International users

Problem: Real-name verification fails, returning the message overseas individual or enterprise user.

Possible reason: The domain holder's region does not match the region on your real-name verification document.

Solution: Ensure the domain holder's country/region matches the submitted document. For example, if a domain holder submits a Mainland Travel Permit for Hong Kong and Macao Residents for real-name verification, select country/region as Hong Kong (China) or Macao (China) based on the region specified on the document.

Overseas user submission

Problem: Real-name verification fails with the error The submitted information indicates an overseas user.

Possible reason: The domain name holder is an overseas individual or organization, and the name entered does not match the submitted real-name registration documents.

Solution: The registrant name must exactly match the submitted documents. For an overseas registrant with documents entirely in English, enter the English name in the registrant name (Chinese) field as well.

CNNIC has authorized Alibaba Cloud to provide registration services for .cn/.中国/.公司/.网络 domains. The following requirements apply to users who register these domain name extensions on the Alibaba Cloud China site and the International site, respectively.

Note
  • CNNIC has not authorized the Alibaba Cloud China site to provide registration services for .cn, .china, .company, or .network domains to individual users from Hong Kong, China, and Macao, China, or to individual and enterprise users from Taiwan, China. As a result, these users cannot complete real-name verification for these domains on the Alibaba Cloud China site. To use these domains, you can visit the Alibaba Cloud International site to complete domain registration and real-name verification for .cn domains. The specific requirements are subject to the review rules of CNNIC.

  • If your enterprise information for Hong Kong (China), Macao (China), or other countries and regions is correct, you can submit a ticket for help with real-name verification. If a re-review is required, wait for the result and do not resubmit the verification, as doing so invalidates the ongoing re-review.

Holder identification document issues

Real-name verification without the Unified Social Credit Code

Real-name registration for domain names requires an identification document that includes an 18-digit unified social credit code. If your document lacks this code, contact the issuing authority for a replacement. You must then wait 7 to 10 calendar days from the new document's issue date before resubmitting your registration. Otherwise, your registration will fail.

For the requirements for domain name real-name verification, see Create an information template.

Registrant document: unclear/obscured/watermarked

Symptom: Real-name verification fails with the message The registrant's document is unclear or obscured.

Solution: Submit clear and complete identification documents.

  • Clear: Ensure that key information, such as the national emblem, official seal of the supervising authority, registrant name, and document number, is legible.

  • Complete: The entire document, including its borders, must be visible and free of obstructions, watermarks, or smudges.

Important

Do not add watermarks to the electronic document for real-name verification, or your submission may be rejected.

Incomplete identity document

Symptom: The real-name verification fails with the error The registrant's document is incomplete.

Solution: Submit the complete verification document, ensuring the full border is visible. For example, if you submit a business license, ensure that key elements such as the national emblem and the official seal of the supervising authority are clear and complete.

Important

Do not add watermarks to the electronic document used for real-name verification, as this may cause the verification to fail.

  • If you submit an ID card, provide its personal information page.

  • In special cases, if you submit a household registration booklet, provide the personal page of the domain name holder.

  • If you submit a Foreigner's Permanent Residence ID Card, include both its front and back.

  • If you submit a Residence Permit for Hong Kong, Macao, and Taiwan Residents, include both its front and back.

  • For multi-page documents, submit the page containing the organization name, number, and official seal of the registration authority.

ID verification failure

Problem: The real-name verification fails, displaying the message Electronic ID Information Check Failed or Electronic ID Information Check Failed: Information Not Approved, Rejected.

Solution:

  1. Verify that the domain holder's name is correct and exactly matches the name on your identification documents. Ensure the domain holder name is identical, including any punctuation such as parentheses. If an ICP filing is required, use full-width parentheses, entered using a Chinese input method. Ensure there are no spaces in the name.

