FAQ

Suggestion

Enterprise information verification

The current operating status of the enterprise is abnormal.

Reason: The enterprise has been added to a list of businesses with abnormal operations.

Suggestion: Apply to the local market supervision department or the National Enterprise Credit Information Publicity System online to be removed from the list of abnormal operations. Then, resubmit your request.

What are the formatting requirements for the Enterprise Name and Unified Social Credit Code?

Enter them exactly as they appear on the enterprise certificate.

The enterprise name uses inconsistent parenthesis formats.

If the enterprise name contains full-width Chinese parentheses (for example, "(Xiamen)"), the system determines that the name does not match the verified entity name of your Alibaba Cloud account in the self-use qualification scenario, and displays the message "Please use English parentheses". Replace the full-width parentheses with half-width English parentheses (for example, "(Xiamen)") to pass the verification.

Does an enterprise certificate require a stamp?

The original color certificate does not need a stamp. A photocopy or black-and-white copy must be stamped with the official red seal of the enterprise.

What are the valid enterprise certificates?

Valid certificates include business licenses, organization code certificates, public institution legal person certificates, and social credit certificates.

The certificate is marked for use on a different platform.

Change the mark to For Short Message Service use only or For carrier registration use only.

Legal representative (or head of the public institution) certificate verification

The legal representative or head of a public institution is a foreign national or a resident of Hong Kong, Macao, or Taiwan without a Chinese national ID card.

The following document types are accepted as valid documents: Passport, Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents, Residence Permit for Hong Kong, Macao, and Taiwan Residents, or Other Types of Documents.

The individually-owned business does not have an official seal.

You can provide the signature of the legal representative (or head of the public institution).

The certificate is marked for use on a different platform.

Change the mark to For Short Message Service use only or For carrier registration use only.

Administrator certificate verification

What should the administrator do if they are unsure what to enter?

Administrator: The person who can log on to the account to submit and manage qualifications.

Is a stamp required for the administrator's certificate?

The original color certificate does not need a stamp. A photocopy or black-and-white copy must be stamped with the official red seal of the enterprise.

Enter the administrator's name, ID number, and ID validity period.

Enter them exactly as they appear on the ID certificate. If the validity period is long-term, enter December 31, 2099.

The administrator is a foreign national or a resident of Hong Kong, Macao, or Taiwan who does not have a national ID card.

According to carrier real-name registration rules for signatures, only mainland China ID cards are supported for administrators. Otherwise, the registration will fail.

The certificate is marked for use on a different platform.

Change the mark to For Short Message Service use only or For carrier registration use only.

The following table describes other common rejection scenarios for qualification reviews and provides recommended solutions.

Rejection reason

Recommended action

Incorrect or mismatched Unified Social Credit Identifier: The identifier does not match official records due to OCR recognition errors or incorrect manual entry.

Manually correct the identifier to ensure it matches the record in the National Enterprise Credit Information Publicity System, then resubmit. If prompted, provide the legal representative's information as required.

Enterprise name contains special characters: The enterprise name includes traditional Chinese characters, variant characters, or non-standard characters (such as "⼴").

Change the name to use standard simplified Chinese characters, or copy and paste the correct standard name.

Enterprise name does not match the Alibaba Cloud account name: When OCR recognizes the enterprise name from the uploaded business license, it may confuse Chinese parentheses with English parentheses or ignore them, so the recognized enterprise name differs from the real-name-verified entity name of the Alibaba Cloud account.

Check the enterprise name in the OCR recognition result. If the parentheses or other formatting differs from the original business license, manually correct it to match the original document exactly, and then resubmit.

Incorrect or inconsistent enterprise name: When OCR recognizes the business license, it may misrecognize certain characters in the enterprise name, causing the entered enterprise or institution name to not match the Alibaba Cloud account name.

Manually correct the misrecognized enterprise name to ensure it matches the certified enterprise name of the Alibaba Cloud account. Also check whether the Unified Social Credit Code is recognized correctly.

Incorrect Qualification Purpose selected: You selected third-party use when the business license and account entities match, or own use when they do not.

