1. Determining the need for an ICP filing

  • If your website's server is in the China (Hangzhou) region, an ICP filing is required. Submit your application through the Alibaba Cloud ICP Filing system on a PC or mobile device. Once your application is approved, you can make your website publicly accessible. To start the application, log on to your account and click Start Filing.

  • If your website's server is in the China (Hong Kong) region, an ICP filing is not required.

    Important

    If you bind a domain name with a valid ICP filing to a server in the China (Hong Kong) region or any other overseas node, your ICP filing may be revoked. Proceed with caution.

2. Number of domain names per website

Since April 22, 2019, you can enter only one domain name per website when applying for an ICP filing.

3. Existing ICP filings and Web Designer

  • If your domain name was filed through Alibaba Cloud and the ICP filing is still valid, you do not need to file again.

  • If your domain name was filed through a different provider, you must transfer its ICP filing to Alibaba Cloud. For more information, see Transfer an ICP filing.

4. Binding a Baidu-registered domain name

Yes, you can.

Note

In this scenario, follow these steps for ICP filing and DNS resolution:

  1. If your domain name already has an ICP filing through Baidu, you must transfer it to Alibaba Cloud. For details, see Transfer an ICP filing.

  2. Bind the domain name in the Web Designer console.

  3. Obtain the DNS record value.

  4. Use the DNS record value to complete the DNS resolution on Baidu.

5. Is a Public Security filing mandatory?

Regulations vary by local communications administration. We recommend consulting your local authorities for specific requirements. For details on the procedure, see Add a Public Security filing number.

6. Filing with a different Alibaba Cloud account

Log on to the Alibaba Cloud account used to purchase the Web Designer product to obtain an ICP filing service number. You can then use this number to apply for the ICP filing. For instructions, see Apply for an ICP filing service number.

8. Individual filings and company information

No. A website with an individual ICP filing cannot display company-related content. Applications containing such information will be rejected.

9. Obtaining an ICP filing service number

  • Log on to the Alibaba Cloud console. Hover over ICP Filing and click Get Service Code from the drop-down list.

10. Selecting the cloud service for Web Designer

Select Quick Web.

11. Network access provider information

  • Name: Alibaba Cloud Computing Co., Ltd.

  • Access method: Leased virtual space/Private network.

NS record for a .cn domain name:

Open a command-line terminal and run the nslookup command to query the record.

Alibaba Cloud does not provide a CDN contact name. You can use the name of a contact person from your own organization.

12. Obtaining the server physical address

Web Designer servers are physically located in the China (Hangzhou) region. To obtain the specific address, click Submit Ticket and select ICP Filing as the ticket type.

13. ICP filing review duration

Review times vary by local communications administration, but the process typically takes 1 to 20 business days.

14. Incorrect CDN status after filing

  1. After you receive an approval notification from the Ministry of Industry and Information Technology, it can take 7 to 24 hours for Alibaba Cloud to synchronize the new status. Once synchronized, domain name access is enabled. Please monitor the Alibaba Cloud console for the status update.

  2. Check if you have enabled CDN on another Alibaba Cloud product. This can cause a conflict and prevent the CDN status for this product from displaying correctly.
