Note After successfully filing one website, follow these steps to file additional websites. Submit a network deployment plan or explanation for each new website. The website administrator must sign it. Organizations must also stamp it with their official seal. Individuals need only sign. No template is required, but your plan or explanation must include the following. A description of the website’s service content, including screenshots or design diagrams, section and content descriptions, purposes of multiple websites or domain names, and how domain name extensions are used. A network deployment plan, including device configurations, network structure, technologies used, and deployment details. A network security and information security management policy, including network defense measures, information security controls, and emergency response plans. A commitment to accept penalties if errors are found in entity information, if the website’s actual content differs from the filed information, if domain names are transferred, or if website content violates China’s “Nine Prohibitions.” Penalties include website shutdown by the access provider, cancellation of the ICP filing by the communications administration, and blacklisting.
Scan your network deployment plan or explanation into a PDF file. Name the file using your organization’s full legal name. Email the file to hunanbeian@xca.gov.cn. Use “Access Provider + Full Legal Name of Organization” as the subject line.
