When you apply for an ICP filing, provide authentic information about your website or app. Reviewers will verify this information. This topic explains the requirements to help you avoid application rejection.
If you have multiple websites or apps that require an ICP filing, check the ICP filing rules by region to see if you can submit them all in a single application.

If so, follow the steps in the Procedure section to submit them in a single application.
If you add multiple domain names to the same ICP filing application, you only need to upload the required materials once. You do not need to upload the materials separately for each domain name. After the application is reviewed and approved, adding a new domain name requires submitting a new ICP filing application and uploading the materials again.

Select an option based on your actual content. For personal websites, select Other. Make sure that the content you declare is real, specific, and verifiable. Describe the actual content of your website in the remarks instead of using a broad description. |
Options vary by province. Select the option that best fits your website from the list. If no option is suitable, select Other. For details about some options, see What are the differences between general portal, entity portal, and other?. For enterprise management websites with interactive features, such as ERP systems, you do not need to select an interactive website type for your ICP filing. The system does not provide this option. Set Entity nature to Organization based on the nature of your sponsoring entity. Enter the actual purpose of the website in Website content, for example, Enterprise ERP management system or Enterprise resource planning system. Avoid using terms such as forum, social networking, or trading, which may trigger a pre-approval requirement. Do not enter a broad description, such as the scope of business of the sponsoring entity. Describe content that is real, specific, and verifiable. Compliant examples: software development and technical services, online sales of household goods, and company news and job postings.

Enter remarks based on your actual situation. If a domain name does not correspond to a website, explain the specific reason in the remarks. For example, the domain name is reserved for brand protection and no website will be built for it, or the domain name is used only for internal system access and does not need to display a public-facing website. Describe the actual purpose and the displayed content of the website in detail. Do not use a single phrase. If the system prefills or generates the remarks, add a specific description of the website content on top of the generated text. If you need to upload supporting material, such as a trademark authorization statement, mention the material in the remarks. For an individual filing, describe the real content of the website. Avoid wording such as blog, forum, communication, industry, or enterprise. Your website can provide an email address so that a small number of users can request an account, but do not display commercial wording such as business cooperation or request a trial. You can state in the About us section that the website is used for personal technical validation. Hiding the sign-up entry alone is not enough to avoid being classified as a platform. If your website supports multi-user sign-in or lets users create content, state explicitly in the remarks that the website is for your own use only, is not a platform, and provides no third-party services. |

Otherwise, you cannot proceed to the next step. If your submission is blocked because the contact information does not match, delete the current website information. Return to the ICP filing entity information step, correct the contact information for that person, and save it. Then enter the website administrator information again. If the website administrator needs a different set of contact details, assign a different person as the website administrator instead of changing the contact details here. |

Enter the mobile number you use most frequently. If the website administrator is the same person as the entity leader, the emergency contact number must be the same as the number in the ICP filing entity information. Provide a number that the person uses regularly and keep the number reachable. The communications administration calls this number to verify the ICP filing during the review. |

Enter a valid email address that can receive emails. If the website administrator is the same person as the entity leader, the email address must be the same as the address in the ICP filing entity information. Check the email domain carefully. For example, .cm instead of .com is a common mistake. If your submission is blocked because of the email address, delete the current website information, correct the email address in the ICP filing entity information step, and then enter the website administrator information again. |
The website administrator is the person who is responsible for the Internet Information Services in your ICP filing. The following requirements apply to the website administrator:

Same person: If the website administrator and the entity leader are the same person, the mobile number and the email address must be identical in both places.

Different people: If the website administrator and the entity leader are different people, their mobile numbers and email addresses must not be the same. Each person must provide their own valid contact details.

Verification: The website administrator must complete facial recognition verification and upload an ID document. An ID photo alone is not sufficient. If the entity leader is a different person, that person must submit ID material according to the requirements of the local communications administration.

Eligibility: The website administrator does not have to be the legal representative, unless the local communications administration requires it. Select a person who can complete facial recognition verification. Websites under the same sponsoring entity can have different website administrators. For an individual filing, the website administrator must be the entity leader.

Multiple orders: If one person is the website administrator for several websites or apps under the same sponsoring entity, use the same mobile number and email address in every ICP filing order.

Domain name identity verification: The website administrator does not need to match the domain name identity verification information. However, the domain name holder must match the filing entity (sponsoring entity).

