This topic answers frequently asked questions (FAQ) about public authoritative DNS, domain names, and ICP filings.

FAQ about ICP filings

Q: What is an ICP filing?

According to the Administrative Measures on Internet Information Services and the Administrative Measures on the Filing of Non-commercial Internet Information Services, the state requires a filing system for non-commercial Internet Information Services and a licensing system for commercial Internet Information Services. You must not provide Internet Information Services without a license or a completed Internet Content Provider (ICP) filing. The Alibaba Cloud ICP Filing system lets you apply for an ICP filing, modify or cancel ICP filing information, and claim ICP filing information.

The Alibaba Cloud ICP Filing Assistant Service is a product that provides online consultation, assisted submission, and management services for ICP filings. This service helps you navigate the filing process efficiently and easily by addressing common issues, such as information overload, unfamiliarity with the procedures, low efficiency, and low application success rates.

Q: What is the relationship between an ICP filing and DNS resolution?

A: DNS resolution and ICP filing are not directly related. You can configure DNS records, and they will take effect even if your website has not completed the ICP filing process. However, if your website does not have a valid ICP filing, it cannot be accessed.

Q: What is the relationship between an ICP filing and website access?

If you use a server in the Chinese mainland, you must obtain an ICP filing to make your website accessible. This requirement does not apply if you use a server outside the Chinese mainland or in Hong Kong (China), Macao (China), or Taiwan (China). The following sections describe how different ICP filing statuses affect website access:

  • Impact of applying for an ICP filing for the first time

    A website cannot be made public before it receives an ICP filing number. If web services are enabled for a website before its ICP filing is successful, the Alibaba Cloud monitoring system will detect and block access to the website.

  • Impact of adding Alibaba Cloud to the ICP filing information as a service provider

    • If you point your domain name resolution to an Alibaba Cloud server in the Chinese mainland before your ICP filing is transferred to Alibaba Cloud, your website will become inaccessible. To avoid this, wait until the ICP filing transfer is complete before you point the domain name resolution to a server in the Chinese mainland. For more information, see Add a DNS record.
    • During the process of adding Alibaba Cloud as a service provider, website access is not affected if the domain name still points to the server of the original service provider and the ICP filing with the communications administration has not been canceled.
  • Impact of modifying ICP filing information

    • Modifying entity information does not affect access to your website.
    • Modifying website information:
      • If you modify only information such as the website name or the website administrator, access to your website is not affected.
      • If you delete a domain name from your ICP filing, you can no longer use that domain name to access the website after the communications administration approves the change.
  • How service removal affects website access

    Canceling the transfer removes the association between your ICP filing information and Alibaba Cloud. The domain name becomes inaccessible if it resolves to an Alibaba Cloud server. However, your ICP filing number from the MIIT still exists. Contact your current server provider to submit an ICP filing transfer application as soon as possible. According to regulations, if a website has no other service provider after the transfer is canceled, the communications administration may unregister the ICP filing number, which makes the website inaccessible.

  • Impact of canceling an ICP filing

    • Unregister an entity:

      This cancels all ICP filing information for the entity with the MIIT. It also cancels all associated Internet Information Services, including websites, apps, miniapps, and Quick Apps. After the cancellation, all domain names under the entity become inaccessible. Domain name suffixes not approved by the MIIT cannot be used for a new ICP filing after cancellation. The use of associated apps, miniapps, and Quick Apps may also be affected.

    • Unregister a website:

      This cancels the ICP filing for a specific website that no longer needs to provide services, while the entity's ICP filing information is retained. After the cancellation, if the domain names of the website are not filed under other Internet Information Services, they become inaccessible. Domain name suffixes not approved by the MIIT cannot be used for a new ICP filing after cancellation. Other websites that are not canceled are not affected.

    Note
    • You cannot cancel an entity's ICP filing and a website's ICP filing at the same time.

    • If all filed websites under an entity are canceled, the communications administration may periodically clear the entity's ICP filing information.

Q: How do I troubleshoot website inaccessibility caused by ICP filing issues?

The domain name does not have an ICP filing

Alibaba Cloud is not added to the ICP filing

  • Possible cause: The domain name has an ICP filing obtained through another service provider, but you are now using an Alibaba Cloud server to host the website without adding Alibaba Cloud to the ICP filing.

  • Solution: You must add Alibaba Cloud to your ICP filing information. For more information, see Add Alibaba Cloud to the ICP filing information as a service provider.