  2. Verify that the ID number exactly matches the one on your identification documents. Check that the holder's ID number exactly matches the Unified Social Credit Code on the business license. Do not enter the copy number (e.g., 1/1). Distinguish carefully between "0" and "O", "1" and "I", and "8" and "B".

  3. Verify that the selected document type exactly matches the one on your identification documents. Check that the correct real-name verification document type is selected. For documents issued after the "Three-in-One" business license reform of October 1, 2015, the document type must be business license. Available document types include: Organization Code Certificate, business license (for enterprises, sole proprietors, etc.), Unified Social Credit Code Certificate (for public institutions, social organizations, etc.), military unit code, Permit for Paid Services by Military Units, Legal Person Certificate for Public Institutions, Registration Certificate for Resident Representative Offices of Foreign Enterprises, Legal Person Registration Certificate for Social Organizations, and Registration Certificate for Religious Activity Venues.

  4. Ensure the issue date of the identification documents meets the real-name verification requirements.

    Important
    • The review authority requires 7 to 10 calendar days to verify a newly issued document. Submit your real-name verification application 7 to 10 calendar days after the document's issue date.

    • Ensure the document is within its validity period when you submit the application. Otherwise, the verification may fail.

  5. Ensure the files you upload for real-name verification meet the requirements.

    • The supported image formats are JPG, JPEG, PNG, BMP, HEIC, and WebP. The file size must be between 55 KB and 5 MB. You can submit a color scan of the original document or a digital photo.

    • Submit a clear, complete, and color scan or digital photo. The image must include the borders of the document and be unobstructed and unmarked. Ensure the official red seal of the issuing authority is clear and complete.

    • Do not digitally alter or manually modify the content of the document. If the document is not in a supported format, do not simply rename the file extension. Instead, use an image editing tool to open the file and save it as a JPG, JPEG, PNG, BMP, HEIC, or WebP file.

    • Electronic ID cards cannot be uploaded.

  6. Check if your household registration is being transferred or if you have changed your name.

Verification may fail if your household registration is being transferred or if you have recently changed your name. You can use a household registration certificate stamped with the special seal of the Public Security Bureau or wait until the registration transfer is complete before you submit your application for review. The review authority's decision is final.

  7. Confirm if the domain holder has a special occupation.

For individuals in certain occupations, such as military personnel or monks, identity verification using their 18-digit ID number may fail. We recommend resubmitting the application with a different document type.

  8. For documents that use a Unified Social Credit Code, confirm that you can find and verify your organization's document on the official website of the National Organization Code Management Center.

If your document cannot be found, contact the National Organization Unified Social Credit Code Inquiry Platform at 400-807-6000 for assistance.

Non-compliant registrant document

Problem: The real-name registration review fails with the error The registrant's certificate is invalid.

Possible cause: The documents you submitted for real-name registration are unclear or incomplete.

Solution:

  • Submit a valid verification document. The document must be a clear and complete color scan or photo of the original. All elements, including the document borders and the national emblem, must be clear and fully visible.

    Important

Black-and-white scans or photocopies are not accepted.

  • Submit a document stamped with the official seal of the registration authority and issued by a recognized authority.

    • For organizations: We recommend submitting a document with a valid 18-digit Unified Social Credit Code, such as a Business License, Unified Social Credit Code Certificate, or Organization Code Certificate.

    • Submit a color scan or photo of a Chinese mainland resident ID card.

Pending registrant documents

Symptom: The real-name verification fails with the error message No registrant document submitted.

Solution:

  • For individuals, submit a Chinese mainland resident ID card or passport. For requirements and an example, see Filling Example (Individual).

  • For organizations, submit a business license, Unified Social Credit Code certificate, Organization Code certificate, or another valid document. For requirements and an example, see Filling Example (Organization).

Invalid ID type or number length

Problem: Real-name registration fails if the selected real-name registration document type does not match the uploaded document, or if the document number entered has an incorrect number of digits.

Solution:

  • Verify that the real-name verification document type matches the document you uploaded.