Local requirements: Local communications administrations can impose additional requirements on the website administrator. Their review decision prevails.
Procedure
Enter website information on a PC

In the Enter Website/App Information step of the filing wizard, configure the settings by following the Website/app principal information guidelines. Then, click Complete. The following example shows the configuration for an organizational entity.
This page includes four configuration areas: Basic website information (Website name, Domain name, Website content, Website language, and Remarks), Website pre-approval information (Pre-approval), Website access information (Cloud service and ICP filing service code), and Website/app principal information (Name, ID type, ID number, Mobile number, Verification code, Emergency mobile number, and Email). If your domain name does not correspond to a website, you can explain the specific reason in Remarks. For example, the domain name is reserved for brand protection and no website will be built for it, or the domain name is used only for internal system access and does not need to display a public-facing website.

Optional: File for multiple websites or apps.
In the Enter Website/App Information step, click Add Another Website or Add Another App and follow the on-screen instructions. The List of Entered Websites/Apps appears, showing columns for Type, Name, Website/App domain name, Principal, and Actions. You can Modify or Delete existing entries.

Appendix 1: Naming conventions for organizational websites

Basic naming requirements

The name must contain at least three Chinese characters.

The name cannot consist solely of numbers or English letters, be a domain name, or contain special characters.
-
The name must be consistent with the actual content of the website. Note: If your website has not yet gone live, you can name it based on its planned future content. The final name is subject to the reviewer's feedback.

If you file multiple websites under the same entity, each website name must independently meet the preceding basic naming requirements. We recommend that you distinguish the names by combining an abbreviation of the entity's name with a functional suffix, such as "Example Corp Official Site" and "Example Corp Store". Do not use identical or highly similar names for different websites.

The website name must be related to the sponsoring entity's name, its abbreviation, its main business, or its own brand. This requirement applies to every ICP filing application. You cannot avoid it by switching accounts or by changing the filing entity (sponsoring entity).

If the website has no actual content yet, use the full name or the abbreviation of the sponsoring entity as the website name.

If you use a trademark as the website name, explain this in the remarks and provide the trademark registration certificate.

We recommend that you prepare several alternative names. If the initial review does not pass, the reviewer calls you and you can provide an alternative name. The review decision prevails.

Prohibited name categories

Names must not contain sensitive information such as anti-corruption, gambling, integrity, and pornography.

Non-governmental entities are prohibited from using national-level terms, such as China, Chinese, Central, People, People's Congress, or National.

Names must not contain terms like blog, forum, online, community, or exchange. If your site's function includes these, you must obtain pre-approval from the relevant authorities. For details, see Pre-approval.

Handling name validation failures

If the system blocks the website name, adjust the name as prompted. A message that the service name is too generic means that the name is too common, for example, Company Official Website. Make the name more distinctive by referring to your main business or your own brand.

If you are told that the website name involves a place name, an enterprise name, or industry information, change the name so that it reflects only the content of your personal website.

A website that is filed under an individual entity must not be used for business operations, industry services, or public-facing service systems. Otherwise, the ICP filing may be cancelled.

FAQ

How do I fill in Website content when I apply for an ICP filing for the first time?
Website content is a self-declared field. Select the option that matches your actual website content. The system does not verify the actual content of your website against this selection. The communications administration makes the final determination during its review.

If I already have an approved ICP filing under my account, can I reuse that information?
If your account already has an ICP filing entity approved by the communications administration, the system automatically reuses the principal information (such as name, ID number, and address) from that entity. These fields are populated as read-only. The order type is automatically set to Add Internet Information Services for an Existing Entity.

Do I need to suspend DNS resolution for my domain name during the ICP filing process?
If your ICP filing has not yet been approved, suspend or remove DNS resolution for the domain name until the filing is approved, and then reconfigure the resolution. The system does not enforce this, but some communications administrations require DNS resolution to be disabled during the filing period. Check the specific requirements of your local communications administration.

The system reports that the contact information of the principal is inconsistent when I submit website information. What should I do?
Correct the contact details in the ICP filing entity information step, and then enter the website information again. This message appears when the website administrator and the entity leader are the same person but their contact details are different. Delete the current website information, return to the ICP filing entity information step, correct the contact details, and save them. If you need different contact details, assign a different person as the website administrator.

The website name is blocked or reported as generic after I submit it. What should I do?
Adjust the website name according to Appendix 1: Naming conventions for organizational websites or Appendix 2: Naming conventions for personal websites. Common causes are prohibited wording in the name, a name that is not related to the sponsoring entity, and a name that is too common. Explain the situation in the remarks. The initial review and the decision of the communications administration prevail.
