Documents Required for ICP Filing

Prepare all required documents before starting your ICP filing. The system verifies document authenticity after upload. Once ready, follow the ICP filing procedure to begin.

Before You Begin

To file with Alibaba Cloud, first associate or purchase a server that is eligible for ICP filing:

  • If your website or app uses Alibaba Cloud resources in the Chinese mainland, Alibaba Cloud serves as your Internet access service provider for ICP filing. Prepare documents as described in Prepare Your Documents.

  • If your Alibaba Cloud resources are outside the Chinese mainland (such as Hong Kong (China) or overseas regions), no ICP filing is required.

  • If you use a non-Alibaba Cloud server (such as an on-premises data center, Huawei Cloud, or Tencent Cloud), contact that provider for ICP filing.

Prepare Your Documents

  • If you select Individual as the Filing Type, prepare the documents required for an individual filing.

  • If you select Government Agency, Public Institution, Enterprise, or Social Organization as the Filing Type, prepare the documents required for an enterprise filing.

Important
  • The system identifies required documents based on your filing scenario. Upload only the documents requested on the filing page.

    • ID cards, business licenses, and other qualification certificates are mandatory. Upload these during the filing process.

    • Other documents are optional, required only by specific provincial communications administrations.

  • Supported formats: JPG, JPEG, PNG, GIF. File size: 200 KB to 4 MB.

  • Availability requirements

    • Clarity and completeness: Minimize file size while keeping all text and details sharp and legible.

    • Upload a clear color photo or scan of the original document, including full borders.

      Do not upload photocopies, black-and-white scans, photos of documents displayed on a screen, electronic documents, or re-scanned images.
  • Validity requirements

    • Document expiration date (ID cards, business licenses, etc.): Must remain valid for at least three months after your ICP filing submission.

    • Authorization letters and supporting documents (such as a Letter of Authorization or change verification document): Must be issued within three months of your filing submission date.

    • Work certificates (Sichuan) and domain name certificates (Hunan): Must be issued within 45 days of submission.

    • Business description documents (Hubei) and authorization letters (Hebei): Must be issued within six months of submission.

Website Construction Proposal

  • Guangdong and Hubei require a website construction proposal if your entity has multiple domain names.

  • Hunan requires a website construction proposal for all new filings, regardless of entity status.

Temporary or permanent residence permit

Fujian requires a residence permit (original or color copy) if the registered address on your ID card is in a different province.

Network Deployment Plan

For website filings, submit a network deployment plan covering the filed domain names. Include:

    • Purpose of multiple websites (or domain names) and how you plan to extend domain usage.

  • Network deployment plan: Device configuration, network structure, technologies used, and deployment details.

  • Network security and information management policies:

    • Network security defense measures.

    • Information security control policies and emergency response plans.

  • Declaration of commitment:

    • You must declare that your filing information is true and valid and that your website content complies with laws and regulations. You must also agree that if discrepancies are found, or if domain trading or illegal activities occur, your website will be shut down, your ICP filing will be canceled, and your entity will be added to the blacklist.

    • The commitment statement must be signed by the website administrator and stamped with an official seal.

      Note

      Sign, stamp, or affix a fingerprint. You can then either print the document, take a photo, and upload the image, or print and fill out the document, scan it to a PDF file, and email the color scan to the designated address.

If unavailable, apply for the ICP filing in the province where the ID card is registered. No residence permit is needed in that case.

Letter of Authorization

Some provincial and municipal communications administrations require a Letter of Authorization if the entity leader or website/app administrator is not the legal representative. This letter verifies that domain registration information is compliant.

Business Description Document

Sichuan requires an entity commercial statement if the entity name, business scope, website name, or remarks include “commercial.” No commercial ICP license is needed in this case.

Compilation Office Certification

Yunnan, Inner Mongolia, Heilongjiang, and Jiangxi require public institutions and government agencies to submit a Compilation Office Certification from their superior administrative department.

Some provincial communications administrations require the domain name to be registered in your enterprise’s name. If it is registered in an individual’s name, submit a Certificate of Domain Name Registration for Internet Information Services.

FAQ

Question 1: My image meets the format and size requirements, but the system still shows Upload Failed. What should I do?

Answer: Switch from Wi-Fi to mobile data and try uploading again.

Question 2: During an ICP filing, must both the sponsoring entity leader and the website administrator be the legal representative?

Answer: Not necessarily. Some provincial and municipal communications administrations require a Letter of Authorization if the entity leader or website/app administrator is not the legal representative.

Question 3: During an ICP filing, can I complete facial recognition for the legal representative first and then upload the ID card photo separately?

Answer: No. These steps cannot be performed separately. If the person completing facial recognition cannot provide an ID card photo, change the website administrator to someone else.
