You must submit the ICP filing application through your server provider’s filing platform. Contact your server provider for their ICP filing process.

Using a non-Alibaba Cloud server

To get an ICP filing service code, you must purchase a cloud service that meets the requirements for ICP filing.

• If you do not have an Alibaba Cloud server for the ICP filing: You must first purchase a server or cloud service that meets the ICP filing requirements. You will then receive an ICP filing service code for free. For more information, see Prepare and check a cloud server.

• If you use a non-Alibaba Cloud server for the ICP filing: If you purchased your domain from Alibaba Cloud but your server is from another provider, you must complete the ICP filing process with that server provider and contact them for an ICP filing service code.

ECS instance with no eligible IP address

For an ECS instance to be eligible for ICP filing with Alibaba Cloud, it must be a subscription instance located in a Chinese mainland region and have public bandwidth. If your instance does not have a public IP, you must purchase public bandwidth first. For instructions, see the Modify public bandwidth section in Configuration change overview.

Domains linked to a TrustPass store

You do not need an ICP filing service code for an ICP filing for a TrustPass store. You must point the domain you are filing to your TrustPass store or corporate website. Then, log on to the ICP Filing system to submit the ICP filing application.

Reusing an ICP filing service code

No. Once an ICP filing service code has been used for a successful ICP filing, it cannot be reused for another domain.

Service codes after ICP filing cancellation

No. After an ICP filing cancellation, the associated ICP filing service code cannot be recovered, deleted, or used for a new application.

All service codes have been used

If you have used all the ICP filing service codes allocated to your server, you must purchase a new server to apply for more ICP filing service codes.

Service code usage and purchasing

Each ICP filing service code can be used to file for only one domain. After a successful ICP filing, the code is marked as 'used'. When you purchase a server that meets ICP filing requirements, you receive a specific number of free ICP filing service codes. If all free codes have been used and you have reached the maximum number of codes allowed for the cloud service, you must purchase an ICP filing service code to file for additional domains.

Empty cloud service instance list

• If you recently purchased the cloud service, the instance list may be empty because the service information has not yet synchronized. Wait a few minutes and then refresh the page.

• If it is not a newly purchased cloud service, first verify that you have selected the correct cloud service. Then, log on to the ICP filing console to check whether the cloud service has reached its quota for free ICP filings.

  • If the free ICP filing quota is reached, you can use a paid ICP filing service code and associate it with a server under the same account.

  • If the free ICP filing quota has not been reached but the instance is not in the list, use the search function to find the instance by entering its instance name.