Select own use if the entities match, or select third-party use if they do not. If changing the purpose from "third-party use" to "own use" fails, create a new SMS qualification and submit the correct documents.

Incorrect administrator ID number: The ID number does not match the provided ID document.

Check and correct the administrator's ID number to ensure it matches the ID document, then resubmit.

Review failed for Private Non-Enterprise Unit Certificate: The code was identified incorrectly by AI, or the legal representative's information is missing.

Manually correct the basic information. If you cannot provide the complete documents for the legal representative, you must follow the special filing process. Note that policies for this process are becoming stricter.

The qualification name does not match the certified enterprise name.

The Qualification Name field supports custom input and is used only to manage and distinguish your qualifications. It is not required to match the enterprise name. The certified enterprise name must match the name on the legal representative's certificate. If they do not match, go to Account Center > My Entities, click Change Enterprise Entity (not Update Enterprise Name), and follow the on-screen instructions to complete the change. Then, resubmit your qualification for review. Changing the enterprise entity does not affect business continuity; assets under the account are reassigned to the new entity.

SMS signature review rejections

If you select Registered Trademark as the signature source and your application is rejected with the reason "Trademark information not verified", you must provide the trademark registration number and the full trademark name in the scenario description. You must also ensure that the trademark status is Registered on the Trademark Office of China National Intellectual Property Administration website. Trademarks with an incomplete registration status (such as under review or public announcement) cannot be used as a signature source. Wait until the trademark is fully registered before applying for the SMS signature.

The following table describes common rejection scenarios related to signature naming and sources, along with recommended solutions.

Rejection reason

Recommended action

Lacks uniqueness or is overly simplified: The company's abbreviated name omits key identifying words, such as "Fengzhilan", "Yezaiwang", "Zhiketong", or "Yikuai Yiyao".

Modify the name to include a region, industry, or the full company name (for example, "Wuhan *** E-commerce", "Guangdong *** Information Technology", "Shanxi *** Network Technology", "Hunan ** Pharmaceutical Technology") to improve recognizability and comply with carrier requirements.

Neutral or generic terms: The signature name is too neutral (for example, "Cares for you") or corresponds to multiple enterprises, and may fail carrier filing.

Add a regional or core company name prefix, such as "Shanxi Cares for You Technology".

Incorrect signature source selected: The signature is the full or abbreviated name of an enterprise or a registered trademark, but the source was incorrectly set to a type that does not meet the latest carrier compliance requirements, such as Launched App.

Change the source to the correct type. If the signature name is the full or abbreviated name of your organization, select Enterprise or public institution. If it is a registered trademark, select Registered Trademark.

Signature source mismatch persists after providing the ICP filing and Power of Attorney: You provided the ICP filing and Power of Attorney when changing the qualification associated with the SMS signature, but the review result still indicates that the signature source is incorrect.

In More Documents, upload a screenshot showing the app listed in an app store and a screenshot of the app's login homepage as supplementary proof. Then, resubmit the application for review.

Inconsistent information in the Power of Attorney: The authorized party's name or the signature name in the Power of Attorney does not match the application details, or the document is missing a signing date.

Ensure the authorized party's name and the signature name in the Power of Attorney exactly match the details in the application, and add the signing date. If you change the signature name, you must update the Power of Attorney accordingly.

Trademark-related restrictions: The registered trademark name is too long or does not meet carrier requirements, or the trademark owner does not match the account's verified entity.

If the name is too long, use the enterprise name as the signature instead. If the trademark owner does not match the account entity, the trademark owner must apply for a third-party use qualification and signature, ensuring the real-name information is consistent with the signature source.

Signature name length exceeds the limit: The signature name must be 2 to 12 characters. The full name of an enterprise or public institution cannot be entered completely if it exceeds 12 characters.

Make sure the signature name is within 2 to 12 characters. If the full name of your enterprise or public institution exceeds 12 characters, use a compliant abbreviation that includes regional information. For example, shorten a 13-character name such as "Shanghai Sports Training Base Management Center" to a 12-character abbreviation such as "Shanghai Sports Training Base Center" or an 11-character abbreviation such as "Shanghai Sports Base Center".