The selected real-name verification document type must match the uploaded document. Select the document type based on the type printed on your organizational or individual document.

    Note
    • Organizations from the Chinese mainland must submit a document with a valid 18-digit Unified Social Credit Code. Organizations from non-Chinese mainland regions must submit their local business registration document.

    • Natural persons from the Chinese mainland must submit an ID card. Natural persons from non-Chinese mainland regions must submit a passport.

  • Verify that the document number is correct.

The entered document number must match the code on your uploaded document. Be careful to distinguish between similar characters, such as the number "0" and the letter "O", the number "1" and the letter "I", or the number "8" and the letter "B".

    Note

For organizations from Hong Kong, China; Macao, China; Taiwan, China; and other regions, enter the code from your business certificate in the Unified Social Credit Code field. If your certificate does not have a code, enter "0".

Inauthentic, unclear, or incomplete documents

Individual domain holders must submit to CNNIC a color scanned copy or digital photo of one of the following original documents: a resident identity card, a household register, or a household registration certificate bearing the official household registration seal of the Public Security Bureau.

CNNIC requires enterprise domain name holders to submit a color scan or digital photo of an original, unexpired document, such as a business license or an organization code certificate.

The uploaded image must be a clear, complete color scan or digital photo in JPG, JPEG, PNG, BMP, HEIC, or WebP format. It must show all borders, be free of obstructions or smudges, and have a file size between 55 KB and 5 MB.

Network error during file upload

Problem: When performing real-name verification for a single domain name, you might see the following error after clicking Save: The material upload failed due to a network transmission error. Please fill in the information again.

Solution: To resolve this issue, perform a batch registrant change.

  1. On the Registrant Profiles page, click Create New Registrant Profile, fill out the form as specified in the page requirements, and click Submit.

    Note
    • If you do not need to change the registrant, enter the existing registrant's name when you create the Registrant Profile.

    • If you have already created a Registrant Profile that has passed real-name verification, skip this step.

  2. On the Batch Operation page, enter the existing domain names. In the Select Fields to Modify section, click registrant information, select the Registrant Profile that has passed real-name verification, and then click Submit.

Image size requirements

Problem: During real-name verification, a file upload fails on the Upload File page with the following error: Please upload a file in a supported format that is between 55 KB and 5 MB.

Possible causes:

  • The identity verification image has an unsupported file type or size. Supported file types are JPG, JPEG, PNG, BMP, HEIC, and WebP, with a file size between 55 KB and 5 MB.

  • When you upload an image from a mobile phone, automatic compression may cause the upload to fail.

Procedure:

  • The image you upload for real-name verification must be between 55 KB and 5 MB and in one of the following formats: JPG, JPEG, PNG, BMP, HEIC, or WebP. If your image does not meet these requirements, use an image editor, such as the one included with your operating system, to save it in a supported format and size. Do not simply change the file extension, as this can corrupt the file and cause the upload to fail.

  • Upload the image from a computer.

Unsupported file format

Problem: Uploading documents for real-name authentication on the Upload File page fails with the message: The uploaded file format is not supported.

Possible cause: The image for real-name verification has an unsupported format. Only JPG, JPEG, PNG, BMP, HEIC, and WebP files are supported. This error also occurs if you manually change an image's file extension without converting the file format.

Ensure your image is a JPG, JPEG, PNG, BMP, HEIC, or WebP file. Do not just rename the file extension of an unsupported image, as the system will not recognize the file and the upload will fail. Instead, open the image with a drawing tool, such as the drawing software included with your operating system. Use the save as command to save it in a supported format, and then re-upload the real-name authentication image.

Real-name verification with electronic ID

Problem: Uploading a scanned copy of an electronic ID card or document fails the review.

Possible cause: The real-name verification failed because electronic IDs are not accepted.

Solution: Upload a digital photo or color scan of your physical certificate, as electronic certificates may not be accepted.

Failed document uploads

Problem: The real-name verification fails with the message: Multiple attempts to upload documents to the verification authority have failed. Check the image type, size, and ID number format.

