Diversion information refers to phone numbers or links in a message that guide users to make a call or visit a website. You can use the diversion management page to centrally manage the phone numbers and links used in your messages and provide the required diversion materials. This improves message template approval and delivery success rates.

What is diversion information
New templates: Redirection information is required.
Existing templates: We recommend adding this information to avoid affecting your message delivery success rate.
Redirection information refers to phone numbers, URLs, and redirection materials.
If the system detects that your template may contain redirection content, you must provide specific redirection information, such as the actual phone numbers or URLs.
Why you need to manage diversion information
In compliance with carrier regulations, diversion information in your messages must be accompanied by diversion materials, such as the name of the enterprise or public institution, Unified Social Credit Code, or ICP filing information. Centralized management of diversion information allows you to:

Register and provide diversion materials in advance and then reference them directly when creating message templates.

Centrally view the usage of diversion information to see which templates and signatures use it.

Avoid re-entering the same diversion information, which reduces management costs.
Add diversion information

Log on to the Short Message Service console. In the left-side navigation pane, choose .

On the Redirection Identifier tab, click the Phone Number or Link subtab as needed.

Click Add Number or Add Link. In the drawer that appears, enter the diversion information.

Depending on the number type or link type, provide the corresponding diversion materials, such as the name of the enterprise or public institution, the Unified Social Credit Code, or a screenshot of your ICP filing.

Click Submit to add the diversion information.

You can directly reference newly added diversion information when you create a message template.

Alternatively, the system automatically identifies diversion information from the template content when you create a template.
Usage notes
Before you use the diversion information management feature, understand the following rules:

Each message template can contain a maximum of two numbers. The numbers must be sourced entirely from variables or entirely from the text content.

Each message template can contain a maximum of one diversion link. The link must come from the text content and cannot come from a variable.
-
You must provide diversion materials for all diversion information. Incomplete or non-compliant materials may affect message delivery success rates.
-
Before deleting diversion information, you must first disassociate it from any templates that use it.
-
When sending a message, carriers review not only the fixed content of the template but also the actual values of the variables. If a variable contains diversion information such as a phone number or link, the carrier may block the message, even if the template was approved. Ensure that variable values do not contain any diversion information that has not been registered in diversion management.

Number management
Add number
You can add numbers used in your messages and provide diversion materials either individually or in bulk. Follow these steps:

Log on to the Short Message Service console. In the left-side navigation pane, choose .

On the Redirection Identifier tab, click the Phone Number subtab.

Click Add Number and enter the number information.

Number type: Select the type of number. The following types are supported:

Landline
-
400 number
-
800 number
-
Number starting with 95
-
Number starting with 96
-
Number starting with 1 (non-mobile)
Mobile phone numbers are not supported. Due to tightened carrier controls on templates containing diversion information, mobile numbers are not allowed in message content.

Number: Enter the specific number. The system validates whether the number format matches the selected type.

Diversion materials (fields vary based on number type): You must enter the name of the enterprise or public institution and the Unified Social Credit Code.

(Optional) Click Add Number to add more numbers. You can submit up to 200 numbers at a time.

(Optional) Click Download Template, fill out the template, and then click Import Excel. The system then displays the validation results on the page.

Click Submit to add the numbers.
Note-
Each number can only be added once. The system automatically checks for duplicates. If a number already exists, the system prompts "Number already exists. Do not enter it again."

The submission drawer can contain a maximum of 200 numbers. If you have more, submit them in batches.

Query numbers
You can use filter conditions to quickly find added numbers. Follow these steps:

Log on to the Short Message Service console. In the left-side navigation pane, choose .

On the Redirection Identifier tab, click the Phone Number subtab.

Use the following filter conditions to query for numbers:
-
Number: Supports fuzzy search. For example, entering "400" retrieves all phone numbers containing "400".
-
Number type: Supports multiple selections to filter for specific types of numbers.
-
Status: Select "Diversion materials provided" or "Diversion materials missing" to check the status of diversion materials.

