创建虚拟集群。

接口说明

只有同城冗余的实例支持此操作，且需要满足以下条件：

实例内核小版本大于等于 4.0.7。
主备集群位于不同可用区。

您可以在OpenAPI Explorer中直接运行该接口，免去您计算签名的困扰。运行成功后，OpenAPI Explorer可以自动生成SDK代码示例。

400	InvalidChargeType.NotSupport	The specified parameter "ChargeType" does not meet the requirements.	当前计费类型不支持此操作。
400	InvalidDBName.Duplicate	Specified DB name already exists in the This instance.	新建集群名称重复。
400	InvalidClusterName.Format	Specified ClusterName is not valid. It can not be empty string.	输入的集群名称参数不合法。
400	MinorVersionNotSupport	The instance version does not support the current operation.	实例版本不支持当前操作。
403	DBClusterNotSupported	The requested operation can not be performed while the cluster is not sale.	当集群未运行时，无法执行请求的操作。
403	IncorrectDBInstanceState	Current DB instance state does not support this operation.	当前实例状态不支持此操作。
403	OperationDenied.VirtualClusterBound	The operation is not permitted due to it has been bound to a virtual cluster.	操作不允许，因为已绑定到虚拟集群。
404	DBInstanceLocked	The current instance lock mode does not support this operation.	操作失败，当前实例已锁定。
404	InvalidApi.NotFound	Specified api is not found, please check your url and method.
404	InvalidDBInstanceId.NotFound	The DBInstanceId provided does not exist in our records.	SelectDB实例不存在。
404	InvalidParam	Invalid parameter, please check.	无效参数，请检查。
404	InvalidClusterName.NotFound	The specified cluster name is not available.	指定的集群名称不可用
