Regulations for ICP filing vary by regional communications administration. During the filing process, if the entity principal is not the legal representative, you must provide a Letter of Authorization for Entity Principal. If the website or App principal is not the legal representative, you must provide a Letter of Authorization for Website/App Principal. Follow the prompts in the filing system to provide the required letter of authorization.
Filling requirements
You must download and print the letter of authorization. The download links are in the left-most column of the tables below. After downloading, complete the form using a black ink pen, following the instructions in the template. Ensure your handwriting is neat and legible.
For users in the Shanghai region, if you are authorizing the same person to be the principal for multiple websites or Apps, you can list all domain names or App names on a single Letter of Authorization for Website/App Principal. Only one letter is required.

Upload documents
If your ICP filing application has not been submitted for initial review:
Fill in your ICP filing information in the Alibaba Cloud ICP Filing system until you reach the document upload stage. For more information, see Upload documents and verify authenticity.
ImportantIf the document upload page does not have a field to upload a specific document, use an image editing tool, such as Photoshop, to combine the photo of the required document and the certificate of the ICP filing entity into a single image. Then, upload the combined image.
If your ICP filing application has already been submitted for initial review:
During the initial review, if your uploaded documents are incomplete or non-compliant, follow the instructions from the reviewer. You may need to email the documents to the address provided by the reviewer or re-upload them in the Alibaba Cloud app.
