Transfer an ICP filing to Alibaba Cloud

If your domain name already has an ICP filing with another service provider but you want to deploy services on Alibaba Cloud, you must complete a transfer ICP filing. This process adds your domain name to the Alibaba Cloud ICP Filing system, letting you host the domain name on an Alibaba Cloud server. A transfer ICP filing does not affect your filing data with the original service provider, and your original ICP filing number remains unchanged. After a successful transfer, you can use server resources from multiple service providers for the same domain name.

According to the regulations requiring access providers to record ICP filing information, Alibaba Cloud cannot retrieve your filing information from your previous service provider. Therefore, you must submit a new application with all required documents in the Alibaba Cloud ICP Filing system. The process is nearly identical to an initial ICP filing.

Use cases

  • Domain name has an ICP filing but is not hosted on Alibaba Cloud: Your domain name has an ICP filing with another service provider, and you want to host it on Alibaba Cloud.

  • Using multiple service providers: You use resources from both Alibaba Cloud and another service provider for the same domain name. This requires you to complete a transfer ICP filing with each provider.

  • Server subscription is expiring or you are changing service providers: Your ICP filing with the original service provider is still valid, but you need to migrate your services to Alibaba Cloud.

Before you begin

  1. Confirm your domain name's ICP filing information.

    • Log on to your original service provider's platform to check your entity information (such as company name and ID number) and ICP filing number.

    • Ensure that the domain name has completed real-name verification and that the registrant information matches the filing entity.

    • Ensure that your domain name has more than three months of validity remaining to prevent your application from being rejected.

  2. Prepare an Alibaba Cloud account.

    Each Alibaba Cloud account can be used to apply for an ICP filing for only one entity, which can be a company or an individual. If you need to file for multiple entities, you must use a separate Alibaba Cloud account for each application.

  3. Prepare an Alibaba Cloud ECS instance for the filing.

    • Method 1: Purchase an ECS instance with your current account.

      Note

      The server must meet the following requirements:

      • The server must be in an Alibaba Cloud Chinese mainland region.

      • The subscription duration must be three months or longer (including renewals).

      • You must purchase public bandwidth.

    • Method 2: Associate an ECS instance from another account.

      Use the account that purchased the server to generate a service code in the ICP Filing console and assign it to the filing account. For detailed instructions, see Authorize another account for ICP filing.

      Note

      Only accounts that have completed enterprise real-name verification (excluding sole proprietorships) can authorize other accounts to use their purchased ECS instances for ICP filings.

Procedure

Step 1: Log on to the ICP filing system

Log on to the Alibaba Cloud ICP Filing system with an Alibaba Cloud account not previously used for another entity's ICP filing.

Step 2: Start a transfer ICP filing

Existing filing information

On the My ICP Filings page, click Add/Access Other Services.

No filing information

On the My ICP Filings page, click Start ICP Filing.

Step 3: Submit filing information

Follow the on-screen instructions to enter your filing information, upload the required documents, and submit your application for review. After your application is approved, you can use Alibaba Cloud services with your domain name. For a detailed guide on the filing process, see ICP Filing Process.

Step 4: Configure DNS resolution

After your filing is approved, you can point your domain name's DNS resolution to the public IP address of your Alibaba Cloud ECS instance. This allows users to access your website through the domain name. For details, see Add a DNS record.
