According to the Administrative Measures for the ICP Filing of Non-commercial Internet Information Services, the requirement for an ICP filing for your website or app depends on where its server is located. If your server is located in the Chinese mainland, you must complete the ICP filing through the server's access provider.

Notes

To complete an ICP filing with Alibaba Cloud, you must associate or purchase an Alibaba Cloud server located in the Chinese mainland:

If your website or app uses Alibaba Cloud resources located in the Chinese mainland, Alibaba Cloud acts as your network access provider and provides an ICP filing service. If your cloud resources are in nodes in regions such as China (Hong Kong) or other locations outside the Chinese mainland, an ICP filing is not required.
If you use servers from other vendors, such as on-premises data centers, Huawei, or Tencent, you must contact the corresponding vendor to complete the ICP filing.

Alibaba Cloud servers eligible for ICP filing

Only the following cloud products (servers) are eligible for an ICP filing through the Alibaba Cloud ICP Filing service. You can log on to the ICP Filing console to check whether the servers under your account meet the requirements. If your servers do not meet the requirements, you can use the Purchase link in the table to purchase an eligible server.

ICP filing rules for other Alibaba Cloud services

OSS	When you bind a custom domain name to an OSS endpoint, you must apply for an ICP filing for the custom domain name.	The domain name must have an ICP number from the Ministry of Industry and Information Technology (MIIT). CDN	When you use Alibaba Cloud CDN POPs in the Chinese mainland in the Chinese mainland, you must apply for an ICP filing.	The domain name must have an ICP number from the MIIT. WAF	When you use Alibaba Cloud WAF for security protection for a domain name hosted on a server in the Chinese mainland, you must apply for an ICP filing.
IP Address of Anti-DDoS Proxy instance	When you use Alibaba Cloud Anti-DDoS for a domain name hosted on a server in the Chinese mainland, you must apply for an ICP filing.

Servers for ICP filing and ICP filing service codes

An ICP number, such as Beijing ICP Bei ******** Hao, is the number issued by the local communications administration after your ICP filing application is approved. An ICP filing service code is a random string generated by Alibaba Cloud, such as ********-****-****-****-************. The two use different formats. Do not enter an ICP number in the ICP filing service code field. To obtain an ICP filing service code, you must first purchase an Alibaba Cloud server in the Chinese mainland that is eligible for ICP filing.

An ICP filing service code is a unique, randomly generated string provided by the Alibaba Cloud ICP Filing system. This code is used to associate the server for ICP filing with the website or app that is being filed.

Get an ICP filing service code

First, ensure that your server meets the requirements in the list of Alibaba Cloud servers eligible for ICP filing. If you do not have an eligible server or your current server does not meet the requirements, you must purchase or renew an eligible server.

An eligible ECS instance can generate up to five free ICP filing service codes. Each time you submit an ICP filing for a website or app, one service code is consumed. The remaining unused service codes can still be used for subsequent ICP filings under the same account.

An ICP filing applies to the domain name, not the server IP address. After you complete the ICP filing for a domain name on Alibaba Cloud, the domain name can be resolved to any Alibaba Cloud server in the Chinese mainland. You do not need to file each server separately.

Recommended approach

We recommend that you initiate the ICP filing directly under the Alibaba Cloud account that owns the cloud server. In this case, the system automatically generates a service code and no additional authorization is required. If you initiate the filing under the account that owns the domain name instead, the account that owns the server must first complete enterprise verification and authorize a service code, which involves more steps.

If a cloud product is used to file under the account that owns it, you do not need to apply for a service code in advance. You can select the instance directly when you submit the filing.
If a cloud product is used to file under another account, you must click Authorize Other Accounts for ICP Filing to apply for a service code in advance.
Only enterprise-verified accounts (accounts verified as individual businesses are excluded) can authorize other accounts to use their service codes for ICP filing. Each account can authorize up to 10 different accounts per calendar year.

View the status and quantity of ICP filing service codes

You can log on to the ICP Filing Service Code Management console with the Alibaba Cloud account that owns the server to view the status and quantity of your service codes.

The number of available service codes varies by server type. We recommend that you go to the Manage Instances for ICP Filing page to check the number of available ICP filing service codes. If you have reached the limit, you can purchase a service code and associate it with an instance to increase the number of filings that you can perform. You cannot complete an ICP filing by only purchasing a service code.
Service codes generated by this account: Includes service codes generated from cloud products purchased with this Alibaba Cloud account, paid service codes, and service codes generated through other methods.
Service codes authorized to you by others: Includes service codes authorized to this account by an enterprise account.

Not associated with an instance	The service code is not associated with a cloud service. Note Only paid service codes can have this status. You can purchase a service code and associate it with a cloud product instance.
Filing in progress	The service code has been used for an ICP filing that is in progress.
Filed	The ICP filing for this service code is complete. The code cannot be refunded or reused.
Refunded	This is an invalid Filing Service code and cannot be used for ICP filing. Note Only paid service codes can have this status.

Does selecting an ECS instance for ICP filing affect the instance?
No. Selecting an ECS instance for an ICP filing is used only to prove to the communications administration that you have an eligible server in the Chinese mainland. The ICP filing system does not make any changes to the ECS instance:
- No restart: The running status of the instance remains unchanged.
- No configuration changes: The instance type, security groups, and network configurations are not affected.
- No network restrictions: The public IP address and bandwidth remain unchanged.
- No data impact: Disk data is not affected by any operation.
After the ICP filing is approved, the ECS instance continues to serve website traffic normally.
