MIIT regulations require you to complete an ICP Filing to host a website on a server in the Chinese mainland. Within 30 days of a successful ICP Filing, you must also complete a Public Security filing. This guide covers the entire filing process, from preparation and decision-making to the final operational steps.
Process overview
The filing process includes an initial review by Alibaba Cloud and a final review by authorities. Understanding the process and its timeline helps you plan your website launch effectively.

Preparation: Confirm your eligibility and prepare all required materials.

ICP Filing application: Submit your application through the Alibaba Cloud ICP Filing Console. The application then undergoes an initial review by Alibaba Cloud and a final review by the provincial Communications Administration.

Alibaba Cloud initial review: Takes 1 to 2 business days.

Communications Administration review: Takes approximately 1 to 20 business days, depending on the region.

Public Security filing: Within 30 days of receiving your ICP Filing approval, complete the Public Security filing on the designated public security platform.

Post-filing actions: Add the ICP Filing number and Public Security filing number to your website's footer and ensure they are linked correctly.
Step 1: Prepare for filing
Thorough preparation helps prevent application rejections and shortens the filing timeline.
1. Determine if filing is required
Check the deployment node you selected during purchase:

Chinese mainland region: Filing is mandatory.

China (Hong Kong): ICP Filing is not required. You can launch your website directly.
2. Check prerequisites

Domain name requirements: The domain name holder information must match the filing entity information. If they do not match, first complete the Domain Name Holder Information Update (transfer of ownership).

Pre-approval: If your website is in an industry that requires pre-approval, you must obtain the necessary documents before filing to avoid rejection. For details, see pre-approval.

Regional rules: Filing rules differ among regional Communications Administrations. Before you begin, review the ICP Filing Rules for Each Region.
3. Prepare filing materials
Prepare your ICP Filing materials according to the requirements of your regional Communications Administration. For details, see ICP Filing Rules for Each Region. Ensure all documents are valid and that electronic versions, such as a scanned copy or photo, are clear, complete, and unobscured.
Step 2: Complete ICP filing
The ICP Filing is the first legal step to launching your website. Submit your application through the Alibaba Cloud ICP Filing Console.
1. Obtain a filing service code
A filing service code is an authorization credential. It is required when the filing entity's Alibaba Cloud account is different from the account that owns the Smart Website Builder instance. The owner of the Smart Website Builder instance must apply for the code to associate the instance with the filing application.

If the Smart Website Builder instance and filing are under the same account: A filing service code is not required, so you can skip this step.

If the Smart Website Builder instance and filing are under different accounts:

Log on to the Alibaba Cloud account that owns the Smart Website Builder instance and go to the Manageable instances for filing page.

On the Manageable instances for filing page, select the Smart Website Builder tab, find the instance you purchased, and in the Actions column, click Authorize Another Account for Filing.
You can only use a server from an enterprise-verified account to apply for a filing service code and authorize another account. Servers under personally-verified accounts cannot be used for this authorization.

2. Submit the filing application
The system automatically identifies the ICP Filing type based on the basic information you provide and guides you through the appropriate process.

Log on to the Alibaba Cloud ICP Filing Console and follow the prompts to begin.

Enter the entity information, website information, and person-in-charge information, and upload the required materials.
When you enter website information, ensure that Product Type is set to Smart Website Builder.

After verifying your information, submit the application for Alibaba Cloud's initial review.

After your application passes the initial review by Alibaba Cloud, follow the SMS instructions to complete the MIIT SMS Verification.

Step 3: Complete Public Security filing
Within 30 days of completing your ICP Filing, you must complete a Public Security filing with the local public security authority.

Go to the National Internet Security Management Service Platform and register an account.

After logging in, enter and submit the entity information for the individual or organization.

After the entity information is approved, click New Website Application and enter your website information, including the ICP Filing number, domain name, and server IP address.

Follow the prompts to complete the remaining steps and submit for review. You will typically receive the result via SMS.

Post-filing actions
Add filing numbers to your website
You must prominently display both the ICP Filing number and the Public Security filing number in your website's footer and link them correctly.

ICP Filing number: Must link to the MIIT's filing management system. For instructions, see Add an ICP Filing number.

Public Security filing number: Must be accompanied by the icon designated by the Ministry of Public Security and link to its filing details page. For instructions, see Add a Public Security filing number.
Commercial filing

If your website involves commercial activities, such as online transactions or advertising, you must also apply for a Commercial ICP License after completing the ICP Filing. For details, see commercial filing.

Websites filed by an individual are considered non-commercial and therefore cannot be used for commercial purposes.
FAQ

Can my website be accessed during the filing period?
For an initial filing, regulations require the website to be offline during the filing process. For adding a new website or transferring a filing, existing filed websites are not affected and can remain accessible.

Do I need to file separately for subdomains?
No. ICP filing applies to top-level domains, such as
aliyun.com. Once the ICP filing for the top-level domain is successful, all of its subdomains, such ashelp.aliyun.comandwww.aliyun.com, do not need to be filed separately. However, their content must comply with the business scope and regulatory requirements of the filing entity.
