An ICP filing involves registering information for review to ensure the authenticity and security of your web services. This topic describes the limitations you may encounter when using the Alibaba Cloud ICP Filing system for your ICP filing.

To apply for an ICP filing for your domain name through Alibaba Cloud, you must first purchase an Alibaba Cloud instance located in the Chinese mainland.

Cross-province ICP filing

  • Cross-province ICP filing is not supported for organizations.

  • For individuals, applying for a cross-province ICP filing is subject to the rules of the relevant communications administration. You may need to submit documents such as a local residence permit (if supported by the administration) or change your filing province.

Instance

To apply for an ICP filing through Alibaba Cloud, you must first purchase an Alibaba Cloud instance located in the Chinese mainland. For a list of supported instances, see Supported cloud instances and number of supported ICP filings.

The DNS record for a domain name with an ICP filing must point to an active Alibaba Cloud instance in the Chinese mainland that is serving content.

Service identification number

The number of service identification numbers you can request varies by instance product. For details, see Supported cloud instances and number of supported ICP filings.

Note
  • You cannot reuse a service identification number after it has been used in a successful ICP filing. You can apply for only one service identification number for each product purchased from the Alibaba Cloud Marketplace.

  • Each instance has a fixed limit on the number of service identification numbers you can request. Renewing an instance does not increase this limit. If you reach the limit for an instance, you must purchase a new instance to apply for more service identification numbers.

Website information

Website name

The website name must comply with naming conventions. For details, see Naming requirements for organization websites and Naming requirements for individual websites.

Pre-approval

If your website's content is in an industry that requires pre-approval, you must obtain the necessary documents from the relevant authorities before applying for an ICP filing. For details, see Pre-approval.

Important

If an authority informs you that a pre-approval is not required, you must provide remarks or a letter of commitment as proof during the initial ICP filing review if requested by the reviewer. For details, see Upload remarks and letters of commitment.

Alibaba Cloud CDN

If your Alibaba Cloud CDN service area includes the Chinese mainland, an ICP filing is required for acceleration within the Chinese mainland or globally. For more information, see Use Alibaba Cloud CDN.

Domain name

  • The top-level domain (TLD) of the domain name must be approved by the MIIT.

  • The domain name registrar must be approved by the MIIT.

  • The domain name must be within its validity period.

  • You must complete real-name verification for the domain name.

  • In some provinces, for an ICP filing by an organization, the full name of the entity can be the name of the company's legal representative. In other scenarios, the domain name holder's information must match the entity's information. For specific provincial requirements, see ICP filing regulations of the MIIT for different regions and click the link for your province.

  • Since April 22, 2019, you can file only one domain name per website. If you have multiple domain names, you must file them as separate websites. When updating an existing ICP filing, you cannot modify or add domain names as described below:

    • If a website has only one domain name: You cannot change the domain name itself. However, you can still modify other information, such as contact details and email address.

    • If a website has multiple domain names: You can only keep the existing domain names or remove some of them. You cannot modify existing domain names or add new ones. However, you can still modify other information, such as contact details and email address.

  • Since April 22, 2019, when you apply for a first-time ICP filing or add a new website, each province imposes limits on the number of websites that a single entity can file. For details, see Rules on the number of filings per region.

ICP filing for websites or apps accessed only by IP address

The Alibaba Cloud ICP Filing system supports ICP filing for domain names only, not for IP addresses.

If your website or app is accessible only by an IP address, apply for the ICP filing directly through the filing system on the website of the communications administration in your province.

Website or app content

  • The website or app must not contain any illegal content.

  • If the website or app content pertains to an industry or organization, you cannot file as an individual.

Entity information

Entity

An Alibaba Cloud account can be used to file for only one entity (either an organization or an individual). However, one entity can file for multiple websites or apps (except in Hubei and Hunan provinces). For details, see Rules on the number of filings per region.
