Problem description
The number of resources in Key Management Service (KMS) has reached the upper limit.
Causes
OSS server-side encryption requires a customer master key (CMK) to be generated in KMS. The CMK cannot be created because the number of resources in your KMS account has reached the upper limit.
Examples
You configure OSS server-side encryption using a KMS-managed CMK, but the CMK creation fails because the number of CMKs in your KMS account has reached the upper limit.
Solutions
Check your KMS quota usage and delete CMKs that are no longer needed.
