If you have completed the ICP filing for your website or app with the Ministry of Industry and Information Technology (MIIT), you must apply for a PSB filing.
A PSB filing is different from an ICP filing issued by the MIIT. For more information about the ICP filing process, see ICP filing process.
According to the Measures for the Security Protection Administration of the International Networking of Computer Information Networks, you must apply for a PSB filing on the National Internet Security Management Service Platform within 30 days of launching your website or app if you have completed the ICP filing with the MIIT, or if your website or app is deployed on a server outside the Chinese mainland but provides services in the Chinese mainland.
After your PSB filing application is approved, you must log on to the National Internet Security Management Service Platform within 30 days. In the Filed Websites section, copy the PSB filing number and the filing number HTML code, and download the filing number icon. Then, edit the source code of your webpage to add the PSB filing information to the bottom of the page.

Guide to PSB filing and cancellation
To learn how to apply for or cancel a PSB filing, go to the National Internet Security Management Service Platform and download the Website Filing Guide. Follow the instructions in the guide to complete the filing or cancellation. Alternatively, you can follow the procedure below to apply for a PSB filing.
PSB filing logon procedure
Go to the National Internet Security Management Service Platform and click User Logon.
On the Ministry of Public Security 'Internet + Government Services' Platform page, click Create an account. If you already have an account on the Internet Website Security Management Service Platform, enter your username and password to log on directly.
NoteFor a personal PSB filing, select Personal User Logon.
For an enterprise or organization PSB filing, select Corporate User Logon.
On the Personal Registration page of the Ministry of Public Security 'Internet + Government Services' Platform 2.0, follow these steps to complete the registration.
Fill in the registration information as prompted and click Next.
Scan the QR code to download the app. After the download is complete, use the app to complete the QR code verification.
After you successfully register, the page automatically redirects to the logon interface. Enter your username and password, slide the slider to complete the puzzle, and then click Log on. At the identity verification step, complete the app QR code verification again. After the verification is complete, the page automatically redirects to the National Internet Security Management Service Platform page. This indicates that your registration was successful.
If you previously registered an account on the old platform and the entity for the account was reviewed and approved, click Associate Old Account after you log on to the new platform. In the Associate Old Account dialog box, enter the required information and click Confirm to attach the old account and sync the previous entity information.
Click Apply for Entity. In the Notice dialog box, read the Instructions and then click Confirm.
On the Add New Entity page, select the appropriate Entity Type, fill in the other required information, and then click Submit for Review.
If you set Entity Type to Personal, fill in the Owner Information and click Submit for Review.
If you set Entity Type to Organization, select the organization type, fill in the Organization Information and Owner Information, and then click Submit for Review.
NoteThe review for a new entity takes two to three business days.
Cancel a PSB filing
Go to the National Internet Security Management Service Platform and click User Logon.
On the Ministry of Public Security 'Internet + Government Services' Platform page, enter your username and password.
NoteFor a personal PSB filing, select Personal User Logon.
For an enterprise or organization PSB filing, select Corporate User Logon.
Scan the QR code with the app to complete the verification and log on.
On the home page, click Business Handling.
Click Cancel Entity and fill in the information on the Cancel Entity tab. This topic uses entity cancellation as an example. To cancel a website or app, click the corresponding service instead.
Fill in the required identity verification information and cancellation reason. Then, click Cancel and confirm the cancellation to complete the process.
Handling of non-compliant website/app information
Go to the National Internet Security Management Service Platform and read the relevant policies and regulations under Policy Documents.
According to the regulations of network supervision departments, non-compliant information must be deleted from websites and apps. If non-compliant information appears on a website or app that you host on an Alibaba Cloud Elastic Compute Service (ECS) instance, Alibaba Cloud will immediately notify you to delete the information. If you do not respond, Alibaba Cloud will suspend your server.
The following list describes the measures that Alibaba Cloud takes when a content violation occurs on your website or app.
If a content violation occurs three or more times on your website or app within 24 hours, Alibaba Cloud informs you by phone and shuts down your website or app. In this case, Alibaba Cloud will not provide subsequent services or approve refund requests.
If the website or app owner cannot be reached by phone within one hour after a content violation occurs, Alibaba Cloud suspends your website or app. The service is restored 12 hours later. If this situation occurs three times, Alibaba Cloud shuts down your website or app. In this case, Alibaba Cloud will not provide subsequent services or approve refund requests.
If you provide false information, such as an incorrect phone number or email address, Alibaba Cloud directly shuts down your website or app. In this case, Alibaba Cloud will not provide subsequent services or approve refund requests.
If you do not delete the non-compliant information from your website or app after being notified by phone, Alibaba Cloud directly shuts down your website or app. In this case, Alibaba Cloud will not provide subsequent services or approve refund requests.
