How to resolve a Cloud Assistant error for a RAM user in Cloud Toolkit

Issue

A Resource Access Management (RAM) user receives the following error message when using Cloud Toolkit:

[ERROR] Forbidden.RAM : User not authorized to operate on the specified resource, or this API doesn't support RAM.

Cause

This error occurs because Cloud Toolkit does not support authentication for RAM users. Instead, you must grant authorization using Cloud Assistant.

Solution
