Domain name filing
This topic describes the requirements for Internet Content Provider (ICP) and Public Security Bureau (PSB) filings for domain names.
ICP filing
According to the Administrative Measures on Internet Information Services and the Administrative Measures on the Filing of Non-commercial Internet Information Services, China requires a filing for non-commercial Internet Information Services and a license for commercial Internet Information Services. You cannot provide Internet Information Services until you have obtained the required license or completed the filing.
If you purchased products that use nodes in the Hangzhou region, complete your ICP filing promptly to avoid delays when you publish your website. Do not apply for an ICP filing for products that use nodes in the China (Hong Kong) region.
ICP filings are categorized as either commercial or non-commercial. A website is considered commercial if it involves paid activities, such as publishing information for a fee, advertising, paid web design, or e-commerce. A website is non-commercial if it only displays information, such as a corporate brochure site or a personal website, and does not conduct direct transactions with users. Personal websites must be non-commercial and cannot be used for business.
1. Understand the filing rules for your industry and region, and prepare for pre-approval as needed.
Some industries require pre-approval. If your business is in one of these industries, you must obtain the pre-approval documents before you apply for an ICP filing. Otherwise, your application will be rejected. For more information, see Pre-approval.

2. Find the filing guide that applies to your situation.
If your domain name has never had an ICP filing: For the procedure, see Apply for an ICP filing for the first time.
If your entity has an existing ICP filing with Alibaba Cloud and you need to file for a new Website Builder site: For the procedure, see ICP filing application for new websites (filed with Alibaba Cloud).
If your entity has an existing ICP filing with another service provider and you need to file for a new Website Builder site: For the procedure, see ICP filing application for new websites (filed with another service provider).
If both your entity and domain name have an ICP filing with another service provider, you must add Alibaba Cloud to your ICP filing information. For the procedure, see Add Alibaba Cloud to the ICP filing information as a service provider.
If your website is commercial, you must also apply for a commercial ICP license after you complete the ICP filing. For more information, see Commercial filing.

PSB filing
A PSB filing, also known as a network security filing, helps prevent illegal website operations, stop the spread of harmful information, and maintain a healthy Internet environment. According to the Administrative Measures for the Security Protection of International Connections to Computer Information Networks (Order No. 33 of the Ministry of Public Security), all websites in mainland China, including personal websites, must complete a PSB filing.
