FAQ: Adding an ICP filing number

After your ICP filing is approved, you must add your ICP filing number and a link to the MIIT website to your website's footer. This allows visitors to verify your filing information. This topic answers common questions about adding the ICP filing number to your website.

How to add an ICP filing number

After your ICP filing is approved, you must display the ICP filing number issued by the MIIT at the bottom of your website. You must also link this number to the MIIT website at beian.miit.gov.cn.   • Content to display

    Depending on the province where your ICP filing was processed, you must add either the entity filing number or the website filing number to your website's footer. For details on how to add the number, see Examples of adding a filing number.

    • If your ICP filing was processed in Guangdong province, display the entity filing number in your website's footer. You can log on to the Alibaba Cloud ICP Filing system to view the filing number.

      On the Entity Information page, find the ICP Entity Filing Number field. Display this value in your website's footer.

    • If your ICP filing was processed in a province other than Guangdong, display the website filing number in your website's footer. You can log on to the Alibaba Cloud ICP Filing system to view the filing number.

      On the Website Information page, find the ICP Website Filing Number field. Display this value in your website's footer.

  • Examples

    Commercial and non-commercial filings have different display requirements.

    • Displaying the number for a non-commercial filing

      The format for an entity filing number is [Province Abbreviation] ICP Bei [Numeric Code] Hao. A website filing number adds a suffix to the entity filing number to identify a specific website under the same entity. See the examples below.

      • Principal ICP Filing Number: Zhe ICP Bei No. 123456.

      • ICP filing number: Zhe ICP Bei No. 123456-1, Jing ICP Bei No. 123456-2, etc.

  • How to add the number

    • If you built your own website, ask your developers to modify the source code to display the ICP filing number in the footer and link it to the MIIT website at beian.miit.gov.cn. The following code snippet is a general example.

      • Template:

      • Example:

    • If a third-party company manages your website, contact their IT staff to make this change.

Adding a filing number for multiple domains

If you have multiple domain names that point to the same page, the type of filing number you must display depends on how the domain names are mapped.

  • Direct mapping: If you map multiple domain names directly to the same page, you must display the entity filing number in the page's footer.1

  • Indirect mapping (redirection): If you redirect domain name A to domain name B, which then points to the page, you must display the website filing number for domain name B in the page's footer.2

  • Mixed mapping: If your domain names use a combination of the preceding methods, you must display the entity filing number in the page's footer.3

Filing numbers for non-live websites

You do not need a completed website to submit an ICP filing application. You can build your website while the filing is being processed. After the filing is approved, you must add the filing number to the website's footer when it goes live. The requirements vary based on the following scenarios.

  • The domain name has an approved ICP filing and the website is live:

    If the website's domain name has an approved ICP filing, the website must be accessible. When the website goes live, you must edit the source code to place the entity filing number or website filing number issued by the MIIT in the website's footer. The number must link to the MIIT website: beian.miit.gov.cn. For more information, see Add an ICP filing number.

  • The domain name has an approved ICP filing and the website is under construction:

    If the domain name has an approved ICP filing but the website is still under construction and not yet accessible, you must add the filing number when the website goes live, ensuring it is displayed correctly.

  • The domain name does not have an ICP filing:

    If the website's domain name does not have an ICP filing, you do not need to add a filing number to the website's footer. If you later apply for and receive an approved ICP filing for the domain name, you must promptly add the filing number to the website's footer.

Filing numbers for mobile websites

No. Currently, the requirement to display a filing number and link to the MIIT website applies only to PC websites. This requirement does not apply to mobile websites.

Note

A mobile website refers to a version of a website specifically designed for mobile devices, not just any website viewed on a mobile phone.

Identifying the checked website from a notification

You can use the MIIT website to query all websites that have been successfully filed under your entity. For details, see Query filing information on the MIIT's filing management system. Based on the query results, check all websites registered to your entity to ensure they have the filing number and a link to the MIIT website. If a website's domain name has an approved ICP filing but does not display the filing number, you must add it and the link promptly. If your website already has the filing number and link, you can ignore the notification.

Correction deadline for notifications

The deadline for corrections is determined by the local Provincial Communications Administration. After receiving a notification from Alibaba Cloud, if your website is non-compliant, make the necessary corrections as soon as possible to avoid penalties. The relevant authorities conduct periodic checks. If your website fails a check, according to the Regulations on the Administration of Non-commercial Internet Information Services (Decree No. 33 of the former Ministry of Information Industry), the Provincial Communications Administration may order a correction and impose a fine of between RMB 5,000 and RMB 10,000.

Notifications after adding a filing number

This is a reminder notification. After receiving it, you should carefully check all websites registered to your entity. If you have already made the required changes, you can ignore this notice. If a website's domain name has an approved ICP filing but does not display the filing number, you must promptly add it and the link to the MIIT website.

Forgetting filing information

If you receive a compliance notification about displaying a filing number but have forgotten your filing information (such as the filing number or the filed domain name), you can retrieve this information. For instructions, see How to query filing information.

Receiving a notification after leaving a company

You must forward the notification to the technical contact person for the website at your former company. You must also ensure they update the contact person's information in the filing record. For instructions on how to modify filing information, see modify ICP filing.

Filing numbers for unused websites

If a domain name with an approved ICP filing is no longer in use, you must cancel the ICP filing for the website. After the filing is canceled, you no longer need to add the website filing number. For instructions on how to cancel a filing, see cancel ICP filing.

How to display an APP filing number

The APP filing number should be displayed on a screen that is within two levels of the app's Settings menu. Settings is the first level, and a menu like Settings > About XXX or Settings > XXX Introduction is the second level. If the number is displayed on a third-level screen, that screen must be accessed from a menu named "ICP Filing Number" or "APP Filing Number". The displayed filing number must also link to the MIIT filing management system, or a link must be provided below the number, for users to verify the filing.image.png