The query results appear in a list, showing information such as number type, number, and diversion material status.
Edit diversion materials
You can add or modify diversion materials for existing numbers. Follow these steps:

Log on to the Short Message Service console. In the left-side navigation pane, choose .

On the Redirection Identifier tab, find the number you want to edit in the Phone Number list. In the Actions column, click Edit Materials.

On the page that appears, modify or complete the diversion materials fields.
NoteYou cannot modify the number type or the number itself. To make changes, you must delete the number and add it again.

Click OK to update the diversion materials.
View associated templates and signatures
You can view which templates and signatures use a specific number. Follow these steps:

Log on to the Short Message Service console. In the left-side navigation pane, choose .

On the Redirection Identifier tab, find the number you want to inspect in the Phone Number list. In the Actions column, click Associated Templates/Signatures.

On the page that appears, you can view the following information:
-
Signature name: The signature that uses the number.
-
Template code: The code of the template that uses the number.
-
Template name: The name of the template.
-
Template type: The type of the template (verification code, notification message, or promotional message).
-
Template content: The content of the template.

Delete number
If a number is no longer in use, you can delete it. Follow these steps:

Log on to the Short Message Service console. In the left-side navigation pane, choose .

On the Redirection Identifier tab, find the number you want to delete in the Phone Number list. In the Actions column, click Delete.

In the confirmation dialog box that appears, click OK.

You cannot delete a number that is associated with a template. You must first delete the template or modify its content to remove the number.

When a diversion information group is deleted, any number that exists only within that group is also deleted.
Link management
Add link
You can add links used in your messages and provide ICP filing information either individually or in bulk. Follow these steps:

Log on to the Short Message Service console. In the left-side navigation pane, choose .

On the Redirection Identifier tab, click the Link subtab.
-
Click Add Link and enter the link information.
-
Link type: Select the type of link, such as a domain name link.
-
Link content: Enter the complete link address. The system validates whether the link format is valid.
Diversion materials:
-
Domain name link: You must upload a screenshot of your ICP filing. You must obtain the screenshot from the ICP/IP Address/Domain Name Information Filing Management System of the Ministry of Industry and Information Technology. The following requirements apply:

On the ICP filing query page, select Website as the filing type and enter your domain name to search. Then, navigate to the filing details page.

The screenshot must show the full URL in the browser's address bar, and the ICP filing entity information and service information must be complete and clearly visible.

The system uses OCR to automatically extract filing information from the uploaded screenshot. A blurry or incomplete screenshot will cause recognition to fail.

(Optional) Click Add Link to add more links. You can submit up to 200 links at a time.

(Optional) Click Download Template, fill in the information according to the template format, and then click Import Excel. The system displays the validation results of the imported data on the page.

FAQ
Why can't I delete diversion information?
You cannot delete diversion information that is associated with a template. First, modify the template to remove the diversion information or delete the template entirely.
Excel format for bulk import
Download the Excel template from the console and fill it out according to the format and fields provided. When you import the file, the system automatically validates the data format. If any data does not meet the requirements, the system reports an error for it on the page.
Consequences of incomplete materials
Incomplete diversion materials may negatively affect message delivery success rates. We recommend that you fill in all required fields and upload all required supporting documents when you add diversion information.
Blocked messages with an approved template
Carriers review both the fixed template content and the actual variable values when a message is sent. If a variable value contains diversion information such as a phone number or link, the message may be blocked by the carrier, even if the template itself was approved. Check if your variable values include any diversion information that has not been registered in diversion management, and provide the corresponding diversion materials on the diversion management page.
ICP filing screenshot requirements
Obtain the screenshot of your ICP filing from the ICP/IP Address/Domain Name Information Filing Management System of the Ministry of Industry and Information Technology. On the filing query page, select Website as the filing type, enter your domain name, and search for the filing. Navigate to the filing details page to take the screenshot. The screenshot must show the full URL in the browser's address bar, and the ICP filing entity information and service information must be complete and clearly visible. The system uses OCR to automatically extract filing information from the uploaded screenshot. A blurry or incomplete screenshot will cause recognition to fail.