Possible causes: The document is unclear or incomplete, the image type or size is invalid, or the ID number does not match the document.

Solution: Review the requirements for your ID document image and the format of your ID number.

  • Submit a clear, complete digital copy of the ID document showing its entire border. The image must be free of obstructions or alterations. Ensure that details such as the official seal are clear.

  • Do not digitally alter or manually modify the ID document's content. If the image is in an unsupported format, do not change the file extension directly. Use a tool such as Paint or PS to open the image and save it as a JPG or BMP file.

  • The ID number must match the one on the uploaded ID document.

  • Ensure the ID number has the correct number of digits and contains no spaces.

Not found or new document

Symptom: The real-name verification fails, displaying the error message Not in the real-name database or Newly issued identity document.

Possible reason: The identity document you submitted was recently issued, and its information has not yet been updated in the central database.

Solution:

  • Option 1

The reviewing authority's system may not have data for newly issued documents yet. Data synchronization typically takes 7 to 10 calendar days. Wait 7 to 10 calendar days after the document's issuance date before resubmitting your verification application. You can check if your document's information has been synchronized with the relevant management center as follows:

  • Option 2

Submit supporting documents bearing the official seal of your supervising authority, or contact the relevant management center to update your organization's information.

Registrant authorization errors

Symptom: The real-name registration is rejected with the message Incorrect registrant authorization documents.

Possible cause: The submitted document type does not match the type selected in the console.

Ensure the organization type of the document exactly matches the one selected in the console.

Verification failure with a new business license

A newly issued document may fail the registry's real-name verification. In this case, use a different document or wait 7 to 10 calendar days after its issue date to resubmit.

Contact information

Invalid contact information

Symptom: Real-name verification fails with the message Invalid contact information.

Possible cause: The registrant name entered does not match the name on the individual's or organization's identity document.

Procedure: If the name of an individual or organization contains special characters, such as a middle dot separator (·) or book title marks (《》), you must enter the name in the Domain Holder Name (Chinese) field exactly as it appears on your identification documents, and remove the special characters from the Domain Holder Name (English) field.

Note

An individual or organization name may be flagged as invalid contact information if it is too long or contains rare characters. In such cases, you will need to complete domain name registration and real-name verification through Alibaba Cloud. Submit a ticket to report the issue.

Incorrect registrant contact information

Problem: The real-name verification review fails with the error message Incorrect registration contact information.

Possible cause: The registrant's name does not match that on the uploaded identification document.

On the domain name list page, select the target domain name. On the Change Domain Name Holder > Fast Transfer page, select a matching information template to complete the transfer.

Invalid parameter: contact information

Problem: The real-name verification fails, returning the error registrant contact information is incorrect. Please check: command syntax error or registrant contact information is incorrect. Please check: XML schema validation failed.

Verify that the country code in the domain registration information is correct. For example, the country code for China is 86. Use the system default value; do not enter a local area code in the country code field.

Registrant identity verification failure

Problem: Real-name verification fails with the error message Registrant identity verification failed.

Possible causes:

  • Your submitted information may be incorrect or invalid.

  • The real-name verification may fail due to delays in data synchronization with the review authority's system.

Solution:

  • If the information you submitted is incorrect or invalid, please correct it and resubmit, or try again with a different valid ID.

  • If your information is correct and valid, please wait 1 to 3 business days before resubmitting.

Mismatched information or materials

The credential information verification fails if the registrant's name or number does not match the information on the provided credentials, or if the submitted information does not match the records from the administrative authority.

Symptom: The real-name verification fails with one of the following messages: Registrant information mismatch or Submitted documents do not match registrant information.

Possible cause: The submitted image is mirrored, or the information you entered does not match your uploaded identity document.

Solution:

  • Verify that the following requirements are met:

    • Ensure at least 7 to 10 days have passed since your registration document was issued. If not, wait for this period to elapse before proceeding.

