This FAQ answers common questions about the qualification application and verification process.

Do you need to submit enterprise qualifications to use Voice Service?

Yes, you do. To use Voice Service, you must have approved qualifications for both public and dedicated modes.

Why do I need to provide the administrator's ID card number on the application letter?

The official letter for a number application requires the administrator's ID card number, the date, and the official company seal in the signature section.

What does "Please provide the script and business scenario" mean?

Carriers must review the scripts for your number's use case. In the application description, you must provide detailed scripts and the business scenarios for the number. For more information, see Add a script.

Why was I told the actual user name is incorrect?

The actual user name in the signature section of the Network Access Commitment Letter must match the enterprise name on your business license. Do not enter the administrator's name.

Why was I told my ID card photo is not standard?

When you submit your enterprise qualifications, you must upload photos of the front and back of the administrator's ID card and a photo of the administrator holding their ID card. Do not use selfies. Ensure that the ID card is not held upside down. For more information, see Enterprise qualification management.

Do I have to upload information for the legal representative when I submit enterprise qualifications?

To submit your qualifications, you must upload information for the legal representative or the person in charge of the public institution. For more information, see Enterprise Qualification Management.

Can I choose the area for the calling number?

  • Shared mode: Numbers are allocated from a shared number pool and scheduled by the system. You cannot fix the number location.

  • Dedicated mode: You select the number location when you apply for real numbers. The location of the allocated numbers matches the selected region. Number availability depends on real-time resources, and the selectable locations in the console prevail. To improve the activation rate, we recommend that you select Accept Adjustment and set the adjustment scope to Nationwide when you apply.

When submitting qualifications for review, what does "Please note the business purpose and script in the application description" mean?

Carriers must review the scripts for your number's use case. In the application description, you must provide detailed scripts and the business scenarios for the number. For more information, see Add a script.

When submitting qualifications, what does "The information in the official letter for number application is incomplete. Please provide it again" mean?

This message indicates that you should check if the administrator's name, ID number, and company seal are all included. You must complete the missing information and resubmit the application.

When submitting qualifications, what does "The information in the Telecom Network Access Commitment Letter is incomplete. Please provide it again" mean?

This message indicates that you should check the actual user name in the signature section of the Network Access Commitment Letter. It must match the enterprise name on your business license. Do not enter the administrator's name.

When submitting qualifications, what does "Please include the product name (platform name) and business scenario in the outbound call script for verification" mean?

For registration verification on an app or website, outbound calls with the content "XX" are made to recipients, such as members, employees, or other users. If your business involves other enterprises, you must provide their relevant certificates and request voice service qualifications.

Can I modify submitted qualifications?

You cannot modify an approved qualification. To make changes, please submit a new qualification for verification. For more information, see Enterprise Qualification Management.

Why do I get the message "After verification, no resources are currently available to support this service, and access is temporarily not supported" when I submit for qualification verification?

Log on to the Voice Service console. On the Voice Numbers > Real Number Management page, submit a number inquiry. Select your desired region. Number availability is based on the inquiry results.

What should I do if the qualification review requires me to change the scenario, but a relevant scenario is not available?

You should first confirm that you have applied for the correct qualification type. If you still cannot find the required scenario, contact our helpdesk to identify the issue. For more information about applying for qualifications, see Enterprise qualification management.

How can I expedite the ticket for my qualification review?

In the Voice Service console, select Tickets from the top menu. Click the image.png icon on the right side of the page and select After-Sales Online Service. In the dialog box, enter "expedite voice service review" to use the self-service tool to expedite your request.

How long does the Voice Service qualification review usually take?

After you submit your qualification application, the review is typically completed within one business day. You can check the review status on the Qualification Management page in the Voice Service console. Click Details to view the progress. Reviews are conducted from 9:00 to 23:00, Monday to Sunday. These hours may be extended during public holidays.

To expedite the review, in the Voice Service console, select Tickets from the top menu. Click the image.png icon on the right side of the page and select After-Sales Online Service. In the dialog box, enter "expedite voice service review" to use the self-service tool to expedite your request.

After I register an Alibaba Cloud account and verify my identity as an enterprise user, do I still need to complete enterprise qualification verification to purchase Voice Service?

Yes, you do. Registering an Alibaba Cloud account and completing enterprise identity verification only activates your account. To use Voice Service, you must complete a separate enterprise qualification verification. Carriers require that every voice number is registered to a specific enterprise. You can purchase numbers only after your enterprise qualifications are submitted and approved. Which types of enterprises cannot pass the Voice Service qualification review?

Enterprises registered as a sole proprietorship, sole proprietorship by a natural person, or sole proprietorship company on their business license are not eligible to use Voice Service. For more information about submitting qualifications, see Enterprise qualification management.

Is qualification verification required to use Voice Service?

Yes, it is. Qualification verification is required to use Voice Service because carriers require that every voice number is registered to a specific enterprise. You can purchase numbers only after your enterprise qualifications are submitted and approved. This verification process completes your qualification filing and certification. For qualification verification, can I use the information of another enterprise, such as a subsidiary?

You can use another company's information for qualification verification. For example, subsidiaries can apply for enterprise qualifications. For more information, see Enterprise Qualification Management.

Can I modify qualifications or scripts that are already approved or under review if I find incorrect information?

No, you cannot. You cannot modify qualifications or scripts that are approved or are under review. If you find incorrect information, you can contact our online helpdesk to request that your application be rejected. Then, you can modify the information and resubmit it.

Can I delete enterprise qualifications?

Enterprise qualifications cannot currently be deleted.

My Voice Service qualification review has passed, so why does the status show as invalid?

If you submit a new qualification application for the same enterprise and administrator, the previous qualification record becomes invalid.

Why can't I find the review ticket in the console after submitting my qualifications and scenario?

This issue is often caused by browser cache. You can try refreshing your browser and logging on to the console again to check for the review ticket number.

What are the qualification requirements for government applications for Voice Service?

If your organization is a government agency or public institution, you must submit your organization code certificate or legal person certificate as required. A specialist will then review and process your application.

Why is there no option to select a number mode when I submit qualifications?

You do not need to select a number pattern when you submit qualifications for Voice Service. After you submit the qualifications, you must apply for scenario scripts. This process requires you to select a corresponding number pattern.

Do I need to reapply for qualifications if my company name changes?

No, you do not. You do not need to reapply for existing, approved qualifications. However, if you apply for a new qualification, you must use your new company name and state that the name has changed.
