What to do if your ICP filing is rejected for inconsistent website content

This topic explains why the communications administration rejects ICP filing applications due to inconsistent website content and describes how to resolve the issue.

Reason for rejectionDescription
The website content cannot be viewedDuring the review, communications administrations in some regions check the content of your websites that have existing ICP filings. When you modify your ICP filing information, add Alibaba Cloud to the ICP filing information as a service provider, or submit an ICP filing application for new websites, ensure that these websites are accessible. If a website is inaccessible, the communications administration will reject your application.
The website content is inconsistent with the ICP filing typeThe actual website content is inconsistent with the ICP filing type. For example, you have an individual ICP filing, which allows for personal content sharing, but your website displays information about an organization. Modify your website content or change the ICP filing type to ensure they are consistent. To change the ICP filing type, see Modify ICP filing information.
Note The allowed website content for different ICP filing types is as follows:
  • Individual ICP filing: Personal content sharing.
  • Organizational ICP filing: Used for purposes such as content promotion, product promotion, sales and transactions, and industry information.
The website content is inconsistent with the organization typeFor a website with an organizational ICP filing, the content is inconsistent with the organization type. For example, your organization is a standard enterprise, which lets you display company information or products, but your website contains military or government information. Modify the website content to match your organization type, and then resubmit the ICP filing application.
Note Organization types include enterprises, social groups, government agencies, military units, public institutions, private non-enterprise units, foundations, law firms, foreign cultural centers, mass organizations, judicial appraisal institutions, religious groups, foreign organizations, and medical institutions. Ensure that your website content is consistent with your organization type.
The website content is inconsistent with the ICP filing entity informationThe entity information provided in the ICP filing is inconsistent with the actual website content. For example, you filed the application for Company A, which lets you display information or products of Company A, but the website displays information or products of Company B. This rejection occurs when there is no association in terms of products, business, name, or affiliation between the entity in the ICP filing and the entity displayed on the website. Modify the website content or change the ICP filing entity information to ensure they are consistent or associated. Examples of a valid association include the following:
  • The organization name displayed on the website is an abbreviation or the English name of the ICP filing entity.
  • The business content of the website is within the business scope of the ICP filing entity and is consistent with the entity's actual business.
  • There is a cooperative or subordinate relationship between the organization displayed on the website and the ICP filing entity, and you have supporting documents.

The website content is inconsistent with the business scopeFor an organizational ICP filing, the entity's business scope does not cover the content displayed on the website. For example, your entity's business scope includes A and B, which lets you display information related to businesses A and B, but your website displays content for C and D. Change the business scope on your business license or remove the content that falls outside your business scope from the website. After you make the changes, resubmit the ICP filing application.

The website content contains illegal or non-compliant informationThe website content contains illegal or non-compliant information. Delete this information and then resubmit your ICP filing application.