    • Ensure the photo for real-name verification is an original, unmirrored photo, or upload a color scan. The image must be clear and unobstructed.

    • Ensure that the registrant name in the domain registration information exactly matches the name on the real-name verification materials. Avoid using similar-looking or similar-sounding characters. Do not use abbreviations or shortened names.

  • If your photocopy is not approved, submit a color scan. You may add a transparent watermark or an annotation relevant to your business purpose, but ensure that all key information remains clear and visible.

  • If your ID card verification fails, combine the photos of the front and back of your ID card with your personal information page from your Hukou into a single image. Upload the combined image and select "ID card" as the document type.

  • Ensure the document number you provide, such as an ID card number, business license number, or Unified Social Credit Code, exactly matches the number on the corresponding uploaded document.

In the registrant information form, set Registrant Organization Type to Enterprise and Document Type to Business License (Individual or Enterprise). In the Upload Registrant Document section, upload a clear, complete, and unredacted color scan of your business license. The image must be in JPG, JPEG, PNG, BMP, HEIC, or WebP format and be between 55 KB and 5 MB. Electronic business licenses are not accepted. In the Registrant Document Number field, enter the Unified Social Credit Code from your business license.

    Note
    • If your business license includes a copy number, such as (1-1), do not enter it.

    • Distinguish between easily confused characters, such as the digit "0" and the letter "O", the digit "1" and the letter "I", and the digit "8" and the letter "B".

    • Ensure the code has the correct number of digits.

    • When an overseas organization or individual applies for real-name verification, the name entered in the Registrant Name (in Chinese) field must exactly match the name on the document. For example, if you submit a document in English, you must also enter the name in English in the Registrant Name (in Chinese) field. The name must be an exact match, including case. Do not use abbreviations or shortened names.

    • Select the correct Country/Region. For example, if you use an ID card or business license for real-name verification, select Chinese mainland for Country/Region. You can find the Country/Region setting in the following places:

    • For real-name verification using a profile: In the Profiles list, click View in the Actions column. You can find the Country/Region on the Profile Management page.

    • For real-name verification during a change of registrant: You can find the Country/Region on the Modify Registrant Information (Change of Registrant) page.

    • If the profile you are using is under review, or if the domain was previously verified with a public profile without a subsequent change of registrant, you must create a new profile. Then, wait for the new profile's real-name verification to be approved before using it to complete the domain's real-name verification or change of registrant.

After the profile passes real-name verification, the page displays the message Profile Real-Name Verification Successful. A verified profile can be viewed but not modified. You can use it directly for operations such as new domain registration and transfer-ins.

Review status FAQ

Real-name verification errors

Problem description:

  • system prompt: Update the registrant contact before uploading documents for a legacy domain name.

  • system prompt: Complete the transfer of ownership before uploading documents for a legacy domain name.

  • system prompt: Document upload failed.

Solution:

  1. On the Information Template page, click Create New Information Template, fill out the information template on the page, and click Submit.

    Note
    • If you are not changing the registrant, enter the current registrant's name in the information template.

    • If you already have a real-name verified information template, skip this step.

  2. On the Batch Operation page, enter the domain names. In the Select Fields to Modify area, click Registrant Information, select a real-name verified information template, and click Submit.

Expedited message template reviews

The domain name registry, not Alibaba Cloud, performs the real-name verification. The completion time depends on the registry.

Verification failure: ID image prompt

Symptom: The real-name verification fails with the message: Please provide photos of the front and back of the ID document.

Solution: Combine the photos of the front and back of your ID document into a single image and upload it again. The image must be clear, show all borders of the document, and contain no obstructions, smudges, or watermarks.

Restore website access after domain verification failure

Domain unverified after real-name verification

Problem: Even after the real-name verification for your Alibaba Cloud account or a real-name verification template is approved, a domain name may still remain unverified or be placed on clientHold.

Possible cause: Incomplete real-name verification for the domain name.

