Complete ICP filing through your actual access provider
Policy requirements
You must complete your ICP filing through the actual access provider for your website or application.
Alibaba Cloud can provide the Filing Service only if your Internet Information Services, such as a website or application, use our cloud resources in the Chinese mainland. In this case, Alibaba Cloud is your network access provider.
If you deploy or host your Internet Information Services, such as a website or application, with another cloud provider or in an Internet data center, contact that provider for ICP filing.

Article 8 of the Measures for the Administration of ICP Filing for Non-commercial Internet Information Services states: If you provide non-commercial Internet services, you can have your Internet access service provider, data center operator, or another telecom provider handle your ICP filing, modifications, and cancellations.
The Notice of the Ministry of Industry and Information Technology on Filing for Mobile Internet Applications stipulates that application providers must file with their local provincial communications administration. Their network access service provider or application distribution platform must submit the application online for review through the National Internet Basic Resource Management System.
If you have multiple access providers, complete ICP filing with each one
Policy requirements
If your website or application is already filed through another access provider, you must also complete an ICP filing with Alibaba Cloud to use our services. To do this, complete the 'Add Access' process in the Alibaba Cloud ICP Filing system.
Policy requires Alibaba Cloud to record your filing information. Because we cannot access the filing details you have with other providers, you must complete the 'Add Access' filing. This process associates your existing filing record with the Alibaba Cloud servers you use.

Article 19 of the Measures for the Administration of ICP Filing for Non-commercial Internet Information Services states that Internet access service providers must record the filing information of the non-commercial Internet Information Service providers they connect.
