Requirements for uploading documents

Before you start the ICP filing process, prepare all required documents. During the process, you will use the Alibaba Cloud App to upload these documents and verify their authenticity. This topic explains how to prepare compliant documents to avoid rejection during the initial review by Alibaba Cloud.

Upload method

Whether you start your ICP filing on a PC or the app, you must use the Alibaba Cloud App to upload documents and verify their authenticity. Document requirements

Follow the requirements below to prepare your ICP filing documents, such as entity certificates, ID documents, pre-approval files, supporting documents, and letters of authorization. This helps prevent rejection due to incorrect document formats. For a list of required documents, see Required documents for ICP filing.

  • Basic requirements
    • Size: Each image file must be between 200 KB and 4 MB. If an image is outside this range, use a third-party tool to resize it.
    • Format: Only JPG, JPEG, PNG, and GIF image formats are supported. If your file is in a different format, do not just change the file extension. Open the image with a third-party tool and save it in a supported format.
      Important
      • If your image meets the format and size requirements but the upload fails, try the following steps. Update the Alibaba Cloud App to the latest version. Switch your network type, for example, from Wi-Fi to mobile data. Then, restart the app and upload the image again.
      • Merge the front and back of your ID card into a single image before you upload it.
  • Quality requirements
    • Clarity and completeness: Your images must be clear and complete. To prevent blur from image compression, make the file size as small as possible while ensuring that all text and details are clearly visible.
    • Document type: Upload a photo or a color scan of the original, current document. Make sure the entire document, including its borders, is visible. Do not upload photos of photocopies, black-and-white scans, photos of a screen displaying the document, or digital-only versions of the document.
      Note You must submit the most recent versions of your documents. If your entity information has changed, provide the updated documents. Otherwise, your ICP filing order will be rejected during the initial review.
  • Validity requirements
    • Documents, such as ID cards or business licenses, must be valid for at least three months from the date you submit your ICP filing order.
    • Validity of authorizations and supporting documents (such as a Letter of Authorization for the website administrator or a proof of change): For all provinces and municipalities, these documents must be submitted within three months of their issue date.
      Important
      • Work certificates from entities in Sichuan Province and domain name certificates from entities in Hunan Province must be issued no more than 45 days before the ICP filing information is submitted.
      • For entities in Hubei province, the statement of business operations must be submitted within six months of its issue date. For entities in Hebei province, the Letter of Authorization must be submitted within six months of its issue date.

View document review progress and results

After you successfully upload your documents, log on to the Alibaba Cloud ICP Filing system to view the uploaded images. To check the review status and results, see Step 5: Check ICP filing status and results.