The ICP filing information failed a special verification check

  • Possible cause: The website content is inconsistent with the ICP filing information, the filing information is inaccurate, or the website contains inappropriate content.

  • Solution: In compliance with relevant laws and regulations, Alibaba Cloud conducts comprehensive checks on all successful ICP filings. If issues are found, you must make corrections within a specified period. For more information, see Special verification of ICP filing information.

    Warning

    If you do not make the required corrections within the specified period, your website may become inaccessible. Your ICP filing may even be removed from Alibaba Cloud's services or canceled entirely, which will affect your business. Therefore, you must modify your ICP filing information as soon as possible.

The communications administration's ICP filing information is not yet synchronized with Alibaba Cloud

  • Possible cause: You submitted an ICP filing application through Alibaba Cloud, and it was just approved by the communications administration. The information has not yet been synchronized with the Alibaba Cloud ICP Filing system.

  • Solution: It takes some time for the communications administration's information to be synchronized with the Alibaba Cloud ICP Filing system. After the synchronization is complete, your website will be accessible. The exact synchronization time cannot be determined. We recommend that you wait for a period of time after you receive the approval notification from the communications administration before you try to access your website.

Q: Can I configure DNS resolution for a website that does not have an ICP filing or is undergoing the filing process?

A: Yes, you can. After your domain name is registered, you can log on to the Alibaba Cloud DNS console to configure DNS records. However, even if the DNS records are configured and have taken effect, the website will be inaccessible due to ICP filing requirements.

FAQ about domain name accounts

Q: If I transfer a domain name to another account in the Domain Names console, will the DNS records be deleted?

A: No, they will not. When you transfer a domain name to another Alibaba Cloud account in the Domain Names console, the DNS records are not deleted and DNS resolution is not affected. The following scenarios apply:

  • Using a paid edition of Alibaba Cloud DNS: When you transfer the domain name to another Alibaba Cloud account, the DNS records remain in the original account. DNS resolution is not affected. To retrieve the DNS records, log on to the Alibaba Cloud DNS console with the destination account and click Add Domain Name. For more information, see Retrieve DNS records for a domain name.

  • Using the Free Edition of Alibaba Cloud DNS: When you transfer the domain name to another Alibaba Cloud account, the DNS records are synchronized and transferred to the new account along with the domain name. DNS resolution is not affected.

Q: Can I transfer a domain name registered with a third-party registrar to another Alibaba Cloud account in the Domain Names console?

For a domain name registered with a registrar other than Alibaba Cloud, whether you can transfer it to another Alibaba Cloud account in the Domain Names console depends on the following two scenarios:

  • The domain name has not been transferred to Alibaba Cloud: If a domain name registered with a third-party registrar has not been transferred to Alibaba Cloud, you cannot transfer it to another account in the Domain Names console. You can add DNS records for the domain name in the Alibaba Cloud DNS console. For more information, see Configure DNS for a domain name not registered with Alibaba Cloud.

  • The domain name has been transferred to Alibaba Cloud: If a domain name registered with a third-party registrar has been successfully transferred to Alibaba Cloud, you can transfer it to another Alibaba Cloud account in the Domain Names console. If your DNS records were previously managed by another registrar, we recommend that you migrate them to Alibaba Cloud DNS to prevent service interruptions. Domain name transfer-in/transfer-out

Q: Does transferring a domain name to or from Alibaba Cloud affect DNS resolution?

A: No, it does not. Domain names and DNS resolution are independent. Transferring a domain name to or from Alibaba Cloud does not mean you must also transfer the DNS service. If you only transfer the domain name to or from Alibaba Cloud without migrating the DNS service, DNS resolution is not affected.

Important

If you only need to transfer the domain name, do not change the DNS servers of the domain name.

Q: Does transferring both the domain name and DNS service to or from Alibaba Cloud affect DNS resolution?

  • To transfer both your domain name and DNS service to Alibaba Cloud, we recommend that you first smoothly migrate your DNS records to the Alibaba Cloud DNS console before you transfer the domain name. This prevents service interruptions. For more information, see How to smoothly migrate DNS records to Alibaba Cloud DNS.

  • To transfer both your domain name and DNS service from Alibaba Cloud, you must follow the requirements of the registrar you are transferring to.

