To comply with carrier requirements, your enterprise must pass a qualification review before using Alibaba Cloud Voice Service. This document explains how to prepare documents, submit an application, and manage your qualifications.
Before you begin
Per carrier regulations, the following enterprise types are ineligible for Voice Service:
Individual users, such as for student projects, are not eligible for Voice Service or the intelligent outbound robot. They cannot obtain API interfaces for outbound calls.
Individually-owned businesses, sole proprietorships, and individual proprietorships cannot use either dedicated mode (exclusive numbers) or shared mode outbound calls. Applications from these entity types will be rejected.
If your current business entity is one of the unsupported types, such as a sole proprietorship, you must change it to a supported type, like a limited liability company, before resubmitting your qualification application.
Understand the purpose of the review: The enterprise qualification review for Voice Service is a specific requirement for carrier network access and is separate from the enterprise real-name verification for your Alibaba Cloud account. Even if your account has completed enterprise real-name verification, you must still complete this separate qualification application.
Prepare the required documents: Gather the documents listed in "Step 1: Prepare your application materials" for a smooth application.
Make sure your account entity matches the enterprise you are applying for: The real-name verified entity of your current Alibaba Cloud account must exactly match the enterprise name on the qualification application. You cannot use your current account to apply for a qualification under a different entity, such as a subsidiary or an affiliated company. If your application is rejected due to an account entity mismatch (for example, the enterprise type is incorrectly reported as a sole proprietorship), you must either change the real-name verified entity of your current account to the target enterprise, or submit the application from an Alibaba Cloud account that is already verified under the target enterprise.

Step 1: Prepare application materials
To ensure your application is approved on the first attempt, prepare all required materials as listed in the table below. Make sure all documents are clear and valid.

Ensure that the text on all document photos is clear and legible.
Verify that the information in the input fields matches the documents. Mismatched information will cause the application to be rejected.
When submitting your qualification materials, you must provide the most current and valid enterprise information. Applications with expired documents may not pass the review.
If a document is valid indefinitely, you can enter December 31, 2099 as the expiration date.
Image uploads support JPG, PNG, GIF, and JPEG formats. Each image must not exceed 5 MB.
The enterprise name you enter must exactly match the name found in the National Enterprise Credit Information Publicity System. Pay close attention to the parenthesis format (full-width Chinese or half-width English) to ensure it strictly matches the business registration. If the unified social credit code is recognized incorrectly, check the parenthesis format in the enterprise name, verify the code, correct it manually, and then resubmit the application.
If your application shows a rejection reason such as "does not match the results from the National Enterprise Credit Information Publicity System" or "real-name verification failed," check that the unified social credit code and ID number you entered exactly match the information on your certificates, and correct any mismatches. If your enterprise has recently changed its name or completed a business registration change, submit the most current enterprise name and certificate information. Confirm that the National Enterprise Credit Information Publicity System has been updated with the new information before you resubmit your application.
Step 2: Submit application
After you have all the required materials, follow these steps to submit your application in the console.
Standard number qualification
Log on to the Voice Service console.
In the left-side navigation pane, choose .
On the General Qualification tab, click Create Qualification.
The following table describes the parameters.

Reuse Existing Information
You can reuse enterprise information from an existing qualification, but you must re-enter administrator details. To enable this, you must have selected the "Use across products" option when creating the original qualification in a compatible cloud communication product. Voice Service cannot currently reuse qualifications from SMS.

Business Certificate
If you upload a photocopy or a scanned copy (color or black and white) of the certificate, it must be stamped with the enterprise seal before it is photographed for upload. Only photos of the original color certificate do not require a seal.
Enterprise Name
The name of the company that will use Voice Service. This must match the name on the enterprise certificate.
Organization code
The organization code from the certificate.
Enterprise Type
Enter the enterprise type as it appears on the certificate. Individually-owned businesses, sole proprietorships, and individual proprietorships are not supported for Voice Service.
Enterprise Address
The enterprise address as it appears on the certificate.
Enterprise Province
The province where the enterprise is located.
Enterprise City
The city where the enterprise is located.
Business Term
If the business term is indefinite, you can enter December 31, 2099 as the expiration date.
Legal Rep./Institution Head Information
ID Certificate
Stamp a photocopy of the front and back of the legal representative's (or head of public institution's) ID card with the enterprise seal, then photograph and upload it.
Name
The legal representative (or head of public institution) must be the person named on the enterprise certificate.
ID Number
ID Card Validity Period
If the ID card is valid indefinitely, you can select a long time period, for example, from 2002-09-01 to 2099-09-01.
Administrator Information
Administrator's Document
The administrator is designated by the enterprise, and there are no specific platform requirements for this role. They serve as the key contact for qualification reviews and ongoing management. The administrator can be the same person as the legal representative (or head of public institution).
Upload photos of the front and back of the administrator's ID card (stamped with the enterprise seal) and a photo of the administrator holding their ID card.
All photos of the administrator's ID card, including photos of the original, photocopies, or scans (color or black and white), must be stamped with the enterprise seal.
The photo of the administrator holding their ID card must be clear, unobstructed, and not a mirror image. If it is a photocopy, it must be stamped with the enterprise seal.
Administrator Name
The administrator's name.
Administrator ID Number
The administrator's ID number.
Administrator ID Card Validity Period
If the ID card is valid indefinitely, you can select a long time period, for example, from 2002-09-01 to 2099-09-01.
Administrator Contact Information
Enter the administrator's contact information.
Network Access Information
Upload the telecommunication user network access commitment and the number application letter. You must download the official templates from the Voice Service console or by using the links below. Applications using non-official templates or modified templates will be rejected.
To download the Word templates, click telecommunication user network access commitment and number application letter.
The signature section of the commitment letter must have both the signature of the legal representative and the enterprise seal. Applications with only a seal and no signature may be rejected. The actual user name in the signature block must be the full, official name of the enterprise, matching the name on your business license.
The administrator information on the number application letter must match the uploaded administrator's ID information, and the letter must be stamped with the enterprise seal in the signature block.
Application Date of Number Application Letter
The dates entered in the console for the number application letter and commitment letter must match the dates on the documents themselves. The signing date cannot be more than three calendar months old.

