Multi-entity management
The multi-entity management feature lets you centrally manage multiple filing entities under a single Alibaba Cloud account (UID) so you do not have to switch accounts. This document explains the entity counting rules and how to add and switch between entities.
Entity counting rules
Number of entities = Number of successful entities + Number of entities with in-progress filings
Successful entities
Definition: An entity with at least one successful ICP filing and an issued filing number.
Entities with in-progress filings

Add multiple entities
Method 1: Add a new entity
Use case: Create a new filing entity in your current account.
Step 1: Log in to the ICP Filing Console, click Start ICP Filing, and go to the My ICP Filings page.
Step 2: At the top of the page, click Add Entity. You will be redirected to the new entity filing page.
Step 3: Click Start Filing.
Step 4: On the new entity page, select a filing method.
In the Please select a filing method dialog box, choose one of the three options: Entrusted Filing Service (from ¥600, no information entry required, >98% first-review pass rate, 2-hour review time), Use Intelligent Assistant (¥99, requires filling out 14 items, >95% first-review pass rate, 2-hour review time), and self-service filing (free, requires filling out 29 items, <70% first-review pass rate, 1 to 2 business days review time). Select the method that best suits your needs.
After selecting a method, follow the on-screen instructions to complete the application and submit it for review.
Method 2: Transfer an existing entity
Use case: Consolidate filings from other accounts into your current one for centralized management.
Step 1 : Log in to the account that contains the existing filing information. On the My ICP Filings page, click Transfer Filing to another account.
Step 2: Enter the UID of the destination account for verification. The destination account must have enterprise-level filing management permissions.
In the Filing Transfer Identity Verification dialog box, enter your phone number and the verification code (click Send to receive it). After confirming the permission transfer details, click Submit.
Step 3: Confirm the transfer.
After the verification passes, confirm the transfer. The filing entity then appears in your account's entity list.

After you subscribe to the enterprise-level filing management service, you can manage multiple filing entities under your account. The system provides convenient features for selecting and switching between these entities.