  • You may have confused account real-name verification with domain name real-name verification.

  • You may have confused template information real-name verification with domain name real-name verification.

Solution:

  • On the domain list page, select the target domain. Then, on the real-name verification for the domain name holder > fast verification page, associate it with a verified template.

Check domain status for real-name verification

  • Method 1: Use a WHOIS lookup to check the domain status. The status serverHold indicates a registry hold, and serverTransferProhibited indicates a registry transfer prohibition.

  • Method 2: Check the real-name verification status on the Alibaba Cloud Domain Name console. The status will be real-name verification incomplete or verification failed.

Reactivate a suspended domain

If you have a verified information template, click the domain name on the domain list page. On the domain holder real-name verification > quick verification page, select the template to associate it with the domain name.

If you have not completed real-name verification for an information template, see Domain name real-name verification overview.

Note

After your real-name verification is approved, the OK status is restored within 1 to 2 business days. If the serverHold status persists after 1 to 2 business days, or if the hold is for a different reason, see Remove the domain lock status.

Other causes

To set up a website, you must register a domain name, purchase an ECS instance, complete an ICP filing, and configure DNS resolution. An error in any of these steps can make your website inaccessible. This section lists possible causes and their solutions.

  • If your website is inaccessible after pointing its domain to an Alibaba Cloud ECS instance, the domain may not have the required ICP filing or its filing information may not be registered with Alibaba Cloud. For more information, see Troubleshoot an inaccessible domain name or website.

  • If your website is inaccessible after pointing its domain to an Alibaba Cloud ECS instance, the DNS change may not have taken effect yet. For more information, see Troubleshoot DNS resolution that has not taken effect.

  • If you cannot access a website running on an ECS instance, see Quick troubleshooting for inaccessible websites on ECS instances.

Real-name verification and ownership transfer failures

Scenario 1: Submission blocked or batch verification fails

  • In the upload authentication documents step on the change of registrant page, the Submit button remains grayed out even after you enter your user type, ID type, and ID number and upload the required documents.

  • When you perform batch real-name verification, a message is displayed indicating that there are non-verifiable domain names.

Solution

To resolve these error messages, perform a batch ownership transfer.

  1. Log in to the Alibaba Cloud Domains Console. In the left-side navigation pane, click domain list. On the domain list page, select the target domain, and then click More > domain information modification (ownership transfer).

  2. On the domain information modification tab, under registrant information, select an information template that has completed real-name verification.

  3. Enter the verification code, agree to the terms of service, and click Submit.

    Note

If you plan to transfer the domain out of Alibaba Cloud soon, select the Disable "Prohibit transfer out of Alibaba Cloud within 60 days of successful domain information modification" checkbox. Otherwise, after a successful ownership transfer, the domain cannot be transferred out of Alibaba Cloud for 60 days.

Scenario 2: Cannot submit verification for ownership transfer

Uploading an ID card image during the uploading the authentication materials step for a domain name holder transfer results in the error message Failed to upload the image. Please try again..

Solution

Check the size and format of the images for your real-name registration. The image size must be between 55 KB and 5 MB. Supported image formats are JPG, JPEG, PNG, BMP, HEIC, and WebP.

Important

If an image is in an unsupported format, do not simply rename its file extension. Instead, use an image editor such as Paint or Photoshop to save the image in a supported format.

If you meet all the requirements but still cannot upload your documents, try clearing your browser's cache or using a different browser, then try again. We recommend using Chrome.

Scenario 3: Verification blocked by security lock

The domain transfer page shows the error Failed to modify domain holder information, with the reason being that the domain has a security lock.

Solution

  1. Log on to the Alibaba Cloud Domains console and click domain list. On the domain list page, find the target domain and click Manage to go to the basic information page.

  2. In the left navigation pane, click security settings.

  3. On the security settings page, temporarily disable transfer lock and update lock, and then try the operation again.

If the security lock page shows the lock as disabled, clear the browser cache or use a different browser. Then, enable the security lock, disable it again, and resubmit.

