Problem description
Upload requests are throttled because the upload traffic from your Alibaba Cloud account exceeds the upstream bandwidth limit for your region.
Causes
Each Alibaba Cloud account has a default upstream bandwidth limit. When upload traffic exceeds this limit, OSS throttles incoming requests until traffic drops below the threshold.

Examples
You initiate upload requests to a bucket. Because the upload traffic is too high, throttling is triggered.
Solutions
Request a higher bandwidth limit. For workloads that consistently exceed the default limit — such as offline big data processing — contact technical support to request an increase. Upstream bandwidth can be raised from 10 Gbit/s up to 100 Gbit/s.
