This document guides you through preparing materials, submitting an application, and managing your qualifications.
Prerequisites
Unsupported enterprise types: According to telecom carrier regulations, self-employed individuals, sole proprietorships, and individual-owned companies are temporarily not supported for Voice Messaging Service. Applications submitted for these types of enterprises will be rejected.
Understand the purpose of the review: The enterprise qualification review for Voice Messaging Service fulfills specific requirements from telecom carriers for network access. This review is separate from the enterprise real-name verification for your Alibaba Cloud account. Even if you have completed the enterprise real-name verification for your account, you still need to complete this qualification application.
Prepare the required materials: For a smooth application process, prepare in advance all documents listed in "Step 1: Prepare application materials".
Step 1: Prepare application materials
To ensure your application is approved on the first submission, prepare all required materials according to the table below. Make sure all documents are clear and valid.

Ensure that the text in the document photos is clear and legible.
After uploading document photos, the console automatically recognizes the information and populates the fields. You must verify that the auto-filled information exactly matches the information on the documents and manually correct any discrepancies. Mismatched information will cause the application to be rejected.
You must submit current and valid enterprise information. Expired qualifications may not pass the review.
If a document's validity period is long-term, you can enter December 31, 2099 as the expiration date.
Supported image formats are JPG, PNG, GIF, and JPEG. Each image file cannot exceed 5 MB.
Step 2: Submit the qualification application
After preparing the required materials, follow these steps to submit your application in the console.
General numbers
Log on to the Voice Messaging Service console.
In the left-side navigation pane, choose .
On the General Qualifications tab, click Add New Qualification.
The following table describes the parameters.
NoteIf the automatic image recognition fails or is inaccurate, you can enter the information manually. Ensure that the information you enter exactly matches the information on your document photos.

Reuse information
To reuse a qualification across products, select the cross-product usage option when creating it in another cloud communication product. Voice Messaging Service currently cannot reuse qualifications from Short Message Service.
Enterprise and legal representative information
Certificate type

Unified Social Credit Code Certificate
Business certificate
Before uploading, affix the official company stamp to any photocopy or scan of the certificate. Photos of an original color document do not require a stamp.
Enterprise name
The name of the company that uses Voice Messaging Service. This must exactly match the name on the enterprise certificate.
Organization code
The code from your organization code certificate.
Enterprise type
Enter the enterprise type as shown on your business certificate. Self-employed individuals, sole proprietorships, and individual-owned companies are not supported for Voice Messaging Service.
Enterprise address
The enterprise address as shown on your business certificate.
Enterprise province
The province where the enterprise is located.
Enterprise city
The city where the enterprise is located.
Business term
If the validity period is long-term, you can set the expiration date to December 31, 2099.
ID certificate
Photocopies of the front and back of the legal representative's (or head of public institution's) ID card must be affixed with the official company stamp before being photographed and uploaded.
Name
The legal representative's (or head of the public institution's) information must exactly match the information on the business certificate.
Certificate number
ID card validity period
If the ID card has a long-term validity period, you can set the expiration date to a distant future date, such as 2099-09-01.
Administrator information
Administrator certificate
Upload photos of the front and back of the administrator's ID card (affixed with the official company stamp) and a photo of the administrator holding their ID card.
All images of the administrator's ID card (photos of the original, photocopies, or scans) must be affixed with the official company stamp.
The photo of the administrator holding their ID card must be clear, unobstructed, and not mirrored. If it is a photo of a copy, it must be affixed with the official company stamp.
Administrator name
The name of the administrator.
Administrator ID number
The administrator's ID card number.
Administrator ID validity period
If the ID card is valid for a long-term period, you can select a long date range, for example, from 2002-09-01 to 2099-09-01.
Administrator contact number
Enter the administrator's contact number.
Access information
Upload the commitment letter and the application letter. You must download the templates from the Voice Messaging Service console or by using the links below. Submissions that use non-official or modified templates will be rejected.
Download Word templates: letter of commitment for telecommunication network access, official letter of application for numbers.
In the signature block of the commitment letter, enter the enterprise name as the "actual user name." The "actual user signature" section must be affixed with the official company stamp (required). A handwritten signature is optional.
In the official letter of application for numbers, the administrator information you enter must match the uploaded administrator's identity information, and the signature block must be affixed with the official company stamp.
Application letter date
The application letter date and commitment letter date must match the dates in the signature blocks of the respective documents. The signing date must be within the last three calendar months.