Scenario 4: Blocklisted registration information

Symptom: Attempting to transfer a domain name that has not completed real-name verification returns the following error: 'The domain name registration information is on the registry blacklist. You cannot perform registration, ownership transfer, or real-name verification. Please use other registration information.'

Solution:

Scenario 5: Format error: special characters in organization name

  • Problem description: The registrant organization name contains special characters. During real-name verification, when you click Save after you enter the domain information, the system displays the error message Format error. Please enter the correct registrant.

  • Possible cause: The registrant name you entered does not match the name on the registrant's identity document.

  • When an individual's name or an organization's name contains special characters such as the middle dot (·) or book title marks (《》), the Registrant Name (Chinese) field must exactly match the name on your identification documents. For the Registrant Name (English) field, you must remove the middle dot (·) or book title marks (《》).

Scenario 6: Real-name verification submission error

Symptom: After you enter information and upload documents for a domain name's real-name verification and click Save, you may see the following error: The file upload failed due to a network transmission error. Please enter the information again.

Solution: Perform a batch domain holder transfer.

  1. Create a domain information template and complete its real-name verification. For detailed steps, see real-name verification workflow.

    Note
    • If you do not need to change the domain holder, enter the existing domain holder's name when creating the domain information template.

    • If you already have a real-name verified domain information template, skip this step.

  2. Perform a batch domain holder transfer.

You must select a real-name verified domain information template. For detailed steps, see Modify domain holder information (transfer).

Troubleshooting

Cannot view identity information

  • Problem

The domain name has passed real-name verification, but its ID document type and ID number are not displayed on the basic information and domain holder real-name verification pages.

  • Possible cause

The domain name was registered a long time ago and is missing some data. You need to complete real-name verification again.

  • Solution

Perform a transfer of domain holder to complete real-name verification again. For more information, see Modification of Domain Holder Information (Transfer of Ownership).

Change real-name registration document

If the ID type associated with a domain name changes after it passes real-name verification, you must perform a domain name transfer to update the registrant information. For details, see Modify registrant information (transfer).

Domain verification, ICP filing, and account verification

Domain Registrant Verification:

The domain name registry requires you to submit documentation for the domain name holder. Organizations must provide a scanned copy of a valid document, such as a business license or an organization code certificate. Individuals must provide a scanned copy of the front of their ID card. All documentation must be submitted through the Alibaba Cloud Domain Name Console and will then be reviewed by a third-party agency. This review takes 3 to 5 business days.

ICP filing:

According to the MIIT's Measures for the Administration of Internet Information Services (Decree No. 292 of the State Council), websites hosted on servers in the Chinese mainland cannot be publicly accessible without a completed ICP filing. An ICP filing is tied to a domain name. For more information, see What is an ICP filing?.

Identity verification:

Per the Alibaba Cloud Terms of Service, each Alibaba Cloud account can be associated with only one legal entity. To secure your account and transactions, you must complete real-name registration for your Alibaba Cloud account before you can make purchases.

Real-name verification requirements for ICP filing

Per MIIT regulations, as of January 1, 2018, any domain name submitted for an ICP filing must have an MIIT-approved suffix. The domain name must also have passed real-name verification, and the domain name holder's name must match the ICP filing entity's name. For more information, see Domain Name Preparation and Check.

ICP filing: Domain and entity mismatch

For an ICP filing, the domain name holder, ID type, and ID number must match the information in the filing. If you receive a mismatch error, troubleshoot by checking the following:

  • The domain name's real-name verification is complete: The information may not have been synchronized with the Communications Administration's system yet. Wait 2 to 3 days after the real-name verification or ownership transfer is successful before submitting your ICP filing application.

  • The domain name's real-name verification is complete, but the information is incorrect: Request a domain name holder information modification (ownership transfer) to perform real-name verification again. After the modification is approved, wait 2 to 3 days before submitting an ICP filing application.

