How to cancel the ICP filing of another organization or a shell entity-ICP Filing(Filing Service)-阿里云帮助中心

You may need to cancel an ICP filing that belongs to another organization or a shell entity. This cancellation cannot be done directly in the Alibaba Cloud ICP Filing system. Instead, you must submit a written application to the local communications administration where the filing is registered. This topic describes the offline cancellation process.

Note

A shell entity is a filing entity whose associated Internet information services have all been canceled. Only the filing entity's record remains registered with the Ministry of Industry and Information Technology (MIIT), with no attached websites or apps.

Before you begin

Note that you cannot re-file for a domain name with a suffix not approved by the MIIT after its ICP filing is canceled. This action is irreversible, so proceed with caution.

Note

To see the list of approved domain name suffixes, visit the MIIT website and refer to the China Internet Domain Name System list. Any suffix not on this list is considered unapproved.
You cannot cancel a filing entity and an Internet information service (such as a website or app) at the same time.
If all websites and apps under a filing entity are canceled, the local communications administration may periodically purge the entity's remaining record.

Procedure

Download the ICP filing cancellation application form. Obtain the form in one of the following two ways:

If your ICP filing is registered in Shanghai, Zhejiang, Hunan, Henan, Guangxi, Shanxi, Xinjiang, Tibet, Guizhou, Heilongjiang, Fujian, or Shandong, you must download the application form from the website of your local communications administration.

Download the cancellation application form from provincial communications administration systems

For the following provinces, the ICP filing cancellation application form is not available from the MIIT ICP Filing management system. Use the methods in the table below to download the form.

Shanghai	Go to the Shanghai Communications Administration website. In the Related Information section, click Cancel Entity or Cancel Service to submit your cancellation request.
Zhejiang	Obtain the ICP filing cancellation application form from the Zhejiang Communications Administration.
Hunan	Obtain the ICP filing cancellation application form from the Hunan Communications Administration.
Henan	Obtain the ICP filing cancellation application form from the Henan Communications Administration.
Guangxi	Obtain the ICP filing cancellation application form from the Guangxi Communications Administration.
Shanxi	Obtain the ICP filing cancellation application form from the Shanxi Communications Administration.
Xinjiang	Obtain the ICP filing cancellation application form from the Xinjiang Communications Administration.
Tibet	Obtain the ICP filing cancellation application form from the Tibet Communications Administration.
Guizhou	Obtain the ICP filing cancellation application form from the Guizhou Communications Administration.
Heilongjiang	Obtain the ICP filing cancellation application form from the Heilongjiang Communications Administration.
Fujian	You can submit a cancellation request through your access service provider's system.
Shandong	You must provide the required materials and mail them to the specified address. Two business days after the mail is signed for, you can check the result on the MIIT ICP Filing Management System. If your ICP filing has not been canceled, call the Shandong Communications Administration for more information. For all other regions, you must download the application form from the MIIT ICP Filing management system.
Download the cancellation application form from the MIIT ICP Filing management system
1. Go to the MIIT ICP Filing Management System Announcements page.
2. On the Announcements tab, select your filing entity's Province, enter a Title, and then click Search.
  
  Searchable provinces: Beijing, Tianjin, Hubei, Jiangsu, Hebei, Liaoning, Anhui, Chongqing, Shaanxi, Jiangxi, Jilin, Yunnan, Inner Mongolia, Gansu, Henan, Ningxia, Qinghai, and Sichuan.
  
  Note
  Currently, you can only search for the ICP filing cancellation application forms for these provinces.
  
  Title search keywords: Cancel.
3. After finding the ICP filing cancellation application form for your province, click Details.
4. On the Announcement Details page, click the document name to download the ICP filing cancellation application form.

Fill out the ICP filing cancellation application form.

Follow the instructions provided by your provincial authority to fill out the form and prepare the required documents.
Submit the materials to your provincial communications administration.

Submit the completed application form and required documents to the communications administration in the province or city where your filing is registered.

Note
After the communications administration approves your request, the ICP filing is canceled, and the associated Internet information services become inaccessible. You can then visit the MIIT ICP Filing Management System and use the ICP Filing Query page to confirm that the filing information has been removed. If needed, you can then submit a new ICP filing application.