After a signature passes the platform review, it must also be filed with the carriers. If your signature is approved but message sending fails, refer to the following recommendations.

Filing status

Recommended action

Review failed by some carriers / Filed and Pending Verification

Dynamic carrier policy adjustments or incomplete filing on some channels can cause an SMS signature to enter the Filed and Pending Verification state with certain carriers, such as China Unicom. Send a small number of messages frequently with this signature. The system will automatically complete the filing for the remaining channels. If your business is time-sensitive, you can activate the Verification code fallback solution or temporarily use another signature with the Available-Normal status.

Avoid triggering flow control.

During resending or testing, avoid sending multiple messages to the same number in quick succession.

SMS template review rejections

This section describes common reasons for template review rejections and provides recommended solutions.

Rejection reason

Recommended action

Content is vague or unverifiable

The template does not reflect the business content, and its meaning is unclear.

Test with actual business content by using the Quick Start and Test feature in the Short Message Service console.

The use case for the template is unclear.

In the scenario description, detail your business scenario, provide a link to your app or online business, and include a complete message example with all variables filled in.

The specified app, official account, or mini program cannot be found in app stores.

Provide the correct link to your business scenario or a link from any app store in the scenario description. If your product is not yet launched, you can provide an IP address and port access link (must be publicly accessible) in the scenario description, along with screenshots such as the platform homepage, login page, member center homepage, and order list page to help verify your business. After you provide these materials, you can request expedited review.

The business content is not clear.

For example, "Add on WeChat for a gift."

Content inviting users to join groups is not supported. Remove this content and resubmit. Ensure the specific business content is clearly reflected in the template.

Template content or format non-compliant

An individual user is applying to send promotional messages.

You must upgrade to an enterprise account before applying for a promotional message template.

The template refers to a mini program or official account verified by an individual.

Remove this content and resubmit.

promotional message templates cannot contain variables.

Include the content intended for the variable directly in the template body.

The promotional message template is missing an opt-out method.

Add an opt-out method, for example: Reply R to opt out.

verification code message or notification message templates contain an opt-out method.

Remove the opt-out method and resubmit.

The verification code message template contains multiple variables.

Remove the extra variables and resubmit. Verification code templates support only one or two variables, and two-variable templates cannot be customized. The variable's value must be a 4- to 6-digit number or a combination of letters and numbers.

Example: Verification code: ${code}.

The verification code message template contains irrelevant content.

Remove any content not related to the verification code from the template.

Missing required keywords for a verification code.

Ensure the template content includes one of the following keywords: verification code, registration code, validation code, or dynamic code (one-time password).

The notification message template contains promotional content.

Remove the promotional content and resubmit, or apply for a promotional message template instead.

Notification templates related to memberships are classified as promotional. For example, notifications for membership activation or tier changes may be flagged as promotional, even if they are transactional, due to keywords like "membership".

Confirm that the template content is purely transactional. If the template is for notification purposes, contact a review specialist to request a re-evaluation and then resubmit.

Review outcomes for similar templates can vary. Resubmitting may result in approval.

You can use the SMS review expedite assistant (service hours 9:00-21:00) to speed up the review process. The Alibaba Cloud review can be completed within 30 minutes.

The template contains:

  • Typo.

  • Variant characters.

  • Traditional Chinese characters.

  • Special characters.

  • Square brackets.

Recommendations:

  • Correct any typos, variant characters, or interfering symbols.

  • Replace traditional Chinese characters with simplified Chinese or English.

  • Remove special characters, such as #, 『』, 〖〗, m², •, and ①.

  • The 【 】 symbols are not allowed anywhere in the template content, and the [ ] symbols are not allowed at the beginning or end of the template content. The system interprets these symbols as a signature by default. Please use the < > symbols.

Content involves finance, dating, religion, games, etc.

  • For dating and gaming services, only verification code messages are supported. Apply for a verification code message template.

  • Signatures for third-party use are not eligible to apply for finance-related SMS templates.

