According to the Notice on Regulating the Use of Domain Names for Internet Information Services, the Alibaba Cloud ICP Filing Management System verifies domain name registration information. If your domain name fails domain verification, the communications administration requires Alibaba Cloud to suspend your access service. This topic explains the scope and requirements for domain verification.
Scope of domain verification
The scope of domain verification varies based on the ICP filing type, such as an initial filing or a filing modification. All domain names that fall within the verification scope must meet the verification requirements.
ICP filing type | Scope of domain verification | Remarks |
Initial filing | Verifies all domain names. | None |
New internet information service | Verifies all newly added domain names.
Filing modification | Verifies domain names that have been successfully filed for the entity since January 1, 2018. | The communications administrations in some provinces verify that the domain suffix of your domain name was approved by the MIIT after January 1, 2018. A filing modification cannot be submitted for a domain name with an unapproved suffix. |
Entity deregistration | No domain verification is required. | After the filing is deregistered, the domain name must pass verification if you submit it for a new filing. |
Internet information service deregistration
Service provider cancellation | No domain verification is required. | After a service provider cancellation, domain verification is not required if you re-apply for access service later. |
Domain verification requirements
To complete an ICP filing application, your domain name must meet the following requirements. If your domain name resolves only to servers outside the Chinese mainland, an ICP filing is not required.
Requirement 1: MIIT-approved domain suffix
On the MIIT website, go to the China Internet Domain System page to find the list of approved domain suffixes (top-level domains). Domain names with suffixes not listed in the Appendix: List of domain suffixes are ineligible for ICP filing.
Requirement 2: Approved domain registrar
Use WHOIS to find the registrar of your domain name.
On the MIIT website, go to the Domain Registration Service Institution Approval Status page to verify that the registrar is approved.
If the registrar is not approved, you must transfer your domain name to an approved registrar. For more information, see Transfer a domain name to Alibaba Cloud.
If the registrar is approved, you can proceed with the filing.
Use WHOIS to query the registrar of your domain name. For example, if you query
taobao.com, the registrar is Alibaba Cloud Computing (Beijing) Co., Ltd. Then, on the Domain Registration Service Institution Approval Status page, confirm that this registrar is approved.NoteThe Alibaba Cloud international site (alibabacloud.com) uses an international domain registrar. Before you can apply for an ICP filing for a domain name registered on this site, you must transfer it to a Chinese mainland registrar and complete real-name verification.
Requirement 3: Consistent registrant and entity information
After you complete real-name verification or modify registrant information, you must wait two to three days for the information to synchronize with the MIIT system before applying for an ICP filing:
For a domain name registered with Alibaba Cloud: You can submit your filing application for an initial review by Alibaba Cloud. After the application passes this review, the system automatically delays the final submission to the communications administration to ensure data synchronization. For more information about the verification process, see Real-name verification overview.
For a domain name not registered with Alibaba Cloud: You must wait two to three days before you submit your filing application for the initial review by Alibaba Cloud.
The domain name used for the filing must have a sufficient validity period:
Use the WHOIS tool to check the expiration date of your domain name. The validity period requirements vary by province, but you must ensure that your domain name has more than 45 days of validity remaining. If it does not, complete a domain renewal first.
The real-name verification information of the domain name must be consistent with the entity information:
In the Domain Names console, go to the Domain Names page. Find the domain name, and then click Manage in the Actions column to view its real-name verification information.
NoteIndividual filing: The real-name verification information (registrant name, certificate type, and certificate number) must be consistent with the entity information.
Enterprise filing: The real-name verification information (registrant name, certificate type, and certificate number) must be consistent with the information of the entity or the entity representative. The real-name verification certificate type must also match the certificate type of the entity.
For common entity types and their corresponding certificate types, see Examples of certificates for common entity types.
Verify that the real-name verification information of the domain name is consistent with the entity information you provide for the filing.
The following table describes common inconsistencies. For more information, see Inconsistent domain name and filing entity.
Problem
Solution
The domain name is registered to an individual and cannot be used for an enterprise filing.
The real-name verification information for the domain name is missing the certificate type or number.
The certificate type in the real-name verification information for the domain name does not match the certificate type of the filing entity.
Modify the registrant information (transfer ownership) and then reapply for the filing.
NoteAfter the information is modified, wait two to three business days for data synchronization.
The entity name of the registrant (in Chinese) does not use the correct Chinese-language parentheses.
When you apply for an ICP filing, you only need to file for the primary domain name, such as example.com. After the filing is complete, all its subdomains, such as www.example.com, can be used without a separate filing.
