the entity principal information, some provinces allow you to upload supporting documents to complete the filing. To check the rules for your region, see ICP filing rules by region and click your province. For the required documents, see Certificate for the domain name registrant of a website ICP filing.
Incorrect domain name owner
Cause: The domain name owner is incorrect, meaning the domain name holder information does not match the ICP filing entity information.
As required by the MIIT, starting from January 1, 2018, Alibaba Cloud verifies the information of all domain names used for ICP filings. For specific verification requirements, see Prepare and check your domain name.
When reviewing ICP filing information, the communications administration checks whether the domain name meets the requirements and whether the domain name owner information matches the ICP filing entity information (such as name and identity documents). Even if the domain name meets other requirements, the application will be rejected if the owner and entity information do not match.
Resolution: The domain name holder must be the same as the ICP filing entity. To achieve this, modify either the domain name holder information or the ICP filing entity information to ensure they match.
- If your domain name is registered with Alibaba Cloud, log in to the Alibaba Cloud Domain Name console to transfer the ownership and ensure the holder information matches the ICP filing entity information. For instructions, see Change domain name holder information (transfer ownership).
- If your domain name is not registered with Alibaba Cloud, contact your domain name registrar.
ICP filing number missing from footer
Cause: During the review of an access provider filing, update ICP filing, or other filing types, a reviewer will reject your application if they find that the MIIT-issued ICP filing number has not been added to the footer of a website with a successful filing.
Resolution: As required by the communications administration, you must add the corresponding entity or website ICP filing number to the footer of your website with a successful filing. For instructions, see Add an ICP filing number.
ICP filing number does not link to MIIT
Cause: During the review of an access provider filing, update ICP filing, or other filing types, if the reviewer finds that the ICP filing number in the website footer does not link to the MIIT website, your application will be rejected.
Resolution: As required by the communications administration, you must add the corresponding entity or website ICP filing number to the footer of your website with a successful filing, and the number must link to the MIIT website. For instructions, see Add an ICP filing number.

Entity conflict
Cause: The same entity has submitted two ICP filing applications, meaning the entity in the current application has already submitted an application with another service provider.
Resolution: You must cancel one of them. To cancel the application with Alibaba Cloud, see Cancel an in-progress ICP filing order.
Mobile or ID number already in use
Cause: This means the mobile number or identity document number has already been used for another entity's ICP filing.
Resolution: Use a different mobile number or identity document.
Data not in ICP database
Cause: After you submit an application for an access provider filing or a new website, a cancellation was initiated for the entity while the application was under review by the communications administration. This can cause the entity's ICP filing information to be unsearchable by the administration.
Resolution:

If a cancellation has been submitted: Wait for the cancellation to be completed, then submit an initial ICP filing. For instructions, see ICP filing procedure.

If the entity has been canceled: Cancel the current ICP filing order, then submit an initial ICP filing. For instructions, see ICP filing procedure.

Other cases: Check that all information is correct and resubmit the ICP filing order for review. If any information is incorrect, correct it before resubmitting.
Cross-province ICP filing
Cause: A cross-province ICP filing occurs when the entity or individual's identity document was not issued by the province, autonomous region, or municipality where the ICP filing is located.
Resolution: Update your information or provide additional documents based on your entity type and the requirements of the local communications administration.

Organizational ICP filing: Cross-province filings are not allowed for organizations. You must change the entity's region to match the province, autonomous region, or municipality where the entity's identity document was issued.

Individual ICP filing: Check the rules for your province at ICP filing rules by region and click your province. Depending on the rules, you may need to submit a local residence permit (if supported) or file in a different province.
ICP filing record already exists with MIIT
Cause: If your initial review is rejected with a message that an ICP filing record already exists with the MIIT, it means your entity has previously filed with the MIIT using different identity documents. This can happen if your documents have changed, such as replacing an old business license with a new one after a "three-in-one" certificate integration, which also changes the identity document number.
Resolution:

If your previous identity documents have not changed: Cancel the current application and resubmit it using the documents from your original filing.

If you have new identity documents with a new number: You must first submit an update ICP filing to change your entity's document information to the new one. After the update is complete, you can submit the new application.
In-progress order exists for this ID
Cause: The identity document number you entered has already been used to submit an ICP filing application with Alibaba Cloud, and that order is still in progress.
Resolution:
- If you remember the account used for the previous application
Log on to the Alibaba Cloud account that you used for the previous application and cancel the order that is in progress.
- If you forgot the account used for the previous application
Send an email that explains your situation and includes the required documents to beian@service.alibaba.com. After the documents are received, an Alibaba Cloud support specialist will help you cancel the order. The processing time is approximately five business days. You will be notified by email when the process is complete.