Other information
Remarks
Enter any relevant remarks, such as the purpose of the qualification or the use case.
Qualification name
Enter a descriptive name to help you identify this qualification.
Qualification authorization
Select the checkbox to authorize the qualification.
Click Submit for Review.
After submitting the qualification, the review is typically completed within one business day. You can check the review status on the qualification management page.
400 numbers
This feature is currently available only to select users.
Log on to the Voice Messaging Service console.
In the left-side navigation pane, choose .
On the 400 Qualifications tab, click Submit Qualification.

The name of the company that will use the number.

The start and end dates of the enterprise's validity period.
Registered address
The specific registered address of the enterprise.
Three-in-one business license
If your business license is a three-in-one certificate, select Yes.
If your business license is not a three-in-one certificate, select No.
Supporting documents
Upload the supporting documents for the three-in-one license.
If not a three-in-one license, upload the business license, tax registration certificate, and organization code certificate, each affixed with the official company stamp.
Legal representative information
Legal representative name
The name of the legal representative.
Legal representative certificate
Select the certificate type for the legal representative.
Certificate number
Enter the corresponding certificate number.
Validity period
Enter the start and end dates of the certificate's validity period.
Upload documents
Upload photos of the front and back of the legal representative's ID card.
ImportantPhotocopies of the front and back of the legal representative's ID card must be affixed with the official company stamp before being photographed and uploaded.
Application description
Describe your business use case.
Click Confirm. The review is typically completed within one business day. Check the review status on the qualification management page.
Step 3: Manage qualifications
View review status and handle rejections
You can view your qualification's status (Reviewing, Approved, or Rejected) on the qualification management page. If your application is rejected, click View Reason and Modify.
Update expired qualifications
A qualification is considered expired if the expiration date of any of the following three documents has passed: the business license, the legal representative's (or head of public institution's) ID card, or the administrator's ID card.
You will receive an email reminder 7 days before a qualification expires, and its status will change to "Expiring Soon".
When a qualification expires, follow these steps to update the expired materials and resubmit for review:
Log on to the Voice Messaging Service console.
In the left-side navigation pane, choose .
On the General Qualifications or 400 Qualifications (if applicable) tab, check the qualification status.
If a qualification's status is Expired, click Update Expired Qualification in the Actions column to open the Modify Qualification page.
The Modify Qualification page displays the reason for expiration and specifies which documents are expired. Replace the expired materials and then click Submit for Review.
NoteThe resubmitted qualification will be reviewed within one business day. Check the review progress on the qualification management page.
When you update an expired qualification, do not change the enterprise name, organization code, enterprise type, qualification name, or qualification authorization. Such changes may cause the review to fail. After the updated qualification is approved, it replaces the expired one.
Protect sensitive information
The Voice Messaging Service console provides a sensitive information protection feature on the qualification management list page and the qualification details page. When this feature is enabled, specified fields are masked. When it is disabled, the information is shown in plaintext.
On the qualification and template management > qualification management list page, the Enterprise Name, Legal Representative (or head of public institution) Name, and Administrator Name fields are affected. Click the sensitive information protection button to enable or disable this feature.
On a qualification details page, which you can access by navigating to qualification and template management > qualification management and clicking Details in the Actions column for a specific qualification, the following fields are affected: Enterprise Name, Enterprise Type, Organization Code, Name, Certificate Number, Administrator Name, Administrator ID Number, and Administrator Contact Number. Click Show Sensitive Information or Hide Sensitive Information in the upper-right corner of the page to enable or disable the feature.
