Paid ICP filing service numbers
This topic describes how to purchase, bind, and request a refund for a paid ICP filing service number. You can purchase a paid ICP filing service number and bind it to an instance once you exhaust your free filing quota.
Before you begin
Select the service number management operation that matches your scenario.
An ICP filing service number must be bound to a server that meets ICP filing requirements before use. You cannot complete an ICP filing by purchasing an ICP filing service number alone.

When the free ICP filing quota for a cloud service is exhausted, you must purchase an ICP filing service number and bind it to a service instance. You can view the free ICP filing quota for your account on the Filable Instance Management page. Note If you cannot find the service instance on the Filable Instance Management page, first confirm that the server meets the ICP filing requirements (for example, an ECS instance with a subscription duration of at least 3 months and public bandwidth enabled). You can request a refund for a paid ICP filing service number if it has not been bound to a service instance within its one-year validity period. |
Purchase and bind a service number
Because an unbound ICP filing service number lacks IP address information, you must bind it to an instance before filing.
Purchase an ICP filing service number.
Purchase an ICP filing service number from the ICP Filing Service Number product page.
View and bind the ICP filing service number.
Log on to the Service Number Management console. In the Actions column for the service number, click Bind.
From the Select service type drop-down list, select the service type. From the Select service instance drop-down list, select the service instance ID, and then click OK.
NoteIf you cannot find the target service instance in the Select service instance list, first purchase a cloud service that meets the ICP filing requirements, and then bind the instance for ICP filing. You can bind up to 20 additional paid ICP filing service numbers to each instance.
After the binding is complete, the status of the service number on the Service Number Management page changes to Available.
Authorize another account to use a service number (optional for real-name verified enterprise accounts).
On the Service Number Management console, find the target instance and click Authorize Other Account to File in its Actions column.
Enter the Number of Service Codes, authorized account ID, and optional Remarks. Then, complete the SMS verification and click Generate and Authorize.
First-time authorization: Complete verification by using the SMS verification code, click Generate and Authorize, and then click OK in the confirmation dialog box.
Subsequent authorizations: Click Generate and Authorize. In the confirmation dialog box, click OK.
NoteThe authorized account ID is typically the ID of another Alibaba Cloud account that requires an ICP filing. You can log on to that account to view the account ID.
Refund a paid service number
Log on to the Alibaba Cloud Service Number Management console.
On the Service Number Management page, find the target ICP filing service number and click Refund in the Actions column.
In the confirmation dialog box, click OK.

What can I do when the ICP filing service numbers of my server are used up?
You do not need to purchase a new server. When the free ICP filing quota for a cloud service instance is used up, you can purchase paid ICP filing service numbers separately and bind them to an existing target instance. You can bind up to 20 additional paid ICP filing service numbers to each instance.
To bind a newly purchased ICP filing service number, log on to the Alibaba Cloud Filing Service console and find the target instance by instance ID on the Service Number Management page. For instructions, see Purchase and bind a service number.
The bound instance must still meet the ICP filing requirements. For example, an ECS instance must have a subscription duration of at least 3 months and public bandwidth enabled.