- Electronic copies of the front and back of the legal representative's identification document, such as color photos of the original document.
- The domain name certificate for the domain name in the ICP filing information. You do not need to provide this if your organization is not the registrant.
Non-compliant pre-approval
Cause 1: The website content falls under an industry that requires pre-approval, but the pre-approval documents were not provided during the ICP filing process.
Industries that require pre-approval include news, publishing, pharmaceuticals and medical devices, culture, radio, film and television programs, education, healthcare, ride-hailing services, electronic bulletin boards, finance, and gaming.
Resolution: If the website content falls under an industry that requires pre-approval, you must first obtain the necessary approval from the relevant authorities. Then, enter the approval number and upload the approval documents in the ICP filing information. For instructions, see Pre-approval.
Cause 2: The pre-approval documents have expired, or the uploaded documents are unclear or incomplete.
Resolution: If the pre-approval documents have expired, you must obtain new ones. Ensure that you upload clear and complete images of the documents.
Duplicate website administrator ID number
Cause: The same person is listed as the website administrator for two different entities, which duplicates the website administrator's identity document number.
Resolution:

If the original ICP filing was submitted through Alibaba Cloud, you can resolve the issue in one of two ways.

Method 1: Check the rules for your province at ICP filing rules by region. If the local communications administration allows another person to be authorized as the website administrator, download and provide the corresponding authorization letter. See Authorization letter. Then, log in to the Alibaba Cloud ICP Filing system, cancel the current ICP filing order, and resubmit the application.

Method 2: In the Alibaba Cloud ICP Filing system, update the website administrator in the original ICP filing information. For instructions, see Update ICP filing.

If the original ICP filing was not submitted through Alibaba Cloud, you can resolve the issue in one of two ways.

Method 1: Check the rules for your province at ICP filing rules by region. If the local communications administration allows another person to be authorized as the website administrator, download and provide the corresponding authorization letter. See Authorization letter. Then, log in to the Alibaba Cloud ICP Filing system, cancel the current ICP filing order, and resubmit the application.

Method 2: Contact the service provider for the original ICP filing and request to change the website administrator. After the change is complete, resubmit your ICP filing application with Alibaba Cloud.

ID document address not in province
Cause: The communications administration in the filing province requires the entity's identity document address to be within that province. If the address is not in the province and you did not submit necessary proof of residence, the ICP filing order will be rejected.
Resolution: Check the rules for your province at ICP filing rules by region. Upload the required supporting documents as specified in the rejection notice and the Required documents section of the rules.
Website canceled
Cause: The website's ICP filing was canceled while you were in the process of filing with Alibaba Cloud.
Resolution: After a website's ICP filing is canceled, check if the entity has other websites.

If the entity has other websites, you can add a new website in the Alibaba Cloud ICP Filing platform. For instructions, see Add an Internet information service (original ICP filing not with Alibaba Cloud) or Add an Internet information service (original ICP filing with Alibaba Cloud).

If the entity has no other websites, you must request an ICP filing cancellation for the entity and then submit an initial ICP filing. For instructions, see ICP filing cancellation and ICP filing procedure.
Entity canceled

Cause 1: All websites under the entity have had their ICP filings canceled, leaving only a shell entity record with the MIIT.
Resolution: You must cancel the current ICP filing order, request an ICP filing cancellation for the entity, and then submit a new initial ICP filing after the cancellation is complete. For instructions, see ICP filing cancellation and ICP filing procedure.

Cause 2: Alibaba Cloud canceled your ICP filing access because you failed to take required actions on a shell website notice within the specified period. Because you did not promptly file for access with another service provider, the MIIT canceled your ICP filing number.
Resolution: You must cancel the current ICP filing order and submit a new initial ICP filing. For instructions, see ICP filing procedure.

Cause 3: The communications administration made an error during the review. Your entity information still exists when you check the ICP Filing Information Query page.
Resolution: If you confirm that all other information is correct, you can resubmit the ICP filing order for review. If any information is incorrect, correct it before resubmitting.
Video verification is required
Cause: DingTalk video verification was not completed.
Resolution: The website administrator must complete a video verification on DingTalk while holding the organizational identity document and their ID card in front of the company logo. For more information, see DingTalk video verification FAQ.
Partial rejection of a multi-app order
Cause: This occurs if an ICP filing order contains multiple apps for the same entity. If the communications administration rejects one app, the entire order is returned.
Resolution: Modify the ICP filing information for the rejected app and resubmit the entire ICP filing order. You do not need to re-enter the information for the apps that were not rejected.
