Alibaba Cloud preliminary review
After you submit the ICP filing application, Alibaba Cloud reviewers review your information and documents to confirm that they meet the requirements. The reviewers will also call you to verify the authenticity of your information.
ImportantEnsure that you can be reached by phone during the ICP filing period so that Alibaba Cloud or the communications administration can contact you. Alibaba Cloud makes outbound calls from the following numbers: 95187, 0571-28950404, 0571-28950440, 0571-28958484, 0571-28959449, 0571-28959494, and 0571-88049969.
Provide additional documents
During the preliminary review, the reviewer may inform you over the phone that you need to submit additional documents. You may also be required to complete other verification procedures based on the rules of your local communications administration and your specific filing scenario.

Mail documents (Optional)
During the Alibaba Cloud preliminary review, you may be required to mail documents to a specified address. This requirement depends on the materials you submitted and the rules of your local communications administration. Please follow the instructions provided in the system or by the reviewer.
NoteYou can use any courier service. However, cash on delivery (C.O.D.) is not accepted. Shipments sent C.O.D. will be rejected.
After Alibaba Cloud receives your mailed ICP filing documents, the documents are processed within 1 to 2 business days. The status in the ICP Filing system is automatically updated after the processing is complete. Please wait for the status to update.

After you submit an ICP filing application, you can check the review status for each stage in the Alibaba Cloud ICP Filing system. The preliminary review includes the following steps.
If your ICP filing application is rejected, please modify it according to the reason for rejection and resubmit it promptly. For more information about common rejection reasons, see Filing Rejection FAQ.
ICP filing preliminary review: After you submit your ICP filing order for preliminary review, the order is reviewed within 1 to 2 business days. The actual review time may vary.
Submission to the communications administration: If the order status is Pending Submission to Communications Administration, an Alibaba Cloud review specialist submits the order to the communications administration for review within 1 to 2 business days. The actual submission time may vary.