Qualification Name
Enter a custom name for this qualification (for example, "XX Enterprise Voice Qualification"). The name is for internal identification and management purposes only and does not affect the review result or service usage.
Qualification Authorization
Select the checkbox to authorize the qualification.
Click Submit for Qualification Review.
After you submit the qualification, the review is typically completed within one business day. You can view the review status on the qualification management page.
400 number qualification
This feature is currently available only to select users.
Log on to the Voice Service console.
In the left-side navigation pane, choose .
On the 400 qualification page, click Submit Qualification.

The name of the legal representative.
Legal Representative's Document
Select the document type for the legal representative.
ID Number
Enter the corresponding document number.
Document Validity Period
Enter the start and end dates of the document's validity period.
Upload Documents
Upload photos of the front and back of the legal representative's ID card.
ImportantStamp photocopies of the front and back of the legal representative's ID card with the enterprise seal, then photograph and upload them.
Application Description
Describe your business use case.
Click Confirm. The review is typically completed within one business day. You can view the review status on the qualification management page.
Step 3: Manage qualifications
View review status and handle rejections
You can view the status of your qualification (In Review, Approved, or Rejected) on the qualification management list page. If your application is rejected, click View Reason and Modify.
Update expired qualifications
A qualification is considered expired if any of the following documents has expired: the business license, the legal representative's (or head of public institution's) ID card, or the administrator's ID card.
You will receive an email reminder 7 days before the qualification expires, and the qualification status will change to "Expiring soon."
When a qualification expires, follow these steps to update the expired documents and resubmit:
Log on to the Voice Service console.
In the left-side navigation pane, choose .
On the standard qualification or 400 qualification (if applicable) tab, check the qualification status.
When the status is Expired, click Replace Expired Qualification in the Actions column to go to the Modify Qualification page.
The Modify Qualification page indicates the reason for expiration and the specific expired documents. Replace the expired documents and then click Submit for Qualification Review.
NoteAfter you resubmit the qualification, the review is typically completed within one business day. You can view the review status on the qualification management page.
When replacing an expired qualification, do not change the enterprise name, organization code, enterprise type, qualification name, or qualification authorization, as this may cause the review to fail. Once the updated qualification is approved, it will replace the previous expired one.
Sensitive information protection
The Voice Service console provides a sensitive information protection feature on the qualification management list page and the qualification details page. When this feature is enabled, the following fields are masked. When disabled, the information appears in plaintext:
On the qualification and script management > qualification management list page: Enterprise Name, Legal Representative (or Head of Public Institution) Name, and Administrator Name. Click the sensitive information protection button to enable or disable masking.
On the qualification details page (accessed by navigating to qualification and script management > qualification management and clicking Details in the Actions column): Enterprise Name, Enterprise Type, organization code, Name, ID Number, Administrator Name, Administrator ID Number, and Administrator Contact Information. Click Show Sensitive Information or Hide Sensitive Information in the upper-right corner to enable or disable masking.
Carrier filing progress
After your qualification and signature pass Alibaba Cloud's review, they must also complete carrier real-name filing before they take effect. This filing process typically takes 7 to 10 business days.
During this period, you can check the signature status in the Voice Service console. If the status shows Available·Abnormal with a state of Carrier filing in progress, this means your signature has already passed Alibaba Cloud's review and is now waiting for the carrier to complete filing.
To speed up verification during this period, we recommend sending a small number of test SMS messages from time to time using phone numbers of the three major carriers.

No. Enterprise qualifications and voice script templates are configured at the Alibaba Cloud account level. A Resource Access Management (RAM) user automatically inherits the qualifications and script templates that have already been approved for the Alibaba Cloud account, so you do not need to resubmit the review for RAM users.

Yes. You can apply for multiple different Voice Service qualifications under the same Alibaba Cloud account, and these qualifications can share the same number resources.
My voice notification template review indicates a missing logistics qualification. What should I do, and which business scenarios count as logistics?
If your business involves a logistics scenario, you must provide a logistics-related qualification to pass the review, as required by compliance rules. Logistics scenarios include cases you might not expect. For example, in-hotel food delivery is also classified as logistics and requires the corresponding qualification.
If your enterprise information has recently changed (for example, a change in business registration) but the review still shows outdated information, such as the previous enterprise type, this is usually because the change has not yet synced. Wait until the National Enterprise Credit Information Publicity System's unified social credit code data service center updates your enterprise information, and then resubmit your application.
When submitting a script template for review, can a certificate issued by a human resources and social security bureau replace a contract or agreement? Is there an official template?
The platform requires that the enterprise verified under your current Alibaba Cloud account sign a contract or agreement directly with the business party. There is no unified standard for certificates issued by third parties, such as a human resources and social security bureau, so you need to draft the specific content yourself and submit it for evaluation.
The platform does not provide an official reference template for this type of certificate. We recommend drafting the content yourself first, confirming that it is workable, and then having it signed and sealed.
If your enterprise already has a complete chain of contracts, you can upload the related contract documents directly, without needing to provide a separate three-party agreement.
What does "CTD" mean in a Voice Service script application?
CTD is a special configuration item in script applications. When you apply for CTD number resources, the corresponding qualification script is submitted to the carrier for online review. In most cases, you do not need to expand or configure this option and can ignore it. You only need to pay attention to this item if you specifically need to apply for CTD number resources.