  • Content related to financial promotions and religion is prohibited.

  • For non-traditional financial services (such as installment platforms and consumer loans), only verification code messages are supported. Notification and promotional messages are not supported.

Content involves a third party.

If you send messages on behalf of a third party, you must submit the third party's enterprise documents and a Power of Attorney. In the Associated Signature field, select an existing signature that corresponds to this qualification, or apply for a new signature with the relevant qualification.

Content contains marketing information.

For marketing content, policy requires you to provide a screenshot of the privacy policy and a screenshot of the membership management system in the Proof of User Authorization section. You must also provide contact information for a complaint handler in the scenario description.

Variable does not meet requirements

The variable value contains content such as links, IP addresses, app names, WeChat official accounts, mini programs, QR codes, websites, or platforms.

Place this content outside the variable. If the link is not static, use a top-level domain plus a variable format, such as: aliyun.com/${code}.

The content of the variable is vague.

Revise the text to clarify the parameter's content. For example: You are invited to the ${content} meeting at ${place} on ${time}. Please be on time.

Incorrect variable format.

Correct the format and resubmit. The variable specifications are as follows:

  • Variable names cannot be empty.

  • Adjacent variables are not allowed.

  • The variable format must be ${code}, with the $ symbol outside the braces { }.

  • Variable names cannot be generic terms like email, mobile, id, nick, site, or ip.

  • The name must start with a letter, can only contain letters, numbers, and underscores, and cannot be purely numeric.

Incorrect variable attribute selected.

Select the appropriate variable attribute for your business scenario.

Variables with the "Other" attribute allow a wide range of values and are subject to strict review. Your template will be rejected if the variable's content is not clearly defined. To resolve this, make the variable content more specific by clearly defining the range of possible values, hard-code non-enumerable content into the template, or remove the variable.

Incorrect template type

The selected template type does not match the actual requirement.

Based on your application scenario, select the correct template type: verification code, notification message, or promotional message.

Link does not meet requirements

The link does not have an ICP filing.

For a product that has officially launched, provide a URL that has an ICP filing. For a product that has not yet launched, you can provide an IP address and port access link (must be publicly accessible) along with screenshots of the relevant business pages.

The format of a short link combined with a variable does not meet requirements.

Use a top-level domain or official website link combined with a variable, such as: aliyun.com/${code}.

The link redirects.

Shorten the original link.

The template content includes a download link or an internal testing link.

Provide another link for verification, such as an app store link.

The template content contains a login link, which prevents verification of the business content.

Provide a test account in the scenario description to allow for business verification. Mask any sensitive data.

The link cannot be accessed.

Provide a publicly accessible link.

The linked page has too little content to verify the business.

Further develop the functionality before applying.

The IP address is not a private IP address within one of the following ranges:

  • Class A: 10.0.0.0 to 10.255.255.255.

  • Class B: 172.16.0.0 to 172.31.255.255.

  • Class C: 192.168.0.0 to 192.168.255.255.

If the IP address and port link is publicly accessible and you have provided business screenshots, it can be used for review. If the link cannot be accessed, provide a URL that has an ICP filing, or provide a full-page screenshot containing the link (with sensitive information masked) and request expedited review.

SEO promotion is not supported

Content related to data ranking, keyword searches, or targeted customer acquisition marketing is not supported.

Modify the template content.

Content is vague or unverifiable

Suspected blind sending: The template content does not indicate a membership relationship.

Provide proof of the membership relationship, such as by including text like "Dear xx Member" to address company members directly.

Content exceeds the business scope: The scenario description does not provide a complete example of a sent message.

Provide a complete example of an actual message in the scenario description, with variables filled with real content.

Variable does not meet requirements

Repeated rejections due to incorrect variable attribute selection: Fields like password were mistakenly assigned the Other attribute.

For password-like variables, set the variable attribute to Other Number instead of Other.

Content involves restricted business types

Involves agency services or debt collection: Short Message Service does not support agency services, blind sending, or debt collection content.

Remove relevant sensitive terms and ensure the business scenario is compliant. Modify the template content to avoid violations.