  • The domain name's real-name verification is incomplete: Complete the real-name verification for generic domain names. After a successful real-name verification or ownership transfer, it takes 2 to 3 days for the information to synchronize with the Communications Administration's system. Submit your ICP filing application 2 to 3 days after you receive the success notification.

  • The domain name's real-name verification is complete, but your ICP filing information is incorrect: Correct the information and resubmit the application.

If you use a domain registrar other than Alibaba Cloud, you must verify with your registrar that the domain's registrant, document type, and document number match those of the ICP filing entity.

Important
  • A domain name certificate typically does not include the ID type or ID number. Check the details of your real-name verification with your domain registrar.

  • During domain name verification, if the organization name contains parentheses, ensure they match those on the ID document. Be sure to distinguish between full-width and half-width parentheses.

  • If you submit your ICP filing more than three days after a successful domain real-name verification or ownership transfer and still receive an error, discard the current ICP filing information and start over.

  • If your organization's ID document is a business license, select business license as the ID type for the domain real-name verification.

  • For newly issued documents, you must wait 7 to 10 calendar days from the date of issue before submitting an ICP filing.

Handling invalid, inaccurate, or incomplete domain information

If you receive an email from Alibaba Cloud informing you that your domain name registration information is invalid, inaccurate, or incomplete, follow the instructions in this topic to update it.

  • Possible cause:

According to the "Measures for the Administration of Internet Domain Names" and national requirements that domain name information be "authentic, accurate, and complete," this issue can occur if the real-name registration information for your domain name or information template is outdated or inaccurate. Alternatively, the registry may no longer recognize the domain name's historical registration status due to updated registration rules.

  • Solution:

Sign in to the Alibaba Cloud Domains console, create a new information template, and perform a change of registrant.

    • Ensure the registrant name, ID information, address, and contact details are authentic, complete, and accurate.

    • The registry requires a full street address, including a number, for the registrant and contacts. You can use Pinyin in the English address fields. A typical format is: Province, City, County/District/Town, Street, No. (or Village).

For instructions on creating an information template, see Domain Name Real-name Registration Process.

For instructions on performing a change of registrant, see Modifying Registrant Information (Change of Registrant).

Bulk-link domains to an information template

  1. Log on to the Alibaba Cloud Domains console and in the left-side navigation pane, click Batch operations.

  2. In the Domain name list field, enter the domain names. In the Select fields to modify section, select Domain holder information and then select an information template that has passed real-name verification.

  3. Complete the SMS verification, select the I have read and agree to the <Domain Information Modification Service Terms> checkbox, and click Submit.

"Information template unavailable" error

Ensure the information template has passed real-name verification. To create a template and complete the verification, see Domain Name Real-Name Verification Procedure.

Error: "Enter 2 to 128 characters (letters and digits only)"

The system automatically populates English-language fields, such as the contact address and registrant organization name, by converting the corresponding Chinese information into Hanyu Pinyin. This message appears because the resulting Pinyin string exceeds the character limit. To submit the form, shorten the auto-generated text to 128 characters or fewer. This change will not affect the final review.

Template verified but domain unverified

The real-name verification processes for information templates and domain names are separate. A successful real-name verification for an information template does not mean that the real-name verification for the domain name is complete.

You complete real-name verification for an information template on the Registrant Profiles page. After the template's status changes to 'Template real-name verification successful', you must still separately verify the domain name in the Domain Console. If you verify the information template but not the domain name, you cannot renew the domain name, and its resolution will be suspended.

To complete real-name verification for your domain name, follow these steps:

  1. Log in to the Domain Console.

  2. In the left-side navigation pane, click Domain Names.

  3. Click the target domain name to open the domain details page. In the left-side navigation pane, click Real-name Verification for Domain Name Registrant.

  4. Click Quick Verification, select the verified information template, and then submit the domain name for real-name verification.
