Problem description
The qosTargetRequester parameter in the request contains an invalid value.
Causes
You submitted a Quality of Service (QoS) configuration request with a qosTargetRequester value that is either empty or exceeds 1,024 characters.

Solutions
Set qosTargetRequester to a non-empty string of no more than 1,024 characters, then resubmit the request.
