To prevent illegal text messages and meet carrier requirements for real-name verification, you must provide the qualification certificate information of the signature owner before you request a Domestic SMS signature. Follow the instructions in this topic to prepare the required qualification documents. Then, submit a qualification request in the console before you request a signature and template.

Important

According to the latest requirements from the Ministry of Industry and Information Technology (MIIT) on real-name management for SMS signatures, carriers have recently tightened their control over SMS signatures.

The qualification information associated with the signature must be complete and accurate. Otherwise, the real-name registration for your signature will be affected. Alibaba Cloud typically completes the qualification verification within two business days. The carrier's real-name registration process takes an average of 5 to 7 business days. Based on recent observations, some carriers may take 7 to 10 business days. However, carriers do not guarantee this timeline, and the actual process may take longer.

Terms

Individual users: An Alibaba Cloud account that is verified for an individual. Self-use qualifications for individual users will not pass the real-name signature registration. You must request a third-party qualification or upgrade your Alibaba Cloud account to an enterprise account.
Enterprise users: An Alibaba Cloud account that is verified for an enterprise. You can view the current verification type of your Alibaba Cloud account.

Qualification for own use: Select this option if the enterprise or individual information for the qualification exactly matches the verified information of the logged-in Alibaba Cloud account.
You can apply for a qualification for own use when the entity using the SMS service is the same as the entity verified for your Alibaba Cloud account.
Qualification for third-party use: Select this option if the enterprise or individual information that you provide for the qualification does not match the verified information of the logged-in Alibaba Cloud account. You must provide the qualification documents of the qualification owner. This qualification type requires a corresponding signature for third-party use. You must provide a letter of authorization when applying for the signature.
For example, if User A applies for a qualification on behalf of Company B, the qualification entity is Company B. User A must apply for a "qualification for third-party use" and provide the enterprise information and legal representative details of Company B.

Important

For domestic SMS, signature applications can only be authorized by companies based in the Chinese mainland. For international/Hong Kong, Macao, and Taiwan SMS, you do not need to submit a qualification application, a signature application, or a template application.

Administrator information	Administrator name Photo of the administrator's ID certificate Administrator's mobile phone number	The administrator (also known as the handler) is the person who logs on to the Alibaba Cloud account to manage the Short Message Service business. This is typically the operations staff member who manages qualifications, signatures, and templates under this Alibaba Cloud account and sends text messages. This person's mobile phone number must be able to receive verification codes. The administrator is not necessarily the administrator of the Alibaba Cloud account and can be the same person as the enterprise's legal representative (or head of the public institution). The original color certificate does not need a stamp. If you upload a photocopy or a black-and-white photo, stamp it with the official red seal of the enterprise, and then take a photo to upload. Under the current real-name requirements for SMS signatures, the administrator must comply with the carrier platform's "one person, one enterprise" validation rule. To increase the success rate of registration, make sure that one administrator is associated with only one enterprise qualification. If the same administrator requests qualifications for multiple different enterprises, the registration will fail. The requirements for Short Message Service qualification documents may change based on MIIT and carrier requirements. The final verification result prevails.
Alibaba Cloud strictly complies with relevant laws and regulations to protect user information. We use encryption to store and transmit the information you submit. The certificate information you provide is used only for qualification verification and will not be used for other purposes.

Request a qualification

After you prepare the documents, go to the Add Qualification page in the console to submit a qualification request. For more information, see Request a qualification.

Verification time: The number of qualification verification tickets has increased rapidly because of real-name registration requirements for SMS signatures. As a result, the verification process may take longer than usual. The process is typically completed within two business days. If an upgraded verification is required or if you submit your request outside of business hours, the verification time may be extended. We appreciate your patience.

Verification business hours: 9:00 to 21:00, Monday to Sunday. Verification services are postponed on public holidays.

Common reasons for verification failure and suggestions

Category	FAQ	Suggestion
Enterprise information verification	The current operating status of the enterprise is abnormal.	Reason: The enterprise has been added to a list of businesses with abnormal operations. Suggestion: Apply to the local market supervision department or the National Enterprise Credit Information Publicity System online to be removed from the list of abnormal operations. Then, resubmit your request.
	What are the formatting requirements for the Enterprise Name and Unified Social Credit Code?	Enter them exactly as they appear on the enterprise certificate.
	The enterprise name uses inconsistent parenthesis formats.	If the enterprise name contains full-width Chinese parentheses (for example, "（Xiamen）"), the system determines that the name does not match the verified entity name of your Alibaba Cloud account in the self-use qualification scenario, and displays the message "Please use English parentheses". Replace the full-width parentheses with half-width English parentheses (for example, "(Xiamen)") to pass the verification.
	Does an enterprise certificate require a stamp?	The original color certificate does not need a stamp. A photocopy or black-and-white copy must be stamped with the official red seal of the enterprise.
	What are the valid enterprise certificates?	Valid certificates include business licenses, organization code certificates, public institution legal person certificates, and social credit certificates.
	The certificate is marked for use on a different platform.	Change the mark to For Short Message Service use only or For carrier registration use only.
Legal representative (or head of the public institution) certificate verification	The legal representative or head of a public institution is a foreign national or a resident of Hong Kong, Macao, or Taiwan without a Chinese national ID card.	The following document types are accepted as valid documents: Passport, Mainland Travel Permit for Hong Kong and Macao Residents, Mainland Travel Permit for Taiwan Residents, Residence Permit for Hong Kong, Macao, and Taiwan Residents, or Other Types of Documents.
	The individually-owned business does not have an official seal.	You can provide the signature of the legal representative (or head of the public institution).
	The certificate is marked for use on a different platform.	Change the mark to For Short Message Service use only or For carrier registration use only.
	The ID number on the legal representative's (or head of the public institution's) ID photo does not match the submitted ID number.	Make sure the ID number you submit exactly matches the ID number shown on the ID photo of the legal representative (or head of the public institution). If you have already submitted a qualification with mismatched information, update the qualification and resubmit it for verification.
Administrator certificate verification	What should the administrator do if they are unsure what to enter?	Administrator: The person who can log on to the account to submit and manage qualifications.
	Is a stamp required for the administrator's certificate?	The original color certificate does not need a stamp. A photocopy or black-and-white copy must be stamped with the official red seal of the enterprise.
	Enter the administrator's name, ID number, and ID validity period.	Enter them exactly as they appear on the ID certificate. If the validity period is long-term, enter December 31, 2099.
	The administrator is a foreign national or a resident of Hong Kong, Macao, or Taiwan who does not have a national ID card.	According to carrier real-name registration rules for signatures, only mainland China ID cards are supported for administrators. Otherwise, the registration will fail.
	The certificate is marked for use on a different platform.	Change the mark to For Short Message Service use only or For carrier registration use only.

Reuse qualifications

Cross-product use: This applies to enterprise accounts. When you request a qualification for products such as Voice Service or Phone Number Protection, you can select "Allow cross-product use". If the enterprise information for the qualification matches your Alibaba Cloud account's enterprise information, you can reuse the approved qualification in Short Message Service.
Reuse within Short Message Service: For enterprise accounts, you can reuse an approved Short Message Service qualification under the same Alibaba Cloud account. You can also change information, such as the administrator and the Letter of Authorization.