Domain name expiration/renewal

Q: If a domain name bound to an Alibaba Cloud DNS instance expires, is DNS resolution affected?

When a domain name expires, its DNS resolution becomes unavailable. After the domain name is renewed, DNS resolution is typically restored within 24 to 48 hours.

Q: After I renew an expired domain name, how long does it take for DNS resolution to be restored?

A: If you renew your domain name after it expires, the time it takes to restore DNS resolution varies. For domain names that use the free Alibaba Cloud DNS service, resolution is typically restored within 24 hours of successful renewal. For domain names that use other DNS service providers, the restoration time depends on the provider's DNS cache refresh interval, but it is generally within 24 to 48 hours. For specific information, you can contact your DNS service provider. This process cannot be accelerated. We recommend that you renew your domain name before it expires. The following scenarios describe this in more detail:

In all the following scenarios, after a domain name expires, its DNS server addresses are changed to expirens3.hichina.com and expirens4.hichina.com.

Scenario 1: The domain name is registered with Alibaba Cloud, and the DNS service provider is Alibaba Cloud DNS

  • Free Edition

    If you are using the Free Edition of Alibaba Cloud DNS, DNS resolution is restored after the time-to-live (TTL) period expires. The TTL is typically 10 minutes.

    Basic lines for the Free Edition: Default, China Unicom, China Mobile, China Telecom, CERNET, Outside Chinese mainland, Baidu, Bing, and Google

  • Paid Edition

    If you are using a paid edition of Alibaba Cloud DNS, it can take up to 48 hours for the supported lines and custom lines to synchronize after you renew the domain name. During this time, DNS resolution is not restored. This process cannot be accelerated.

    Note

    Lines for paid editions: Refer to the sub-lines in Line enumeration, excluding the basic lines mentioned above.

Scenario 2: The domain name is registered with Alibaba Cloud, and the DNS service provider is a third-party provider

When the domain name expires, the DNS server addresses are reset to expirens3.hichina.com and expirens4.hichina.com. After you renew the domain name, the DNS server addresses are changed back from expirens3.hichina.com to the addresses provided by your current DNS service provider. In this case, it can take up to 48 hours for DNS resolution to be globally synchronized and restored. This process cannot be accelerated.

Note

To prevent long service interruptions caused by DNS server resets after a domain name expires, Alibaba Cloud DNS works with the domain name service. In a recursive resolution, the domain name registry node returns the cluster endpoint of the Alibaba Cloud DNS Free Edition as the authoritative address. You can go to the Alibaba Cloud DNS console to add DNS records that are consistent with your current DNS service provider. DNS resolution is restored after the TTL period ends, which is typically 10 minutes.

Q: After I renew an expired domain name, can Alibaba Cloud DNS quickly restore DNS resolution?

A: No, it cannot. When a domain name expires, the domain name registrar blocks the domain name's DNS servers from providing services. Even if Alibaba Cloud DNS is functioning normally, recursive DNS queries are not sent to Alibaba Cloud DNS. Therefore, Alibaba Cloud DNS cannot resolve issues caused by an expired domain name. After you successfully renew the domain name, it typically takes 24 to 48 hours for DNS resolution to be restored.

Q: I have renewed my domain name, so why does the domain name detection tool still show it as expired?

A: The domain name detection module uses a WHOIS query. The WHOIS system does not retrieve the latest information in real time. If you encounter this issue, you can go directly to WHOIS Lookup and click Get Latest Information to query the information.

Domain name abnormalities

Q: Why is resolution suspended?

A: A paused DNS resolution means the domain name has been locked by the registrar or the domain name registry. This is a method used by registrars and registries to disable a domain name.

Common reasons for a lock include the following: incomplete email verification, incomplete identity verification, abuse detected by the registry, or a lock due to disputes or violations.

Q: The DNS resolution for my domain name is paused. How can I restore it?

Q: If the DNS resolution for my domain name is paused by the registrar, can Alibaba Cloud DNS unlock it?

A: No, it cannot. A domain name lock (freeze or paused resolution) is a method used by the registrar or registry to disable a domain name. After a domain name is locked, its DNS resolution will not take effect.

Q: My domain name has passed identity verification. Why does the DNS server status still show as abnormal?

A: After a domain name passes identity verification, it typically takes two to three days for DNS resolution to be restored. We recommend that you test the resolution later. If the issue persists, see Remove the Clienthold and Serverhold lock statuses from a domain name.
