Authorize another account for ICP filing (Optional)

This topic describes how to authorize a filing account to obtain a service identification number when the account used to purchase an instance is different from the account used for ICP filing. This authorization enables the filing account to complete the ICP filing process.

Usage notes

Important

This procedure is for obtaining a service identification number if the Alibaba Cloud account used to purchase the instance (the purchasing account) is different from the account used for ICP filing (the filing account). If your instance is provided by a third-party agent, contact the agent for information about how to obtain a service identification number.

An enterprise-authenticated account (Account A) that owns a cloud product eligible for ICP filing can authorize another Alibaba Cloud account (Account B) to use its service identification number for ICP filing. The authorization is subject to the following requirements.

  • Requirements for the authorizer (Account A):

    • Account type: You must use an enterprise-authenticated account, which excludes individual businesses. If you are using an individual account, you must first change individual verification to enterprise verification before proceeding.

    • Resource requirements: You must own a cloud product instance that meets ICP filing requirements, such as an ECS instance with a subscription duration of three months or more and configured with public bandwidth. You can log on to the ICP Filing console to verify if you own an eligible cloud product.

    • Authorization limits: Each purchasing account can authorize up to 10 different filing accounts within one calendar year. The total number of authorizations is unlimited.

  • Requirements for the authorized account (Account B):

    • Account type: No requirements. Both individual and enterprise-authenticated accounts are eligible.

    • Authorization limits: Each filing account can receive service identification numbers from up to three different purchasing accounts within one calendar year. The total number of service identification numbers an account can receive is unlimited. For more information, see Announcement on Service Identification Number Policy.

Authorization methods

Log on to the Manage Instances Available for ICP Filing console with an enterprise-authenticated account to check if the free ICP filing quota has been reached.

  • Authorize by using an instance: Use this method if the free ICP filing quota has not been reached.

  • Authorize by using an existing service identification number: Use this method if the free ICP filing quota has been reached. You must first purchase and bind a service identification number before you can authorize another account.

Authorize by instance

  1. On the Manage Instances Available for ICP Filing page, find the target instance and click Authorize Other Accounts For ICP Filing in the Operation column.

  2. Specify Service Identification Numbers, Authorized Account ID, and Remarks (optional). Complete the SMS verification, and then click Generate and Authorize.

    • First-time authorization: Complete the SMS verification, click Generate and Authorize, and then click OK in the confirmation dialog box.

    • Non-first-time authorization: Click Generate and Authorize, and then click OK in the confirmation dialog box.

      Note

      The Authorized Account ID is the ID of the filing account. You can log on to the filing account to view the authorized account ID.

Authorize by service ID

  1. On the Service Identification Number Management page, find the target service identification number and click Authorize Other Accounts For ICP Filing in the Operation column.

  2. Specify Service Identification Numbers, Authorized Account ID, and Remarks (optional). Complete the SMS verification, and then click Generate and Authorize.

    • First-time authorization: Complete the SMS verification, click Generate and Authorize, and then click OK in the confirmation dialog box.

    • Non-first-time authorization: Click Generate and Authorize, and then click OK in the confirmation dialog box.

      Note

      The Authorized Account ID is the ID of the filing account. You can log on to the filing account to view the authorized account ID.

Revoke authorization

If a service identification number has not been used and its status is Available, you can Revoke Authorization. You can then authorize a different filing account to use it. To revoke an authorization, follow these steps:

  1. Log on to the Service Identification Number Management page with the filing account. Find the target service identification number and click Revoke Authorization.

    Click the Service numbers authorized by others tab and confirm that the status of the target service identification number is Available.

  2. Click Yes to revoke the authorization.

After obtaining the service identification number, log on to the Alibaba Cloud ICP Filing Management System with the filing account.
