Real-name registration for Short Message Service sub-port numbers
Policy details
Dear Alibaba Cloud Short Message Service users,
To further regulate the SMS market and protect user rights, Alibaba Cloud is implementing a real-name registration process for SMS signatures. This change complies with requirements from the Ministry of Industry and Information Technology (MIIT) and carriers. This document explains these policy changes and their potential impact.
According to the latest requirements from the MIIT and carriers, all SMS messages can be sent only after you complete the real-name registration process with the carrier.
If registration is incomplete, your SMS messages may fail and return the following error code:
-
PORT_NOT_REGISTERED: The sub-port number has not completed enterprise real-name registration.
While real-name registration with carriers typically takes 5 to 7 business days, it can extend to 7 to 10 business days for some. These timelines are not guaranteed, and the process may take longer. Please plan your business activities accordingly. We recommend applying for the required qualifications and signatures in advance and allowing sufficient testing time to ensure registration is complete before production use.

FAQ
For more questions about the SMS signature real-name filing, see FAQ about signature real-name filing.
What is real-name filing?
During real-name registration and filing, Alibaba Cloud submits the real-name information associated with your sub-port number to carriers and providers for review.
How to check if filing is successful?
Log in to the Short Message Service console and navigate to the Signature Management page. Check the Carrier Filing Result column in the signature list. If the result is Filed, it means that at least one carrier has approved the filing for one of your sub-port numbers. However, the progress of real-name filing systems varies among carriers. This can cause different filing speeds for sub-port numbers under the same signature. Additionally, some carriers may not synchronize their filing results with Alibaba Cloud. We recommend sending test messages in small, repeated batches to phone numbers from different carriers to observe delivery performance before sending messages in bulk.
How long does filing take?
On average, the carrier real-name registration and filing process takes 5 to 7 business days. Based on recent observations, the process for some carriers may take 7 to 10 business days. However, carriers do not guarantee this timeline, and the actual time required may be longer. We recommend that you plan your business activities accordingly and apply for the necessary qualifications and signatures in advance. Reserve sufficient time for sending tests to ensure the filing process is complete before you start using the service in production.
Why is the status "filing in progress"?
Your signature and real-name information may not meet carrier requirements. In this case, the carrier might reject the filing internally without returning the result. As a result, the Alibaba Cloud console continues to show the status as "Filing".
