The Alibaba Cloud ICP Filing Management System supports the lifecycle management of ICP filing applications, changes, deregistrations, and filing claims. You must register an account for the corresponding entity type before you can log on to the system.
Usage notes
One Alibaba Cloud account can be used to file for only one entity (individual or enterprise organization). Multiple websites or apps can be filed under one entity. If you need to register multiple filing entities, you must register a separate Alibaba Cloud account for each entity to submit ICP filing applications and manage all websites or apps under each entity.
ICP filing information on the original HiChina platform needs to be migrated. For ICP filings completed on the original HiChina platform before January 2017, you need to migrate the information to a new Alibaba Cloud account. Create new accounts based on your actual needs and assign accounts according to the number of entities to ensure that each account is associated with filing information for only one entity.

Based on your actual situation register an Alibaba Cloud account.
After you register an account, configure the filing contact and contact information promptly to ensure that you can receive filing notifications. This helps prevent delays in the ICP filing process and results due to failure to receive filing-related information in a timely manner.
What to do next
Prepare a server for filing
If you use a server in the Chinese mainland, you must complete the filing on the platform of the service provider that owns the server. For more information, see List of Alibaba Cloud servers that support ICP filing.
Log on to the ICP filing system
The ICP filing platform is available only in Chinese, not in English.
Alibaba Cloud has two ICP filing systems: Original HiChina ICP Filing System and Alibaba Cloud ICP Filing Management System. The following table describes the logon accounts and usage instructions for these two systems.
