A CLB resource plan is a prepaid package for Classic Load Balancer (CLB). After a resource plan takes effect, it automatically offsets the instance fees and LCU fees that your CLB instances generate. You can flexibly set the resource plan's effective time to suit your business needs.

Important

CLB resource plans apply only to pay-as-you-go instances that use performance-based billing. They do not apply to specification-based pay-as-you-go instances or subscription instances. Before you purchase a resource plan, check the billing method of your instance on the instance details page.
CLB resource plans offset only instance fees and LCU fees. They do not cover public IP retention fees, specification fees, data transfer fees, or bandwidth fees. To offset data transfer fees, purchase a data transfer plan.

How offsets are calculated

Billable item	Offset ratio	Description
Instance fee	Offset at a rate of 3 LCUs per hour	As long as an instance is not released, it consumes a fixed 3 LCUs per hour.
LCU fee	Offset at a `1:1` ratio based on actual usage	The offset matches the actual LCU usage. 1 LCU from a resource plan offsets 1 LCU of consumption.

Example

If a CLB instance runs for 24 hours and consumes 100 LCUs, the total offset from your resource plan is calculated as follows:

Instance fee consumption: 3 × 24 = 72 LCUs
LCU fee consumption: 100 LCUs
Total consumption for the day: 72 + 100 = 172 LCUs

Offset cycle and priority

Offset cycle: Offsets are applied on an hourly basis.
Offset priority: If you have multiple resource plans, the one with the earliest expiration date is used first.
Excess usage: After a resource plan is depleted, additional usage is billed on a pay-as-you-go basis.

Purchase CLB resource plan

Important

A plan that has not been used can be fully refunded within 30 days of purchase. After a resource plan takes effect, partial refunds are supported (refund amount = refundable value of the original order - consumed amount). Any unused LCUs are forfeited upon expiration and cannot be transferred. For details, see Unsubscribe from a resource plan.

Log on to the CLB Resource Plan page and click Buy Now.
On the CLB Resource Plan - China Site page, complete the configurations and click Buy Now.
- Area: Select Chinese mainland or Regions outside the Chinese mainland. Resource plans offset the instance fees and LCU fees for performance-based CLB instances in the corresponding area.
- Resource Plan Specifications: Different specifications provide different amounts of LCUs.
- Quantity: You can stack multiple resource plans and purchase an unlimited quantity.
- Effective Time: You can set the plan to take effect either immediately or at a specified time. We recommend selecting the time based on your business needs.
- Custom Time: This parameter is required only when you set Effective Time to Custom Time (Hourly).
- Validity Period: The default validity period is 1 year and cannot be changed.
Confirm Order and complete the payment.

View resource plan usage

Log on to the CLB Resource Plan page and click My resource plans . In the Expenses and Costs console, on the Resource Plan page:

In the Actions column for a resource plan, click View Summary to view its expiration time, remaining balance, and usage chart.
Click the Details tab to view a detailed breakdown of offsets.

To review offset details on your bill, go to the Billing Details page. Set Product Name to Cloud Load Balancer and Commodity Name to Classic Load Balancer (Pay-as-you-go) , then click Search. The Deducted by Resource Plan column shows the offset details.

The Expenses and Costs console supports Customize Columns and Export . You can click the corresponding icons in the upper-right corner of the table to customize the displayed columns and export data.

Set low balance alerts

You can set up alerts to receive notifications through SMS, email, or internal messages when the remaining balance of a CLB resource plan reaches a certain threshold.

Log on to the CLB Resource Plan page and click My resource plans.
In the Resource Plan area, click Set Remaining Quota Alert on the right. Set the threshold for the remaining balance and click OK.

The following table describes the parameters.
- Unified Low Balance Alert Settings: When you turn on the Unified Low Balance Alert Settings switch, alerts for all resource plans are also enabled.
- Remaining Usage Ratio: The percentage of remaining usage at which to trigger an alert. You can select 5%, 10%, 20%, or 30%.
- Resource Plan Name: To set different alert thresholds for different resource plans, turn on the Enable Alert switch and set a Remaining Usage Ratio. You can select 5%, 10%, 20%, or 30%.
In the top navigation bar, hover over the icon and click Notification Management.
On the Common Settings page, find Notifications of Product Expiration and select a Notification Method. You can click Action in the Action column to confirm or edit message recipients.

FAQ

Cost-effectiveness

Yes, CLB resource plans always offer better pricing than the performance-based billing method. The larger the specification you purchase, the greater the savings.

Choosing a specification

You can use the CLB LCU Calculator to estimate your LCU consumption and then select a suitable resource plan specification. When estimating, consider the following:

Fixed instance fee consumption: Each instance consumes 3 LCUs per hour.
LCU fee consumption: This is based on your actual usage.

Unexpected charges

Your resource plan has not yet taken effect.
CLB resource plans apply only to performance-based pay-as-you-go instances. They do not apply to specification-based pay-as-you-go instances or subscription instances.
CLB resource plans offset only the instance fee and LCU fee. They do not cover fees such as the public IP retention fee, specification fees, data transfer fees, or bandwidth fees. To offset data transfer fees, purchase a data transfer plan.

Effective time

This depends on the Effective Time you selected during purchase:

Effective Immediately: The plan takes effect immediately after payment.
Custom Time (Hourly): The plan takes effect at the custom time you specified.

Multiple plan priority

Offsets are applied based on the expiration date of the plans. The plan that expires soonest is used first, regardless of its purchase time.

When a plan is depleted

After a resource plan is depleted, additional usage is billed on a pay-as-you-go basis. We recommend setting up a low balance alert to receive notifications and purchase a new plan promptly.

Unused credit on expiration

When a resource plan expires, you forfeit any unused LCU credit. This credit cannot be transferred or extended. We recommend choosing a specification that matches your actual usage.

Troubleshooting fast consumption

CLB resource plan billing is based on LCU usage. The maximum value of the following dimensions determines the hourly LCU consumption: new connections, concurrent connections, data processing volume (traffic), and rule evaluations (for HTTP/HTTPS listeners only; this metric is not visible in the CLB console).

If a resource plan is consumed quickly despite low connection loads in your monitoring data, data processing volume (traffic) is typically the dominant factor. Check the metrics for each of these dimensions on the monitoring page of the CLB console, paying close attention to the data processing volume.
